Nepal has a profession-specific recognition framework where each regulated sector has its own statutory council or authority. There is no single central recognition body for all qualifications. The main bodies are the Nepal Medical Council (NMC) for doctors, Nepal Nursing Council (NNC) for nurses, Nepal Engineering Council (NEC) for engineers, and the Nepal Bar Council for lawyers. Academic degree equivalency for most non-professional fields is handled by the University Grants Commission (UGC) through Tribhuvan University. Nepal is NOT a member of the 1961 Hague Apostille Convention — all foreign documents must go through full consular legalisation rather than apostille. English is widely accepted in professional contexts; Nepali-language certified translations are required for court and some government filings.
Regulated Professions
Process: Step 1: Confirm whether your profession is regulated in Nepal and which council or authority governs it. Step 2: Gather — certified original degree and all academic transcripts, good-standing / licence-in-good-standing certificate from your home-country regulator (issued within the last 3 months for health professionals), curriculum vitae, passport copies, valid Nepali work visa or permit documentation, and employer recommendation letter. Step 3: For NMC, submit documents to nmc.org.np; temporary registration applications are made directly to the council and require a good-standing certificate under Regulation 21(f). For NEC, the employer must provide a recommendation letter; an examination is mandatory under the 2022 NEC Act amendment. Step 4: Arrange Nepali translations for documents not in English, with certified translator attestation. Step 5: Pay applicable fees and attend any required examination.

Timeline: NMC temporary registration: typically 4–8 weeks once all documents are verified. NMC permanent registration for foreign graduates: 3–6 months, including examination where required. NNC registration: 4–8 weeks for complete files. NEC registration for foreign engineers: 3–6 months including mandatory examination cycle under the 2022 Act. Nepal Pharmacy Council: 4–8 weeks. Tribhuvan University equivalency assessment: varies, allow 2–3 months. Add 3–6 weeks for translation and legalisation of foreign documents.
Cost: NMC temporary registration: USD 60 per month. NEC registration: NPR 5,000 registration fee plus NPR 200 ID card charge (NPR 5,200 total), payable after passing the examination. Nepal Pharmacy Council: check current schedule. Certified Nepali translations: NPR 500–3,000 per document depending on complexity. Consular legalisation (full chain, not apostille): home-country authority fee plus Nepali embassy fee. Budget NPR 20,000–150,000+ for a full documentation package across multiple documents and legalisation steps.
Academic Degrees
Authority: For most academic degrees: Tribhuvan University (tu.edu.np) and the University Grants Commission of Nepal (ugcnepal.edu.np). For medical and health-science degrees: Nepal Medical Council (nmc.org.np). For engineering degrees: Nepal Engineering Council (nec.gov.np) in conjunction with employer assessment. Each institution / council conducts its own equivalency review rather than there being a single national portal.
Process: Apply to the relevant university or council with certified copies of all degree certificates, all mark-sheets and transcripts, detailed course syllabus or module descriptions, and legalised translations where documents are not in English or Nepali. Tribhuvan University's equivalency process for engineering and related technical subjects is conducted by the Institute of Engineering (ioe.edu.np). Allow at least 2–3 months from submission of a complete file. For roles in private sector or NGOs, the employer typically accepts certified documents directly without a formal government equivalency certificate; confirm the employer's specific requirements.
Equivalency service: Tribhuvan University (tu.edu.np) and its constituent institutes (Institute of Engineering — ioe.edu.np; Institute of Medicine) for most technical and science fields. University Grants Commission Nepal (ugcnepal.edu.np) for higher-education policy guidance. No single all-in-one national equivalency portal equivalent to the European ENIC-NARIC network currently exists in Nepal.
Document Rules
Apostille: Nepal is NOT a member of the 1961 Hague Apostille Convention. Apostilles issued by other countries are not recognised by Nepali authorities as sufficient authentication. All foreign documents must go through the full consular legalisation chain before use in Nepal.
Legalisation: Full consular legalisation is required for all foreign documents presented to Nepali authorities. The standard chain is: (1) notarisation by a notary public in the country of origin; (2) authentication by the relevant state or national authority in the country of origin (e.g. Secretary of State or equivalent foreign affairs ministry); (3) legalisation / attestation by the Nepali embassy or consulate in that country. Some countries have a bilateral simplification — confirm the current requirement for your country with the Nepali embassy before commissioning legalisation.
Sworn translation: English is widely accepted in professional and NGO/development sector contexts in Nepal, and NMC and NEC both accept English-language documents. For court proceedings, immigration applications, and some government filings, certified Nepali translations are required. Use a certified translator recognised by the Ministry of Foreign Affairs or the relevant authority. Translation accuracy is checked during review — poor quality translations cause delays.

Nepal does not accept apostilles — this is frequently misunderstood. Start the consular legalisation chain as early as possible before your planned arrival date. NMC temporary registration at USD 60 per month is a practical route for short-term medical missions, teaching, research, or humanitarian work and is faster than the full permanent registration pathway. The 2022 amendment to the Nepal Engineering Council Act made examination mandatory for all engineer registrations, including foreign Category C applicants — factor this into your timeline. Law practice is restricted to Nepali citizens; foreign lawyers supporting international organisations or NGOs typically work in advisory roles under their home country credentials rather than obtaining Nepali Bar Council admission. Trekking and mountain guiding requires licensing through the Nepal Tourism Board and a licensed agency — individual freelance guiding without agency affiliation is not legally permitted. Name inconsistencies across your passport, degree certificate, and marriage certificate are a common cause of rejection; resolve these through an affidavit or court-certified correction before applying.
