The most expensive and common mistakes expats make in Bosnia and Herzegovina — and exactly how to avoid them.
War-Era Landmines — Stay on Marked Paths
Approximately 380 km² of Suspect Hazardous Areas (SHA) remain in eastern and central Bosnia from the 1992–1995 war. Warning signs (triangular with skull) mark known danger zones.
⚡ Death or serious injury. Mines remain live and are triggered by pressure.
✅ Never leave marked trails, enter abandoned buildings or walk through overgrown rural areas without confirming safety. Download BHMAC mine risk maps at bhmac.org before any off-trail activity.
Visa or Permit Overstay — Deportation Risk
Overstaying the 90-day visa-free period or your residence permit expiry results in deportation and re-entry bans of 1–5 years. SIPA and border police actively enforce entry limits.

✅ Apply for a Temporary Residence Permit at the MUP Foreigners Affairs Unit before your 90 days expire. Allow 15–45 working days for processing.
Working Without a Work Permit is a Criminal Offence
Working in BiH without a valid radna dozvola (work permit) is illegal. Your employer must obtain the work permit before you begin employment.
⚡ Deportation, fine up to KM 3,000 for the employee, larger fines for the employer, residence permit revocation.
✅ Confirm your employer has applied for your work permit before your first day of work. Do not rely on verbal assurances — obtain a copy of the permit application.
Property Purchase — Title Fraud and Post-War Disputes
BiH has complex post-war property restitution issues. Illegal construction (bespravna gradnja) is widespread — buildings without permits cannot be legally resold.
⚡ Loss of purchase deposit or entire purchase price. Inability to register ownership. Costly legal disputes.
✅ Always instruct an independent lawyer to verify Gruntovnica (Land Registry) records before paying any deposit. Do not rely on the seller or estate agent for title verification.
Rental Scams — Never Pay a Deposit Without Viewing
Rental deposit fraud is common on Facebook Marketplace. Scammers post genuine-looking listings, collect 1–2 months deposit (KM 500–1,800), then disappear.
⚡ Loss of full deposit (KM 500–1,800+) with no legal recourse.
✅ Never transfer money for a rental before viewing in person and verifying the landlord owns the property. Use Nekretnine.ba or Oglasi.ba and insist on a signed lease before any payment.
Driving Without Third-Party Insurance — Criminal Offence
Vehicle third-party liability insurance (OAO) is mandatory in BiH. Driving without it is a criminal offence.
⚡ Fine KM 300–800, vehicle impoundment, criminal record.
✅ Ensure your policy is active before any journey. Foreign Green Cards must be valid for BiH — check your home insurer. Purchase BiH OAO insurance if your foreign policy does not cover BiH.
"Cash in Hand" Employment — No Legal Protection
Working informally ("na crno") means no pension entitlement, no health insurance, no unemployment benefit, and no legal protection against dismissal.
⚡ No pension rights, no sick pay, no legal recourse if dismissed. Potential fines for both employer and employee.
✅ Ensure your employer registers your employment with the cantonal labour office and issues proper payslips showing 31% social contribution deductions.
Drink-Driving Limit 0.03% BAC — Stricter Than EU
Bosnia and Herzegovina enforces a BAC limit of 0.03% — stricter than the EU standard of 0.05%. For most adults this means effectively zero tolerance after any alcohol.
⚡ Fine KM 300–2,000, licence suspension, criminal charges for high BAC.
✅ Treat driving in BiH as zero-alcohol. Police conduct routine breathalyser checks on weekend evenings and during holiday periods.
Winter Tyres Mandatory 15 November – 15 April
Winter tyres are legally required in BiH from 15 November to 15 April, or whenever snow/ice conditions apply. Mountain passes can become impassable quickly.
⚡ Fine KM 200–500. Accident liability increases significantly on mountain roads with summer tyres.
✅ Switch to winter or M+S all-season tyres before 15 November. Check BIHAMK road conditions at bihamk.ba or call 1282 before mountain journeys.
Dual-Entity System — Different Rules in FBiH vs RS
BiH has two entities (FBiH and RS) with separate tax authorities, labour laws, health funds, pension funds and cantonal administrations. Rules differ between entities.
⚡ Wrong entity procedures cause delays, fines, failed registrations and incorrect tax filings.
✅ Always confirm which entity governs your situation before filing, registering or paying. For Brčko District, check separately — it has its own administration.
24-Hour Address Registration Required
All foreign nationals must register their address with the local MUP within 24 hours of arrival. Hotels do this automatically; private rental landlords must do it for you.
⚡ Fine up to KM 500 for both you and your host. Complicates residence permit application.
📅 Deadline: Within 24 hours of arriving at each new address
✅ If staying in a private rental, ask your landlord to register you at the nearest police station immediately after arrival. Each change of address requires re-registration.
