Permanent Residency
Name
Long-stay visa extensions โ Cambodia has no standard permanent residency programme
Eligibility
Cambodia does not offer a conventional permanent residence permit to most foreign nationals. The practical long-term stay mechanism for the vast majority of expats is the Ordinary (E-class) Business Visa with annual extensions, renewed indefinitely as long as the holder meets the extension requirements. E-class extensions: EB (business activity), ER (retirement โ typically 55+), ES (student), EG (freelancer/remote worker โ limited formal pathway). Work permit holders with employer sponsorship can maintain long-term residency through consecutive annual extensions. A small number of foreigners obtain special residence through government-approved investment schemes or specific legal arrangements, but these are not standard pathways available to ordinary expats.
Duration
E-class visa extensions are issued for 1 month (USD 45), 3 months (USD 70โ100), 6 months (USD 155), or 12 months (USD 300โ380) depending on the category and the extending agent or Ministry of Interior. Extensions are renewable indefinitely with no theoretical limit, provided the applicant continues to meet requirements and pays fees. In practice, long-term expats renew annually without issue for many years. There is no formal "permanent" status โ you remain on visa extensions.
Requirements
- โValid passport with at least 6 months remaining validity at time of extension
- โValid Ordinary (E-class) visa as the base โ enter Cambodia on tourist visa (T) and convert to E-class in-country
- โCorrect extension category (EB for business/employment, ER for retirement, ES for student, EG for freelancer)
- โFor EB: employment letter or business registration showing legitimate activity
- โFor ER: proof of age (55+) and financial capacity (bank statement)
- โLocal address/lease agreement
- โPassport photos
- โExtension fee (varies by duration and category)
- โWork permit if employed locally (separate application through Ministry of Labour)
- โFPCS (Foreigner Present in Cambodia System) registration in some circumstances โ particularly for those staying long-term outside hotels
Long-term visa extensions provide stability for daily life but not the same legal protection as permanent residence in countries like Germany or Canada. Annual 12-month E-class extensions cost approximately USD 285 in 2026 (verify current rate). There is no formal right of appeal if an extension is refused, and Cambodia can change visa rules at short notice. Using a licensed immigration agent (widely available in Phnom Penh) is strongly recommended โ they handle the Ministry of Interior process and track current requirements. Always apply for extensions before the current one expires โ overstay fees are USD 10/day and can complicate future applications. The ER (Retirement) extension category is available for those aged 55 and above who can demonstrate financial self-sufficiency.

Citizenship
Name
Cambodian naturalisation (Khmer citizenship)
Eligibility
Naturalisation is theoretically available under Cambodian Nationality Law (1996, amended) to foreigners who have resided lawfully in Cambodia for a minimum of 7 years. However, in practice naturalisation is extremely rarely granted to non-ethnic Khmers. The process is discretionary โ it ultimately requires a Royal Decree countersigned by the King โ and there is no guaranteed pathway even if all formal criteria are met. The law requires: 7+ years continuous lawful residence, Khmer language proficiency, knowledge of Cambodian culture, financial self-sufficiency, good character and no serious criminal record, and government approval at multiple levels.
Duration
No fixed statutory timeline. Applications can take several years to process with no guarantee of success. Given the discretionary nature and rarity of grants to non-Khmers, most immigration lawyers advise against planning an ordinary expat relocation around eventual naturalisation.
Requirements
- โMinimum 7 years continuous lawful residence in Cambodia
- โProficiency in Khmer language (spoken and written โ significant investment; Khmer script alone takes 3โ6 months to learn)
- โKnowledge of Cambodian history, culture, and constitutional principles
- โFinancial self-sufficiency โ no dependence on public funds
- โGood character: clean criminal record in Cambodia and home country
- โPolice clearance certificate from all countries of prior residence
- โHealth certificate
- โRenunciation of original citizenship may be required by Cambodia (though in practice dual nationality is common โ see notes)
- โRecommendation from local authorities
- โMinistry of Interior review
- โCouncil of Ministers approval
- โRoyal Decree from the King
Do not plan an ordinary expat move to Cambodia around the expectation of citizenship. The path exists in law but is exceptional in practice for non-Khmers. Cambodians who emigrated and obtained foreign citizenship as refugees, and their descendants, have a somewhat clearer repatriation pathway. Ethnic Chinese Cambodians represent a significant historical and current business community; their citizenship position involves historical complexity. For most Western expats: accept that Cambodia is a long-term visa-extension country, not a naturalisation destination.
Other Routes to Residency & Citizenship
Cambodia My 2nd Home (CM2H) โ Long-Stay Real Estate Programme
Eligibility
The Cambodia My 2nd Home (CM2H) programme offers a 10-year renewable long-stay visa to foreign nationals who invest a minimum of USD 50,000 in an approved Cambodian real estate development (e.g. approved condominium projects). CM2H holders gain a pathway to Khmer citizenship after 5 years of CM2H visa approval.
Duration / Outcome
10 years, renewable; citizenship pathway available after 5 years
Requirements
- โMinimum USD 50,000 investment in an approved Cambodian real estate development
- โHealth insurance coverage
- โClean criminal record
- โApplication to the Ministry of Interior via approved programme channels
CM2H provides long-term residence stability for property investors in Cambodia and uniquely offers a citizenship pathway after 5 years (compared with the standard 7-year naturalisation requirement). Verify the current approved developments and programme terms with the Ministry of Interior or a licensed Cambodian immigration lawyer before committing funds.
Citizenship by marriage to a Cambodian national
Eligibility
Foreign spouses of Cambodian citizens may apply for naturalisaton after a reduced residency period under Cambodian Nationality Law. The specific requirements and the practical interpretation of the law for mixed-nationality couples depend on individual circumstances and current Ministry of Interior practice.
Duration / Outcome
Several years residency required; discretionary; no fixed guarantee
Requirements
- โValid marriage to a Cambodian citizen (registered under Cambodian law)
- โContinuous lawful residence in Cambodia
- โProof of genuine marriage (not a marriage of convenience)
- โKhmer language ability
- โGood character and financial self-sufficiency
- โMinistry of Interior and Council of Ministers approval
- โRoyal Decree
Mixed-nationality marriages in Cambodia involve complex legal, cultural, and practical dimensions. Registration of the marriage in Cambodia at the Ministry of Interior is recommended but not mandatory for recognition purposes. Consult a Cambodian family lawyer for advice specific to your situation. Note that the Cambodian spouse may retain full rights; the foreign spouse's naturalisation is a separate discretionary process.
๐ Dual Citizenship
โ
Dual citizenship is allowed โ Cambodia's Nationality Law does not formally prohibit dual citizenship and Cambodia generally does not require the renunciation of original citizenship upon naturalisation in practice. However, your home country may have different rules โ some countries (Germany, Netherlands, Japan, China) do not permit dual citizenship and may automatically revoke your original nationality if you naturalise in Cambodia. Check your home country's nationality law carefully with an immigration lawyer before initiating any Cambodian naturalisation process. For practical long-term residents who are not pursuing naturalisation: dual citizenship is not relevant โ you remain on your home country passport with Cambodian visa extensions.
