Belarus (BY)
A highly centralised Eastern European country with Soviet-era urban planning, low local costs, strong public transport, good basic infrastructure, sanctions-affected banking, strict migration registration and a complex risk profile for foreign residents.
Family Rights & Benefits
Maternity, parental leave and child benefits in Belarus.
Family rights depend on residence, employment, registration and eligibility for Belarus social benefits.
Maternity leave
Before birth: 70 calendar days before the expected delivery date (included in the 126-day total entitlement).
After birth: 56 calendar days after birth — total statutory entitlement: 126 calendar days (70 prenatal + 56 postnatal) at 100% of average wages, funded by the state social insurance system (FSZN — Fond Satsyalʹnay Abaryony Nasyelʹnitstva). Extended to 140 calendar days for complicated births or multiple births.
Job protection: Pregnant employees and mothers have specific labour protections.
Childcare leave
Max duration: Up to child age 3 under Belarus labour rules for eligible carers.
Split rules / Elterngeld: Can be used by eligible mother/father/relative depending circumstances.
Benefits
Maternity Benefit (FSZN)
100% of average wages for the 126-day period (140 days for complications/multiple births)
Duration: 126 days (18 weeks) — standard; 140 days for complicated/multiple births
Eligibility: Employed women registered with the FSZN (Belarusian Social Protection Fund) who meet contribution requirements. Foreign employees working in Belarus under formal contracts contribute to FSZN and are entitled to the same benefits.
How to apply: Notify employer of pregnancy and expected delivery date. The employer processes the maternity leave documentation with FSZN. Employee provides: medical pregnancy certificate (spravka o beremennosti), FSZN registration. Benefit is paid through the employer's payroll.
100% salary replacement is funded by social insurance, not the employer directly. Verify that your employer is making FSZN contributions from your payroll — unregistered workers cannot claim the benefit.
Childcare Benefit (up to age 3)
State monthly benefit — amount is set as a multiple of the Belarusian budget reference value (BV); typically approximately BYR 450–600/month (2025 — verify current amount as the BV is updated periodically)
Duration: From end of maternity leave until child reaches age 3
Eligibility: Parents or guardians on childcare leave who are registered residents. Either parent or a qualifying caregiver can take the benefit.
How to apply: Apply through the employer (for employed parents) or at the social protection department (for unemployed caregivers) with: birth certificate, family record, residence documents, and bank account details.
The childcare leave until age 3 is job-protected. The benefit amount is modest — most families treat it as supplemental income, not a living wage. Foreign families should confirm eligibility based on their residence permit category.
Family capital/large-family support
Programme-dependent
Duration: Programme-specific
Eligibility: Usually citizen/resident family criteria
How to apply: Social protection/local authorities
Most temporary expats may not qualify.
Sick child leave
Paid sick-child leave may be available for eligible employees with medical certificate.
Birth registration
Births are registered through civil registry (ZAGS); foreign parents need passport translations and civil-status documents.
Childcare rights
Public kindergarten access depends on local registration and queue; private childcare is faster but costly.
