Luxembourg's trilingual reality is unique in Europe: three official languages (Luxembourgish, French, German) plus English as a de facto fourth language in the international professional community. This creates both opportunity and challenge for expats. French is dominant in written professional communication and everyday business. German is required for many administrative forms and official contexts. Luxembourgish is the emotional language of the country — the language of the pub, the neighbourhood, and national identity. English is the working language of finance, EU institutions, and tech. The key insight for integration: you can survive in Luxembourg with only French or only English — but to truly integrate, some Luxembourgish is transformative, and French is essential for professional life outside international bubbles.
Parcours d'intégration — cours de langue et d'intégration civique
Non-EU residents with a valid titre de séjour. Also accessible to EU citizens. Particularly for those planning to remain long-term and eventually apply for citizenship.
Free for qualifying non-EU residents (state-funded through OLAI). EU citizens may pay reduced fees.
200 hours of language instruction + civic integration module (approximately 8–12 months for the full programme)
Certificate of completion recognising participation in the integration programme. Language: approximately A2–B1 level in French or Luxembourgish. The civic knowledge component covers Luxembourg history, institutions, rights, and responsibilities.
Register at OLAI (Office Luxembourgeois de l'Accueil et de l'Intégration — olai.public.lu). Classes are held at various locations across Luxembourg. The programme is popular and places fill up — register as soon as you have your titre de séjour.
IFEN adult language courses (Cours pour adultes)
IFEN (Institut de Formation de l'Éducation Nationale) offers evening language courses in Luxembourgish, French, and German for working adults. The courses are practical, covering everyday communication needs for life in Luxembourg, and are particularly valuable for working professionals who cannot attend full-day courses.
Open to all adult residents of Luxembourg. Priority for those without prior education in the offered languages.
Subsidised or free for qualifying residents; nominal fee for employed persons (€50–200 per module approximately). Employer may cover costs — ask HR.
Registration at ifen.public.lu at the start of each academic year (September enrolment). Courses are oversubscribed — register early.
Language Levels — What Each Means
Basic everyday phrases, greetings, ordering food, basic directions. Sufficient for tourism and minimal social interaction.
Required for: Getting by in very basic daily interactions. Not sufficient for work or official administration.
Can handle most everyday situations, describe experiences, explain problems. Can communicate with service providers, neighbours, and in informal professional contexts.
Required for: Required for Luxembourg citizenship (Luxembourgish at B1). Minimum useful level for working in French-speaking environments in Luxembourg.
Can understand and participate in everyday Luxembourgish conversations. Can watch RTL Luxembourg TV and understand the gist. Oral comprehension and expression at this level.
Required for: Luxembourg citizenship Sproochentest. Greatly improves social integration.
Can handle most professional situations in French. Comfortable in meetings, written correspondence, and complex social interactions.
Required for: Most Luxembourg professional environments using French. Required for some professional body registrations (lawyers, engineers). Very useful on Luxembourg CVs.
Advanced. Can produce complex professional texts, engage in nuanced discussions and understand all registers of language.
Required for: Senior roles in French-speaking sectors, some regulated professions and advanced academic positions.
Mastery. Near-native command of French or German in all four skills.
Required for: Translation, interpretation, academic publishing and top-level professional roles.

Funding Your Language Courses
Government funding for language learning in Luxembourg is generous. OLAI provides free integration courses (including language) for eligible non-EU residents. IFEN provides subsidised evening courses. Many Luxembourg employers (especially larger companies and EU institutions) offer language training as an employment benefit — ask HR about available language learning budgets. Individual Training Leave (congé individuel de formation): Luxembourg employees are entitled to up to 80 hours per year of paid educational leave, which can be used for language courses. Deductible from taxes: education expenses including language courses can be claimed as professional development deductions (frais d'obtention) in the annual tax declaration.

Start with French — it is the most practically useful language in Luxembourg for everyday life, work, and administration. Even A2–B1 French transforms your daily experience.

Luxembourgish is the emotional heart of the country. Even "moien" (hello), "merci" (thank you), and "wéi geet's?" (how are you?) are deeply appreciated by locals and will get you further than many people expect.

The Portuguese community is huge — learning a few phrases of Portuguese is surprisingly useful in construction, hospitality, and some service sectors.

Attend the free OLAI integration sessions even if you do not need them for citizenship — the civic knowledge component is genuinely helpful for understanding how Luxembourg works.
