This applies at airports and all land borders, in both directions. Currencies include USD, EUR, RUB, BYN, and equivalents. The declaration protects you — undeclared cash is confiscated without recourse.

Foreign nationals wishing to stay in Belarus beyond the short-stay limit (typically 90 days per year for visa-free nationals, 30 days for e-visa) need a temporary residence permit (разрешение на временное проживание). Grounds include employment, study, family reunification, business, and property ownership. The application requires: legal stay basis, confirmed address, valid insurance, purpose documents, income proof, and translations. Processing can take weeks.

Archive Belarus permits, payslips and tax filings

Documents from your Belarus stay — entry/exit stamps, residence permits, registration cards, payslips, FSZN contribution records, tax returns, employment contracts, and bank statements — are difficult to retrieve from abroad. Belarus government portals have limited remote functionality; sanctions make many electronic services inaccessible from Western countries. These records are needed for: future visa applications to third countries, home-country tax audits, pension entitlement analysis, and background checks for employment abroad.

Review employment contract in Russian

In Belarus, the Russian-language contract text governs all disputes. If an English summary or offer letter differs from the Russian contract body, the Russian version wins in court. Grey salary (часть в конверте) — receiving a small official salary with a larger cash supplement — is widespread in small Belarusian businesses. It saves the employer FSZN contributions but is illegal and harmful to the employee. Your official income record determines: residence permit renewability (income threshold checks), bank loan eligibility, maternity and sick pay, pension accrual, and unemployment benefit.

Complete rental and utility handover

A proper rental handover in Belarus involves: reading all meters (electricity, gas, water) on the final day, paying any outstanding ERIP utility bills, photographing the flat condition, and signing a formal handover act (акт сдачи-приёмки) with the landlord. Without a signed handover act, the landlord can claim post-departure damage and withhold the deposit without legal basis for dispute.

Add medical evacuation cover

Belarus public hospitals provide emergency stabilisation, but complex care — oncology, advanced cardiac, neurology, specialist paediatrics — may not be available at adequate standard or in English. Medical evacuation to Warsaw (500km), Vilnius (200km), or Istanbul for advanced care can cost USD 15,000–50,000 without appropriate coverage. Many standard travel insurers have added Belarus sanctions exclusions since 2022.

Get Russian/English contract review

Every significant contract in Belarus — employment, tenancy, service, purchase — exists in Russian and is controlled by its Russian text. An English translation or summary provided by the other party is not a legal document. Discrepancies between the Russian body text and an English summary have caused expats to unknowingly agree to lower salaries, extended notice periods, deposit forfeiture clauses, and broad non-compete obligations.

Check renovation/noise rules before works

Renovation (ремонт) in Belarusian apartment blocks is regulated: permitted hours for noisy work are typically Monday–Saturday 9:00–19:00 with breaks, and no heavy noise on Sundays. Major structural works require permission from the building management company (ЖЭС). Neighbours in Soviet-era panel buildings are especially sensitive to drilling noise — proactive communication is standard practice.

Audit e-visa eligibility, purpose and payment

Belarus launched an electronic visa system in March 2025. E-visas are available for up to 30 days for eligible nationalities and purposes: tourism, business, cultural, educational, or scientific visits. The application is made via e-pasluga.by. Critical limitation: e-visas do NOT apply to Russia-Belarus route travel. Some foreign-issued cards cannot process the payment on the portal.

Review Belarus-Russia travel route legality

Belarus and Russia form a Union State with no formal passport control between them on overland routes. However, Belarus visa-free access and e-visas are only valid for arrival through approved international air, land, or rail entry points NOT involving Russia. Entering Belarus by train or road from Russia without a standard visa is illegal for most nationalities, even those normally eligible for visa-free access via airport.

Belarusian banks are subject to strict AML/KYC requirements. When receiving large transfers, purchasing property, or opening business accounts, banks will request documented evidence of the legal source of funds: employment contracts, sale agreements, inheritance documents, foreign income tax records, or business contracts. Unexplained transfers, even from legitimate sources, will be flagged and blocked pending documentation.

Preserve bank/SIM access after leaving

Almost all Belarusian bank OTPs and internet banking require your local Belarus SIM number for authentication. When you leave and your SIM deactivates, you lose remote bank access. Additionally, Belarusian banks cannot receive SWIFT from most Western countries, making fund transfer on departure a significant planning challenge. Options: close accounts before leaving, set up a local power of attorney, or maintain a local SIM number in roaming mode.

