Steps to register:
- 1 Confirm whether your activity is allowed under your visa or residence permit โ tourist and business visas do not permit local self-employment
- 2 Register a business name or private limited company with BRELA (Business Registrations and Licensing Agency) โ brela.go.tz. Foreign nationals typically must use a private limited company
- 3 Obtain a TIN (Taxpayer Identification Number) from TRA (Tanzania Revenue Authority) โ registration is free and done online or at a local TRA office
- 4 Obtain a local business licence from the relevant municipal or local authority in your area of operation
- 5 Register for VAT with TRA if annual turnover exceeds TZS 200,000,000 โ register before reaching the threshold if B2B billing is planned
- 6 Open a business bank account (CRDB, NMB, Stanbic, Standard Chartered, Equity Bank Tanzania) โ bring BRELA certificate, TIN, and company documents
- 7 Set up invoicing: include your company name, TIN, invoice number, date, service description, amount in TZS, VAT breakdown (if VAT-registered), and withholding tax treatment where applicable
- 8 Confirm whether a work permit or residence permit is needed โ self-employment requires an Immigration-approved permit category
Tax registration
Register with TRA at tra.go.tz for your TIN and relevant taxes (Corporate Income Tax 30%, or PAYE for employees). Corporate income tax returns are due within 6 months of financial year-end. Annual tax returns filed via TRA's TaxOnline portal. Freelancers with Tanzania-source activity must not rely on tourist or business visas as a substitute for work authorisation.
VAT threshold
TZS 200,000,000 annual taxable turnover (2026). Standard VAT rate: 18%. Below this threshold, simplified presumptive tax may apply. Above the threshold, mandatory VAT registration and monthly VAT returns via TRA TaxOnline. Some services are VAT-exempt or zero-rated โ verify your activity category with TRA or a local accountant.
Invoicing
Invoices must include: business name and address, TIN, client name, sequential invoice number, invoice date, description of goods or services, amounts in TZS (or foreign currency with TZS equivalent), VAT rate and amount if VAT-registered, and withholding tax treatment. Electronic fiscal device (EFD) requirements apply to VAT-registered businesses for retail transactions. Keep all records for a minimum of 5 years for TRA audit purposes.
Social security
Employers must register all employees with NSSF (National Social Security Fund) and remit contributions monthly. Employee contribution: 10% of gross salary. Employer contribution: 10% of gross salary. Total: 20% of gross โ split equally. Self-employed persons may register with NSSF for voluntary contributions. Zanzibar has its own social security fund (ZSSF) for Zanzibar-based employees.
๐ก Zanzibar has its own business and tax administration layers for certain activities โ a Zanzibar Business Licence is required separately for Zanzibar-based operations. Heavily regulated sectors include tourism, mining, telecoms, education, health, logistics, and financial services โ sector-specific licences are required.
