Steps to register:
- 1 1. Confirm your residency and work status — a valid temporary residence permit (Временное разрешение на проживание / ВНЖ) is required before registering an IP or OOO as a foreign national.
- 2 2. Register as an IP (Individual Entrepreneur) at your local Executive Committee (Исполком) or online at isip.gov.by. State duty: BYN 12. Registration completed in 1–3 business days.
- 3 3. Register with the State Tax Inspectorate (Государственная налоговая инспекция — nalog.gov.by) immediately after IP registration to receive your УНП (учётный номер плательщика — taxpayer number).
- 4 4. Choose your tax regime: Simplified Tax System (УСН) at 5% of revenue for most services (available below BYN 500,000 annual revenue), or General System (20% income tax) if above the threshold or if you need VAT invoices.
- 5 5. Open a Belarusian bank account — required for business transactions. Use Belarusbank, BPS-Sberbank, or Alfa-Bank Belarus. Be aware that international wire transfers face SWIFT restrictions due to sanctions — verify payment routes with your bank before relying on international clients.
- 6 6. Set up electronic invoicing and primary accounting documents (ПУД — первичные учётные документы) as required by Belarusian law. Use CISEP (ЭТДО) system for electronic document exchange with counterparties.
- 7 7. Pay FSZN (Фонд социальной защиты населения — State Social Protection Fund) contributions annually: IP minimum contribution = 35% of minimum wage × 12 months (approx. BYN 3,200/year in 2026, payable by 1 March each year).
- 8 8. File quarterly and annual tax returns via the e-Tax portal (portal.nalog.gov.by) using an EDS (electronic digital signature).
Tax registration
State Tax Inspectorate of Belarus at nalog.gov.by. Register online via the e-Tax portal or in person at your local tax inspectorate. Receive your УНП (taxpayer number) upon registration. For VAT registration, apply separately once annual revenue approaches BYN 500,000. All tax declarations filed electronically using an EDS digital signature.
VAT threshold
BYN 500,000 annual revenue triggers mandatory VAT registration at 20%. Below this threshold, IP and OOO operating under the Simplified Tax System (УСН) pay 5% of gross revenue instead of VAT and income tax. Voluntary VAT registration is permitted below the threshold for businesses needing to issue VAT invoices to their clients.
Invoicing
All business transactions must be documented with primary accounting documents (ПУД): acts of completed services (акты выполненных работ/услуг) or goods-dispatch notes (ТТН). Electronic document exchange (ЭТДО / CISEP) is increasingly mandatory. VAT-registered entities must issue electronic VAT invoices (ЭСЧФ — электронный счёт-фактура по НДС) via the MNS Portal. Keep all accounting documents for at least 3 years (10 years for certain document types).
Social security
FSZN (State Social Protection Fund) contributions: Employee contribution: 1% of gross salary (withheld by employer). Employer contribution: 34% of gross salary (on top of gross, not withheld from employee). IP (self-employed): annual minimum contribution of 35% of minimum wage × 12 months (approx. BYN 3,200/year in 2026), payable by 1 March. Register with FSZN at ssf.gov.by within 10 days of starting business activity.
💡 IMPORTANT: Belarus has faced significant international sanctions since 2020 (post-election crisis) and intensified since 2022 (participation in Russia's war). These sanctions affect: SWIFT international wire transfers (many Belarusian banks are cut off), Visa/Mastercard card processing (suspended in Belarus since March 2022), USD/EUR correspondent banking for Belarusian businesses, and access to Western business platforms. Freelancers relying on foreign clients face severe payment routing challenges. Consult a local lawyer and accountant before establishing any structure. For expats, assess whether operating from Belarus is legally and practically viable given the current environment.
