Bosnia and Herzegovina operates a mandatory pay-as-you-go pension system split between two entities: Federalni zavod za penzijsko i invalidsko osiguranje (FZPiO) in FBiH (mio.gov.ba) and Fond za penzijsko i invalidsko osiguranje RS (PIO Fond RS) in Republika Srpska. Contributions are mandatory for all employed and self-employed persons. In FBiH: employee 17% + employer 2.5% pension and disability contribution (total 19.5%). In Republika Srpska: employee 18.5% pension and disability contribution, with no separate employer pension share. The retirement age was harmonised at 65 for both men and women as of 2026. State pension amounts are modest (average KM 450–550/month) but the very low cost of living makes them more liveable than Western equivalents suggest. BiH has bilateral totalization agreements with most major expat source countries. For expats, the key questions are: Will I receive a BiH pension if I leave? Can I get a refund? How do bilateral agreements affect my entitlement?
State Pension
Mandatory pension insurance (penzijsko-invalidsko osiguranje) covers all employed and self-employed persons. In the Federation of BiH (FBiH): employee pays 17% of gross salary as pension and disability insurance contribution; employer pays an additional 2.5% of gross salary as their pension and disability share (total FBiH combined pension contribution: 19.5%). In Republika Srpska (RS): the full pension contribution of 18.5% of gross salary is borne entirely by the employee — there is no separate employer pension share in RS. Contributions are paid to the Porezna uprava (Tax Administration), which distributes funds to the relevant pension fund. Contributions build up qualifying years (staž osiguranja). At retirement, pension is calculated based on qualifying contribution years and earnings history. The FBiH and RS systems are separate — contributions paid in one entity count only toward that entity's pension unless cross-entity rules apply.
65 years for both men and women (harmonised as of 2026 in both FBiH and RS). Early retirement possible at 60 with at least 40 qualifying contribution years in FBiH — subject to a reduced pension amount. Disability pension (invalidska penzija) available at any age with sufficient contributions and medically certified work incapacity.
Minimum 15 qualifying contribution years to receive any pension entitlement. Full pension requires 40 qualifying years. A minimum pension floor applies — the minimum pension in BiH is approximately KM 350–450/month. Most expats who spend fewer than 5–10 years in BiH will have limited entitlement unless a bilateral totalization agreement credits their years from another country.
Request a pension account extract (izvod iz matične evidencije / potvrda o penzijskom stažu) from FZPiO (mio.gov.ba) or PIO Fond RS (fondpiors.rs.ba). This shows your accumulated contribution years and average earnings. The pension formula applies a calculated coefficient to the qualifying service period. Contact the relevant fund directly for an informal pension estimate — no standardised online pension calculator exists.
BiH pensions can be paid to a foreign bank account via SWIFT transfer. Annual proof of life (potvrda o životu/životna potvrda) is required — confirmed by a local authority, notary or diplomatic mission in your country of residence. Pension income received abroad may be subject to local taxation in your country of residence — check the applicable double taxation treaty between BiH and your residence country.
Pension Contribution Refund on Leaving Bosnia and Herzegovina
Expats from countries without a bilateral social security totalization agreement with BiH who have permanently left BiH and have not yet reached retirement age. Must have a waiting period after departure before applying.
Citizens of countries with active bilateral totalization agreements with BiH (Germany, Austria, Switzerland, France, Italy, Netherlands, Belgium, Luxembourg, UK, USA, Canada, Sweden, Denmark, Norway, Finland, former Yugoslav republics and others) — their contributions are portable and count toward pension rights in the country of final retirement. Persons who plan to return to BiH or still have active residence should not apply for a refund.
A waiting period applies after the end of contributions before a refund can be claimed. Contact FZPiO or PIO Fond RS for current requirements — the waiting period and procedural rules are subject to change. Start the inquiry process 3–6 months before you plan to leave.
If eligible: the employee portion of contributions you personally paid. Employer contributions are generally not refunded. The refund amount is based on your total employee-side contributions during BiH employment. Tax may be withheld at source depending on the applicable tax treaty.
Submit a written application to FZPiO (Federalni zavod za penzijsko i invalidsko osiguranje, mio.gov.ba) for FBiH contributions, or to PIO Fond RS (fondpiors.rs.ba) for RS contributions. Required: proof of identity, documentation of contributions, proof of departure and foreign residence, and foreign bank account details for transfer. Processing time: 3–6 months.
Do not assume a refund is automatic — it requires a formal application and is not available to citizens of agreement countries. Consider the long-term value of a small future pension vs. an immediate refund. If you have any realistic prospect of returning to BiH or retiring under a totalization agreement, a refund waives future pension rights for the refunded period.
International Totalization Agreements
BiH has bilateral social security totalization agreements with: Germany, Austria, Switzerland, France, Italy, Netherlands, Belgium, Luxembourg, UK, USA, Canada, Sweden, Denmark, Norway, Finland, and all former Yugoslav republics (Croatia, Serbia, Slovenia, Montenegro, North Macedonia). Under these agreements, qualifying contribution years from both countries are combined when assessing minimum pension thresholds. An American working in BiH does not pay US Social Security contributions on BiH employment income (and vice versa). The relevant fund (FZPiO or PIO Fond RS) publishes the full agreement list — verify your country's agreement status before making any decisions about refunds.
Private Pension Vehicles

Early Retirement Options
Early retirement (prijevremena penzija) in FBiH is available at age 60 with a minimum of 40 qualifying contribution years — subject to a pension reduction of 0.2–0.5% per month taken before the standard retirement age of 65. Full early retirement at 40 years: pension reduced by up to 24%. Disability pension (invalidska penzija) is available at any age if medically certified work incapacity is established — no age threshold applies. RS has similar provisions (early retirement at 60 with 40 qualifying years for men; RS women with 35 years of service may retire at 58 if not yet 65). There is no phased or partial early retirement system in BiH comparable to some Western European models.
Pension Gap Warning
The BiH state pension replaces only a modest fraction of pre-retirement earnings. Average pension of KM 450–550/month is well below the average working salary of KM 1,000–2,000+/month — a replacement rate of approximately 40–55%. For expats with short contribution periods in BiH (under 15 years), state pension entitlement may be minimal or zero. A three-pillar approach is recommended: state pension (where entitled) + voluntary supplementary savings + property or foreign investment assets. For those under 45, private savings and foreign pension vehicles are the most important component of retirement planning in BiH.
