Cambodia is popular with budget-conscious retirees, especially in Phnom Penh, Siem Reap, Kampot, and Kep. The lifestyle can be affordable, but healthcare, insurance, visa renewals, and pension portability must be planned carefully. Cambodia’s formal pension system through NSSF (National Social Security Fund) is relatively new — the pension scheme became operational for contributing workers in 2023. Most foreign retirees rely primarily on home-country pensions and private savings.
State Pension
Cambodia’s NSSF pension scheme covers formal sector employees. For the pension branch: employee contributes 2% + employer contributes 2% = 4% total of contributory wage (Phase 1 rate for the first five years; rate increases to 8% thereafter). Retirement benefit: monthly pension from age 60 with at least 12 months of contributions. The scheme is still early in implementation. Most foreign workers and retirees do not build a meaningful Cambodian state pension and rely on overseas pensions, savings, or investments.
NSSF pension retirement age: 60 years. For foreign retirees living in Cambodia, home-country pension ages continue to apply to foreign pensions received in Cambodia.
NSSF pension: minimum 12 months of contributions to qualify for any monthly benefit. Benefit is proportional to contribution history. For expats with short Cambodian formal employment, entitlements will be modest. NSSF, private insurance, and home-country pension credits are not interchangeable; they address different needs.
Check NSSF contribution records via the NSSF member portal or ask your employer. Model your retirement income primarily from home-country pensions plus private savings; Cambodian NSSF benefit is likely a minor supplement for most expats.
NSSF pension payment mechanisms for overseas recipients are still being developed given the scheme’s newness. Do not rely on Cambodia as your pension-paying country unless you have written NSSF guidance on the international payment process. Home-country pensions can often be paid to Cambodian or foreign bank accounts; verify withholding, proof-of-life requirements, and bank compatibility in advance.
Pension Contribution Refund on Leaving Cambodia
Formal workers with NSSF pension contributions may have entitlements depending on contribution history and the current NSSF rules. The scheme is relatively new and procedures for leaving contributors are still being clarified.
Tourists, informal workers, self-funded retirees, and unregistered workers do not accrue NSSF pension benefits.
