Eligibility
Foreign nationals who have maintained lawful temporary residence in Belarus for at least 5 continuous years may apply for a permanent residence permit. Highly qualified workers and certain specialists may qualify after 3 years. Family members of Belarusian citizens and persons of Belarusian origin have facilitated routes. Permanent residency is renewed periodically rather than being an indefinite document.

Law No. 67-Z (10 December 2020) reduced the mandatory continuous residence from 7 to 5 years. Marriage to a Belarusian citizen does NOT reduce the residence requirement β the standard 5-year clock still applies. Naturalisation is granted by Presidential decree and is discretionary. Western nationals should be aware that naturalisation in Belarus could affect their home-country rights and travel document validity given the current sanctions environment.

Eligibility

Dual citizenship is not allowed β Belarus does not recognise dual citizenship for adults. Upon naturalising as a Belarusian citizen, applicants must renounce their prior nationality. Persons under 18 may hold dual citizenship status temporarily; they must choose one nationality by age 18. The dual-citizenship prohibition is important in the current geopolitical context: holding a Belarusian passport alongside a Western passport creates complex legal, travel and consular-access situations that require specialist advice before any action is taken.