Due to sanctions, SWIFT transfers to/from Belarusian banks are severely restricted from most Western banking systems. Before relying on any payment route for salary, savings transfers, or rent payments, test it with a small amount. Routes that have worked historically (Turkey, UAE, Russian banks, specific intermediary banks) can be blocked or fail without notice.

Belarusian banks maintain a credit register (кредитный регистр) through the National Bank of Belarus. Foreign nationals arrive with no Belarus credit history and face stringent KYC requirements. Sanctions compliance checks mean banks may refuse lending to nationals of sanctioned countries or those receiving foreign-source income. Mortgages typically require 30–50%+ deposit for foreigners.

Check medicine availability and import rules

Many Western branded medicines are not registered in Belarus, not imported due to sanctions, or only available in Minsk's larger private pharmacies. Controlled substances (strong opioids, benzodiazepines, some ADHD medications like methylphenidate) require a separate import permit from the Belarus Ministry of Health. Research your medication's generic (INN) name — Belarusian generics may be the only available substitute.

Run title and registered-person due diligence

Belarus property titles can hide registered occupants (propiska holders with legal right to stay), privatisation claims from family members, pledge agreements (bank security), and court seizure orders. None of these are disclosed in the standard listing or seller summary — only an official registry extract (выписка из ЕГРНИ) from the National Cadastral Agency will reveal them.

Audit new-build developer and permits

New-build apartments in Belarus are often sold at pre-construction or mid-construction stage. Developer insolvency, permit issues, or municipal disputes can halt a project mid-build. Verify: construction permit validity, developer registration and financial standing, planned completion timeline, and what recourse exists if the developer fails to complete.

Choose IP vs OOO with immigration review

Belarus business structures for foreigners: IP (individual entrepreneur — unlimited liability, simpler filing, but foreigners must have residence permit); OOO (LLC — limited liability, requires charter, minimum capital, and founder documents). Critically: owning or registering a business does not automatically authorise you to work or manage it. A separate work authorisation is usually required for a foreign company director.

Prepare power of attorney for absences

A notarially authenticated power of attorney (нотариальная доверенность) authorises a trusted local person to act on your behalf in Belarus during absences. This is essential for: managing a bank account (especially with OTP challenges), dealing with property, responding to court notices, handling tax filings, and interacting with the MIA. Powers of attorney executed outside Belarus need apostille and Russian translation to be valid in Belarus.

Check NGO/volunteer/public activity risk

Belarus operates strict laws on foreign-funded organisations, public gatherings, political activity, and independent media. The 'foreign agent' designation, anti-extremism law, and laws on unauthorised public events carry criminal penalties including multi-year prison sentences. These laws are applied broadly and retroactively — activities considered normal civil society participation in EU/UK are illegal in Belarus.

Monitor travel advisories and detention risk

Belarus's political environment creates security risks specific to foreign nationals: arbitrary detention, border exit restrictions, and politically motivated charges. Since 2020, multiple foreign nationals and journalists have been detained. UK FCDO, US State Department, EU member state foreign ministries, and other governments advise 'high risk' or 'do not travel' for Belarus. Situations can change rapidly without public notice.

Check director/shareholder work implications

In Belarus, owning shares in or being registered as director of a Belarusian company constitutes 'work' under immigration law for most foreign nationals. This means you need a work permit (or qualifying residence status) before being appointed as director or performing any management functions. A foreign company opening a representative office or subsidiary must also notify MIA about foreign staff.

Check VAT and simplified-tax exposure

Belarus VAT is 20% standard (10% reduced). Companies and IPs can in some cases use simplified tax regimes, but eligibility, turnover thresholds, and primary accounting document requirements are strict. Small businesses frequently stumble over: mandatory VAT registration from first taxable supply (no turnover threshold for some entity types), acts of work completion (акты выполненных работ), and cross-border service invoicing rules.

Check car title, insurance and inspection

Used cars in Belarus may have hidden defects: unpaid customs duty on imported vehicles, pledges (залог — bank security registered against the VIN), undisclosed accident damage, or odometer rollback. Standard Kufar listings provide no disclosure of these issues. Verify through the traffic police VIN check service, the National Bank pledge register, and an independent mechanical inspection before committing.

Review data/local hosting and privacy rules

Online businesses operating in Belarus face: data localisation requirements (personal data of Belarusian users must be stored on servers in Belarus), internet content registration obligations, AML and currency control requirements for accepting payments, and blocked access to many western cloud and payment services. Sanctions also restrict which tools and platforms can legally be used for Belarusian-customer-facing businesses.

