Steps to register:
- 1 Confirm whether your activity is local work, foreign remote work, consultancy, trading, or a regulated profession.
- 2 Enter on the correct visa route: tourist for tourism only, ordinary E visa for long-stay/work planning.
- 3 If working locally, arrange EB extension and work permit through employer, FWCMS self-employed route, or registered company.
- 4 Register a business if invoicing locally or hiring staff; obtain tax patent and GDT registration where required.
- 5 Track VAT and tax obligations from first invoice, not when cash flow becomes large.
- 6 Use written contracts, numbered invoices, and bank/KHQR receipts.
Tax registration
Businesses register with the Ministry of Commerce and General Department of Taxation, obtain patent tax registration, and file monthly/annual returns depending on taxpayer category.
VAT threshold
USD 62,500 annual taxable supplies (approximately KHR 250,000,000 in 2026) triggers mandatory VAT registration with GDT. Standard VAT rate: 10%. Below the threshold, the flat tax (patent tax) regime applies. Self-assessment taxpayers and medium/large taxpayers must register for VAT regardless of turnover.
Invoicing
Registered businesses should issue compliant invoices with taxpayer identification, invoice number, date, description, VAT treatment, and currency. Keep Khmer/English support where needed.
Social security
Employers must register eligible workers with NSSF. Foreign employees in formal employment are included in work permit and NSSF compliance.