Currency Exchange — Use Banks or Licensed Offices Only
Unofficial street money changers operate near Baščaršija and border crossings using sleight of hand or short-count techniques. The BAM is pegged to EUR at exactly 1.95583.
⚡ Loss of money through fraudulent exchange rates or short-counting.
✅ Use bank ATMs (Raiffeisen, UniCredit, Sparkasse) or licensed mjenjačnica offices. The BAM/EUR rate is fixed and never changes — any "special" rate offered on the street is a scam.
Taxi Overcharging at Airport and Tourist Areas
Unlicensed taxis and some licensed drivers at Sarajevo airport and Baščaršija overcharge tourists. A city centre airport journey should cost KM 20–30; unlicensed drivers demand KM 60–100+.
⚡ Paying 2–5× the legitimate fare.
✅ Use the Bolt app for transparent pricing, or officially marked Radio Taxi (033 660 666) from the licensed rank. Always agree the metered fare before entering the taxi.
Wartime History — Cultural Sensitivity Essential
The 1992–1995 Bosnian War, including the 1,425-day Sarajevo siege and Srebrenica genocide, remain deeply personal for most Bosnians. This is living memory, not distant history.
⚡ Serious social offence, damaged relationships, professional consequences.
✅ Do not make jokes about the war, minimise its impact or express political opinions on ethnic blame. Listen and express empathy. War tourism must be approached with quiet respect.
Foreigners Cannot Buy Agricultural Land
Non-EU foreigners are subject to a reciprocity requirement for property purchases. Agricultural land cannot be bought by foreigners regardless of nationality.
⚡ Purchase declared invalid. Loss of funds paid in transaction.
✅ Check current restrictions with an independent local lawyer before making any offer. EU citizens are treated the same as BiH citizens for urban/residential property.
No Employer = No Public Health Insurance
Public health insurance is only available through employment or voluntary contributions. Self-employed persons and digital nomads without employer coverage must purchase private insurance.
⚡ Full cost of all medical treatment without insurance — private specialist: KM 60–150 per visit, hospital stay: KM 200–500+ per day.
✅ Purchase private international health insurance (Allianz, UNIQA, SafetyWing) before arrival if not employed. Budget KM 80–350/month depending on age and coverage.
Cash Still Dominant — Not All Merchants Accept Cards
Many cafés, market stalls, taxis and local shops in BiH are cash-only. EUR and other foreign currencies are NOT accepted in shops — only licensed mjenjačnica offices.
⚡ Unable to pay for food, transport or services in cash-only places.
✅ Always carry KM 100–200 in cash. Withdraw BAM from ATMs using a low-fee card (Wise, Revolut). The Wise card works where Mastercard is accepted.
Rental Deposits Are Unprotected
BiH has no government-backed tenancy deposit protection scheme. Your deposit (KM 500–1,800) is held by the landlord with no escrow protection. Disputes go to civil courts (12–24 month process).
⚡ Loss of deposit with no fast-track recourse if landlord refuses return.
✅ Photograph the property on move-in, keep all receipts, include deposit return conditions explicitly in the written lease. Have the lease reviewed by a lawyer.
Importing pets from outside the EU/Western Balkans requires RNATT certification
BiH applies EU-aligned veterinary import standards for pets. Bringing dogs or cats from non-EU countries (outside the EU/Western Balkans equivalence area) requires: ISO 11784/11785 microchip; valid rabies vaccination; Rabies Neutralising Antibody Titre Test (RNATT) result of ≥0.5 IU/ml from an EU-approved laboratory, taken at least 30 days after vaccination and at least 3 months before travel; and an official veterinary health certificate. Border inspection is conducted at the designated entry point. BiH's Veterinary Office (vobih.gov.ba) oversees import authorisation. Pets arriving from EU member states with valid EU Pet Passports face significantly simplified entry at the BiH–Croatia border.
⚡ Refusal of entry at the border crossing, quarantine costs, or compulsory return of the pet at your expense. Non-compliant animals may be impounded.
📅 Deadline: RNATT blood test minimum 30 days post-vaccination and 3 months before travel
✅ Start the import process at least 4 months before travel. Contact the BiH Veterinary Office (vobih.gov.ba) for the current approved-country list and documentation checklist. For pets already in the EU with valid EU Pet Passports, entry via Croatia is significantly simpler. Use a vet experienced with BiH import requirements.
2026 Minimum Wage: BAM 1,027/Month Net (FBiH)
The FBiH minimum wage for 2026 is BAM 1,027 net per month (~EUR 525), up from BAM 1,000 in 2025. BiH expresses minimum wages as net take-home figures; the corresponding gross is approximately BAM 1,600+. Republika Srpska uses a tiered gross minimum: BAM 1,000 (unskilled) to BAM 1,450 (university-level) depending on qualification category.
⚡ Employers paying below the net minimum commit a labour law violation.
✅ Verify your payslip shows net pay of at least BAM 1,027/month (FBiH) or the applicable RS tier. Report underpayment to the cantonal labour inspectorate.