Prepare family apostilles/legalisation

Family residence applications, school enrolments, birth registrations, and inheritance matters all require foreign civil-status documents (birth certificates, marriage certificates, divorce decrees) that are apostilled in the issuing country and professionally translated into Russian. Documents without apostilles or non-certified translations are routinely rejected by MIA, schools, and notaries.

Choose housing with winter/air-quality plan

Belarusian winter heating relies on centralised district heating (теплосеть). Most Soviet-era apartment blocks have radiators controlled by the building system, not individual thermostats — you often cannot regulate temperature independently. Heating shuts down for annual maintenance (typically summer, 2–3 weeks), and some buildings have poorly insulated windows that create cold spots. Urban air quality in Minsk is moderate; industrial areas in regional cities (Mozyr, Novopolotsk, Zhlobin) have heavier pollution.

Prepare pet route and transit documents

Bringing a pet to Belarus requires: ISO 11784/85 microchip, rabies vaccination current at time of entry, health certificate from accredited vet issued within 5 days of travel, and for some routes, antiparasitic treatment records. Transit through EU countries requires compliance with EU pet travel rules as well. Belarus is not in the EU, so the EU Pet Passport format applies for the EU transit leg only — separate Belarus documentation is required on entry.

Leaving Belarus without properly closing tax and business registrations creates ongoing liability. IP (individual entrepreneur) and OOO registrations remain active until formally liquidated — filing obligations continue even if you are not trading or are living abroad. Short-stay tourists and visa-free visitors can use their foreign licence with an IDP or notarised Russian translation. Residents on a temporary residence permit must exchange their foreign licence for a Belarusian licence within a period set by traffic police rules, or retake the driving test. EAEU citizens (Russia, Kazakhstan, Kyrgyzstan, Armenia) have different rights. Not following the correct resident-licence path voids your insurance.

Belarus maternity benefits, childcare allowances, and the Family Capital programme have strict eligibility linked to residence permit type, FSZN contribution history, and sometimes Belarusian citizenship. Temporary permit holders receive reduced benefits compared to permanent residents. Maternity pay is formula-based (typically 100% of average earnings for 70+56 days). Childcare allowance continues until the child is 3.

Protect permanent residence and absence strategy

Permanent residence (вид на жительство) in Belarus is typically available after 7 years of temporary residence (shorter for some categories). Continuous residence is a key requirement — prolonged absences can break the qualifying period. Naturalisation requires permanent residence history, demonstrable integration, language proficiency, and renunciation of prior citizenship (Belarus generally does not permit dual nationality).

Draft Belarus-aware will for local assets

Without a Belarus-compliant will, Belarusian property and bank accounts enter succession under the Civil Code with mandatory forced-heirship rules (обязательные доли). The process is conducted through a notary (нотариус), entirely in Russian, and takes 6–18 months. Foreign heirs must obtain apostilled documents, certified Russian translations, and often need to travel to Belarus or grant a power of attorney to a local representative.

Analyse 183-day tax residence and home tax

Spending 183+ calendar days in Belarus in a tax year makes you a Belarus tax resident, subject to 13% flat PIT on worldwide income. However, becoming a Belarus tax resident does not automatically end tax residency in your home country — most countries require a formal exit declaration or departure. Without coordinating both, you risk double taxation on the same income.

Budget international/private schooling early

International school options in Minsk are limited and have reduced since 2022. The main options are private schools teaching in Russian or Belarusian, one international school with limited English-medium programmes, and home-schooling combined with public school attendance. Costs for private Minsk schools run BYN 800–2,500+/month. Some schools require advance payment for the full academic year.

Start qualification recognition early

Regulated professions in Belarus — medicine, law, engineering, teaching, architecture, accounting — require recognition of foreign qualifications by the appropriate Belarusian authority. This involves: apostilled original certificates, certified Russian translations, equivalence assessment by the Ministry of Education (for academic credentials) or professional licensing body, and in some cases supplementary examinations.

Assess pension gap and no-refund assumption

FSZN contributions (1% employee + ~34% employer) go to the Social Protection Fund and are not individual accounts — there is no withdrawal on departure. Unless you accumulate enough qualifying years (typically 15+) and reach retirement age in Belarus, your contributions will not generate a usable pension. Most short- and medium-term expats effectively lose these contributions. Home-country pension continuity is critical.
