Social Security in Kenya
Benefits, contributions, and how the system works for expats.
Kenya's social security system comprises the National Social Security Fund (NSSF) for pensions and retirement savings, and the Social Health Authority (SHA, formerly NHIF) for health insurance. Both are mandatory contributions for all formal sector employees. The systems are undergoing reform — NSSF contributions were significantly increased under the NSSF Act 2013 (effective from 2024 after legal challenges), and SHA replaced NHIF in October 2023 with broader universal coverage ambitions. Most expats also maintain private pension and health plans from their home countries or international providers.

Employer registers new employees with NSSF within 30 days of hiring. Employee receives NSSF membership card with a unique member number. Can also self-register at NSSF offices (nssf.or.ke) or online. SHA registration is separate but also done by employer or individually.

NSSF Pension (Retirement Benefit)
Malipo ya Uzeeni (NSSF)
Monthly pension or lump sum payment at retirement age based on accumulated contributions. Contributions earn a return set annually by NSSF Board (historically 3–7%).
Formal sector employees contributing to NSSF. Retirement age: 60 (voluntary), 65 (mandatory). Minimum 10 years of contributions recommended for meaningful benefit.
Apply at NSSF offices at age 60–65 with NSSF card, ID/passport, bank details, and proof of contribution history. Processing: 2–6 months typically.
SHA Health Coverage
Afya ya SHA
Hospital inpatient and outpatient care at SHA-accredited public and private facilities. Includes emergency care, maternity, chronic disease management, and some specialist services.
All SHA contributors (formal sector through payroll; informal sector through direct registration). Dependants (spouse and children under 18, or up to 25 if in full-time education) covered.
Employer enrols formal sector employees automatically. SHA card issued. Register dependants at SHA offices with birth certificates and marriage certificate.
NSSF Invalidity Benefit
Malipo ya Ulemavu
Lump sum or monthly benefit for permanent disability preventing work. Separate from employer WIBA (Work Injury Benefits) insurance.
NSSF members with medical certification of permanent disability. Must have contributed for a minimum period.
Apply at NSSF offices with medical certificates from a registered specialist confirming permanent disability, plus NSSF card and ID.
NSSF Survivor Benefit
Malipo ya Warithi
Accumulated NSSF balance and any applicable survivor benefit paid to registered beneficiaries upon member's death.
Registered beneficiaries of NSSF member. Beneficiaries must be formally registered with NSSF.
Beneficiaries apply at NSSF offices with death certificate, NSSF card, proof of relationship (marriage/birth certificate), and ID.
Work Injury Benefits Act (WIBA)
Malipo ya Ajali Kazini
Mandatory employer-funded insurance covering work-related injuries and occupational diseases. Provides medical expenses, disability compensation, and death benefits to dependants.
All employees in Kenya — employer must hold valid WIBA insurance (mandatory). Coverage begins from first day of employment.
Report injury to employer immediately. Employer initiates claim with WIBA insurer and DOSHS. Medical care arranged through insurer.
Contribution Overview
Mandatory employee contributions: SHA 2.75% of gross salary, NSSF (Tier I: KES 480/month on first KES 8,000 + Tier II: 6% on earnings KES 8,000–72,000; max contribution KES 4,320/month employee + employer match, effective February 2025), Housing Levy 1.5% of gross. Employer contributions: SHA 2.75% + NSSF match + Housing Levy 1.5% + WIBA insurance premium. All contributions collected through payroll and remitted to respective agencies by the 9th of the following month.
International Social Security Agreements
Kenya has limited formal totalization agreements for social security. The EAC Common Market Protocol provides some portability for workers moving between EAC states. Check with NSSF and your home country's social security authority regarding portability of contributions. Most bilateral social security agreements are bilateral investment treaties — not comprehensive totalization agreements.
The NSSF reforms under the NSSF Act 2013 (effective 2024 after court challenge) significantly increased contribution rates from the previous flat KES 200/month. Verify the current rates with your employer's HR department as the legal landscape evolved rapidly in 2023–2024. The SHA (Social Health Authority) Act 2023 restructures health coverage — transition from NHIF was ongoing as of 2026 with some teething challenges at facilities.
