🏛️ Social Contributions
Mandatory pension contribution managed by CNAP (Caisse Nationale d'Assurance Pension). Combined employee + employer = 17% of salary (2026). Luxembourg's state pension is very generous by EU standards. Contributions count towards pension rights in all EU countries under EU coordination rules.
Mandatory health insurance contribution to the Caisse Nationale de Santé (CNS). Covers approximately 80% of medical costs. Employers and employees contribute equally. The 3.05% rate makes Luxembourg health insurance contributions among the lower in Europe.
Mandatory long-term care insurance (assurance dépendance) for home care, nursing home costs, etc. 1.4% employee contribution only — no employer match. Covers long-term care costs when needed.
Work accident insurance managed by the Association d'Assurance Accident (AAA). Entirely employer-paid. Covers workplace accidents and occupational diseases.
Employer-funded contribution covering the cost of sick pay during employee illness. Rate varies by sector — employers of white-collar workers pay to the Mutualité des Employeurs to cover sick pay obligations.
Total approximate social contribution burden. Luxembourg's social contributions are moderate compared to France and Belgium — one reason Luxembourg attracts cross-border workers and businesses.
🛒 VAT Rates
Luxembourg has the EU's lowest standard VAT rate at 17% and a multi-tier system: 3% super-reduced for food, medicines, books, and social housing; 8% reduced for certain services; 14% intermediate rate for financial services and wine; 17% standard for everything else. This makes Luxembourg significantly cheaper for VAT-inclusive purchases than France (20%), Germany (19%), or Belgium (21%). Cross-border shoppers from surrounding countries come to Luxembourg specifically for fuel, alcohol, and tobacco. VAT registration threshold: €30,000 annual turnover.

🌍 Special Expat Tax Rules
Luxembourg has a specific tax benefit for newly arrived qualified workers: the impatriate régime (régime fiscal spécial pour impatriés). Under this regime, qualifying highly qualified employees recruited from abroad can deduct certain expatriate expenses from taxable income (relocation costs, school fees, cost-of-living allowances, travel home) — these can be tax-free up to 50% of gross salary or €50,000/year. Conditions: recruited from abroad (not resident in Luxembourg for the 5 preceding years), employed by a Luxembourg company or Luxembourg PE, annual gross salary minimum approximately €75,000 (2026). Duration: 8 years maximum. Must be applied for within 6 months of starting employment — ask your HR team. Also notable: Luxembourg's tax class 2 income-splitting (quotient conjugal) is extremely favourable for one-income married couples, significantly reducing the marginal rate on the breadwinner's income.

Luxembourg has an extensive network of over 85 double taxation treaties (conventions fiscales) covering income, capital gains, and inheritance. Particularly important: France, Belgium, Germany (all have specific provisions for frontaliers — cross-border workers), Netherlands, UK, USA, China, and most EU countries. Luxembourg is a signatory to the OECD Model Tax Convention and BEPS framework. As a major financial centre, Luxembourg has specific treaty provisions for investment fund income, cross-border dividends, and holding company income. Treaty benefits are claimed via the annual tax declaration.
