Restricted Breeds

Perro Potencialmente Peligroso (PPP) under Ley 50/1999: Pit Bull Terrier, Staffordshire Bull Terrier, American Staffordshire Terrier, Rottweiler, Dogo Argentino, Fila Brasileiro, Tosa Inu, Akita Inu, and dogs meeting morphological criteria (chest >60cm, aggressive musculature). Ley 7/2023 (Ley de Bienestar Animal) transformed the classification toward individual-dog assessment, but municipal licence rules (Licencia PPP) remain: mandatory insurance €175,000 civil liability, muzzle and leash in public, no felony record.

🐕 Dog Tax / Registration

No nationwide dog tax. But annual pet ownership fees apply in some municipalities — Barcelona Ayuntamiento charges a €34.75 annual fee. Mandatory third-party liability insurance for ALL dogs from 29 September 2023 under Ley 7/2023 (Ley de Protección, Derechos y Bienestar de los Animales) — minimum coverage €120,000 civil liability, €40–70/year typical premium.

Find a local veterinario — Colegio Oficial de Veterinarios has a directory. Register your pet in the municipal animal registry + microchip register of your Comunidad Autónoma (RIACAM, AIAC, etc.). Annual check-up + booster vaccines: €60–120. Rabies is still mandatory annually (or every 3 years depending on vaccine used).

📋 Relocation Process

1. Microchip pet with ISO 11784/11785 chip. 2. Vaccinate against rabies AFTER microchip (important — order matters for EU). 3. Wait 21 days minimum before travel. 4. EU origin: get EU Pet Passport from any vet. 5. Non-EU origin: obtain EU Animal Health Certificate (issued within 10 days of travel, endorsed by your country’s official veterinary authority). 6. High-rabies countries: rabies antibody titer test required from an EU-approved lab (e.g. Kansas State University). 7. On arrival in Spain: no quarantine. Register at the Registro Animales de Compañía (municipal pet registry, mandatory in most Comunidades — Madrid RIACAM, Catalonia ANICOM) within 1–3 months.

Ley 7/2023 is a major pet welfare reform: bans leaving dogs alone >24h; requires mandatory training course before first dog ownership (rolling out 2024–2026); bans fireworks near animal shelters. Restaurant and terrace access for dogs has dramatically improved — many bars welcome perros, look for "Pet Friendly" signs. Public transport: small dogs in carriers on trains/metros; larger dogs with muzzle and leash. Fines for not picking up dog waste: €75–750 depending on municipality.
