Consumer protection in Tanzania is overseen by the Fair Competition Commission (FCC — fcc.go.tz), established under the Fair Competition Act No. 8 of 2003 (as amended in 2024). The FCC handles complaints about unfair trade practices, misleading advertising, and consumer harm. Sector regulators: TCRA (Tanzania Communications Regulatory Authority — tcra.go.tz) for telecoms and internet; EWURA (Energy and Water Utilities Regulatory Authority — ewura.go.tz) for utilities; Bank of Tanzania (bot.go.tz) for financial services; Tanzania Bureau of Standards (TBS — tbs.go.tz) for product standards and safety. Practical enforcement is improving — the FCC received expanded consumer protection powers in 2024. Keep all receipts, written contracts, and correspondence.
Right of withdrawal (Widerrufsrecht)
Tanzania does not have a universal EU-style 14-day withdrawal right for all online or distance purchases. Returns and refunds depend on the seller's stated policy and defect rights under the Fair Competition Act. For defective goods, the seller must repair, replace, or refund. Major retailers (Game, Shoprite, Nakumatt-successor stores) have their own return policies — verify before purchase. Always inspect goods before leaving the shop, especially electronics and appliances. E-commerce purchases from international platforms (Jumia, Kilimall) have their own platform return policies.
Contract cancellation
Service contracts (telecom, internet, gym, rental) are governed by their written terms. Telecom contracts (Airtel, Vodacom, Tigo, TTCL, Halotel): cancel postpaid plans in writing with 30 days notice. Number portability is regulated by TCRA — contact your new operator to initiate the porting process. Rental agreements: follow the written lease terms; typically 30 days written notice. Always get written cancellation confirmation.
Auto-renewal is common for insurance, gym memberships, and annual service contracts. There is no statutory pre-renewal notification obligation in Tanzania. Diarise all annual contract renewal dates and give written cancellation notice before the renewal date. Request written confirmation of cancellation. Mobile subscription plans and data bundles often auto-renew — monitor account debits carefully.
Debt collection — response deadlines
Informal reminders: Creditors typically contact by phone, SMS, and written letter. Mobile money creditors (M-Pesa, Airtel Money) may restrict services for unpaid debts. Respond promptly to any formal written demand and keep records of all communications.
Court order: Formal debt recovery in Tanzania proceeds through the Resident Magistrate's Court (claims under TSh 100 million) or the High Court (larger amounts). The Small Claims Court handles claims up to TSh 30 million in an expedited process. A court judgment allows enforcement through wage garnishment or bank account attachment.
Response deadline: Respond to formal court documents within the deadline stated (typically 21 days for Resident Magistrate's Court matters). Ignoring court documents results in a default judgment against you. Seek legal advice from a Tanzania-registered advocate for any significant dispute.
