Social Security in Chile
Benefits, contributions, and how the system works for expats.
Chile's social security system is built around individual accounts (AFP pension), payroll-based health insurance (FONASA/ISAPRE), and a separate unemployment fund (AFC). Unlike European Bismarck-style systems with pooled contributions, Chile's pension system (established in 1981) places each worker's contributions in their own AFP account. The 2024 pension reform (Ley 21.719) added a significant employer contribution for the first time, partially pooled into a solidarity fund. FONASA (public health) and ISAPRE (private health) are funded by 7% employee contributions. The IPS (Instituto de Previsión Social) manages transitional old-age pension (pensión básica solidaria) for low-income elderly. The APS (Aporte Previsional Solidario) tops up AFP pensions for low earners.
RUT — Rol Único Tributario / Rol Único Nacional
RUT
The RUT is issued automatically upon approval of any Chilean visa (embedded in the Cédula de Identidad para Extranjeros, the foreign resident ID card). Tourists do not receive a RUT. Foreign nationals who need a RUT for tax purposes without a residence visa can apply at any SII office (Servicio de Impuestos Internos) with their passport. The RUT is an 8-digit number + check digit (e.g., 12.345.678-9). It is used for all official purposes including AFP registration, FONASA enrollment, banking, property transactions, and tax filing. Chilean citizens and permanent residents use the same RUT as their cédula de identidad number.

AFP Pension (Pensión de Vejez AFP)
Pensión de Vejez — AFP
A defined-contribution pension drawn from the worker's individual AFP account. The pension amount depends entirely on the accumulated balance in the individual account, years of contributions, and the chosen withdrawal mode (annuity or programmed withdrawals).
Women: age 60. Men: age 65. Early retirement possible if accumulated balance covers 80% of the regulated pension amount. No minimum years of contribution required to receive AFP pension (but more contributions = higher pension).
Apply to your AFP at least 6 months before desired retirement date. AFP offices throughout Chile. Online application via each AFP's portal. Bring cédula, marriage certificate (if applicable), and medical certificates if claiming disability.
Solidarity Pension Top-Up (Aporte Previsional Solidario — APS)
Aporte Previsional Solidario (APS)
A state supplement that tops up AFP pensions for low-income retirees whose AFP pension is below the solidarity threshold (Pensión Básica Solidaria, PBS). The APS bridges the gap between the AFP pension and the PBS, targeting the poorest 60% of the population.
Age 65+ (men and women). In the poorest 60% of the Chilean population (RSH — Registro Social de Hogares score). Chilean citizen or 20+ years of legal residence. Not receiving another pension exceeding the threshold.
Apply at IPS (Instituto de Previsión Social) offices or online at ips.gob.cl. Must demonstrate eligibility via RSH (Registro Social de Hogares) score — register at your municipality first.
Unemployment Insurance (Seguro de Cesantía)
Seguro de Cesantía — AFC Chile
An unemployment insurance fund managed by AFC Chile (Administradora de Fondos de Cesantía). Draws from the worker's individual account (employee 0.6% + employer 2.4%) and a solidarity fund (employer 0% + employer top-up for risk). Benefits are paid upon involuntary unemployment.
Involuntary separation (fired, end of contract). Minimum contributions: 6 months (individual account) or 12 months (solidarity fund). Voluntary resignation: access to individual account balance only.
Apply online at afcchile.cl or at AFC offices within 30 days of termination. Provide termination letter (carta de aviso) and cédula. Benefits paid monthly by bank transfer.
Child Allowance (Subsidio Único Familiar — SUF / Asignación Familiar)
Asignación Familiar y Maternal / SUF
Monthly allowance per dependent child for low-to-middle income employed workers. Asignación Familiar is the workplace-based benefit; SUF (Subsidio Único Familiar) is for those outside the formal employment system.
Employed formal sector workers (Asignación Familiar) with children under 18 or under 24 in full-time education. Unemployed/informal workers (SUF): apply via IPS. Income thresholds apply.
Asignación Familiar: declare dependants to employer via HR department. Employer pays allowance monthly via payslip. SUF: apply at IPS (ips.gob.cl) or at your municipality.
Chile Crece Contigo (Family development subsystem)
Chile Crece Contigo
A comprehensive child development programme for children 0–9 years from the most vulnerable 60% of families. Provides: prenatal education, home visits, complementary nutrition, early stimulation, layette (ajuar), priority access to daycare (salas cuna).
Pregnant women and families with children up to 9 years who are FONASA Group A or B (poorest 60%). Register at CESFAM from first prenatal appointment.
Register at your CESFAM at first prenatal check-up. Case worker (visitadora social) coordinates services.
Disability Pension (Pensión de Invalidez AFP)
Pensión de Invalidez
AFP-funded disability pension for workers declared at least 50% disabled by a medical commission. Draws from the AFP account, SIS (Seguro de Invalidez y Sobrevivencia) insurance funded by employers, and the AFP solidarity fund.
Workers who become disabled while active (AFP contributors). Must be assessed by COMPIN (Comisión Médica Preventiva de Invalidez). Not age-dependent — can be any age.
Apply to your AFP — they manage the COMPIN evaluation process. The AFP coordinates with SIS insurance provider.
Contribution Overview
Total employee deductions from gross salary: AFP 10% + AFP commission ~1.2–1.4% + FONASA/ISAPRE 7% + AFC 0.6% = approximately 18.8–19.0% deducted from gross. The employer additionally pays: SIS ~1.87%, Mutual/workplace accident ~0.93%+, AFC employer 2.4%, and the phased-in AFP employer contribution ~2% (2026). Total employer cost is approximately 7% above the gross salary.
International Social Security Agreements
Chile has totalization agreements with: Argentina, Austria, Belgium, Brazil, Canada (Quebec), Colombia, Denmark, Ecuador, France, Germany, Luxembourg, Norway, Paraguay, Peru, Spain, Sweden, Switzerland, and Uruguay. These agreements prevent double social security contributions for workers posted between Chile and the signatory country. Consult your home country's social security authority and Chile's SP (Superintendencia de Pensiones) for portability of pension credits.
The AFPNet (afpnet.cl) portal allows AFP comparison across fees, returns, and fund types (A–E risk scale). Fund type A is highest risk/return (equities); Fund E is most conservative (bonds). Workers choose their fund type — default is based on age. AFP balances can be viewed online — monitor quarterly statements. The 10% withdrawal exception (retiro del 10%, approved in 2020–2021 during COVID) permanently reduced many AFP balances — factor this into retirement planning discussions with an asesor previsional (pension advisor).