BAM/EUR Rate is Permanently Fixed at 1.95583
The Bosnian Convertible Mark is permanently fixed to the Euro at 1 EUR = 1.95583 BAM under a Currency Board arrangement since 1998. The rate never changes.
⚡ EUR income retains full purchasing power with zero currency risk.
✅ No action needed — this works in your favour. Avoid paying currency conversion fees by using bank ATMs or Wise.
VAT (PDV): 17% Single Flat Rate
BiH applies a single 17% VAT rate on all goods and services. No reduced rates exist (unlike EU). Administered by UIO (uio.gov.ba). Mandatory registration threshold: KM 50,000 annual turnover.
⚡ Businesses above KM 50,000 turnover must register for VAT within 10 days of exceeding the threshold.
✅ Monitor turnover closely. Register with UIO before exceeding the threshold — late registration incurs fines.
Income Tax: 10% Flat Rate
Both FBiH and RS apply a flat 10% income tax rate. In FBiH, a KM 300/month personal deduction (lični odbitak) reduces the taxable base. Formula: (gross − 31% social contributions − KM 300) × 10%.
⚡ Missing the 31 March annual return deadline results in fines.
✅ File your annual Prijava poreza na dohodak (income tax return) with Porezna uprava FBiH or RS by 31 March each year.
FBiH Social Contributions 2026: 31% Employee + 10.5% Employer
Employee pays 31% of gross (pension 17% + health 12.5% + unemployment 1.5%). Employer pays an additional 10.5% of gross. Total employer cost = 110.5% of gross. Example: KM 1,500 gross → KM 931.50 net.
⚡ Unpaid social contributions accrue penalties and interest. Gap years reduce pension entitlement.
✅ Verify monthly payslip deductions. Self-employed must pay both shares independently — approximately KM 250–350/month minimum.
EU Candidate Country — No Free Movement Yet
BiH received EU candidate status in December 2022. Accession negotiations are ongoing. Full EU membership is not expected before 2030 at earliest. EU candidate status does NOT grant freedom of movement.
⚡ BiH citizens still need Schengen visas (or ETIAS when implemented). Expats in BiH do not gain EU rights.
✅ No action needed. Monitor EU accession progress at ec.europa.eu for regulatory changes tied to accession milestones.
Cost of Living: One of Europe's Lowest
BiH ranks among the lowest cost countries in Europe (Numbeo index ~27 vs UK ~70, Germany ~60). Single-person Sarajevo budget: KM 1,500–2,500/month. 1BR apartment: KM 500–900/month rent.
⚡ EUR-denominated remote income has exceptional purchasing power in BiH.
✅ Budget approximately 30–40% of a typical Western European city budget for a comfortable lifestyle in Sarajevo.
Ski Season: Jahorina and Bjelašnica December–March
1984 Olympic ski resorts Jahorina (RS) and Bjelašnica (FBiH) are both 30–45 minutes from Sarajevo. Day pass: KM 40–65. Season December–March. Much cheaper than Alpine resorts.
⚡ None — practical tip.
✅ Book weekend accommodation in advance as resorts fill quickly. Check BIHAMK (1282) for road conditions before mountain drives in winter.
Key Emergency Numbers in BiH
112 (general emergency), 122 (police), 123 (fire), 124 (ambulance), 1282 (BIHAMK road assistance 24/7). Mental health crisis: Plavi telefon +387 33 570 056 (Mon–Fri 09:00–21:00).
⚡ Not knowing the correct number can cost critical minutes in an emergency.
✅ Save all emergency numbers in your phone immediately upon arrival. 112 is the universal European emergency number and works in BiH.
BiH Has Pension Agreements with 40+ Countries
BiH has bilateral social security/pension totalization agreements with Germany, Austria, Switzerland, France, Italy, Netherlands, UK, USA, Canada, Sweden, Norway and all former Yugoslav states. Contributions in both countries count toward pension — no double contributions.
⚡ Without knowing about your agreement, you may overpay contributions or miss out on pension credits.
✅ Check whether your home country has an agreement at FZPiO (mio.gov.ba). If no agreement exists, you may be entitled to a contribution refund on departure.
No Inheritance Tax in BiH
BiH levies zero inheritance tax. All assets — property, financial assets, business interests — pass to heirs tax-free regardless of relationship or value. Court estate administration fees apply (KM 200–500 + 1–3% of estate value) but there is no tax charge.
⚡ No tax cost on inheritance — a significant advantage for long-term residents with BiH assets.
✅ Make a notary-certified will (notar) to ensure smooth transfer. Succession proceedings are mandatory and take 3–12 months.
Corridor Vc Motorway: Ongoing Construction 2026
The Corridor Vc motorway (Zagreb to Ploče via Sarajevo) is ~65% complete through BiH. Active construction on Počitelj–Bijača and other sections. Tolls: KM 6–8 for Sarajevo–Zenica.
