Digital ID, e-government and essential apps in Colombia.

Cédula Digital / Cédula de Ciudadanía Digital

Colombia's digital national ID. The physical Cédula de Ciudadanía (for Colombians) or Cédula de Extranjería (CE, for foreign residents) serves as the primary identity document. The CE is issued by Migración Colombia and contains a chip. Colombians also have a digital version of their cédula available in the Mi Identidad app (Registraduría Nacional). For foreigners: the CE is your primary legal ID in all transactions.

How to get it: Cédula de Extranjería (CE): apply at Migración Colombia after your visa is approved. Visit a Migración Colombia office with your passport, visa, and photos. Processing: 15–30 business days. Cost: COP $162,000 (2026). Collect in person. Mi Identidad digital CE: some foreign residents can access a digital version through the Migración Colombia app.

GOV.CO is the unified gateway to all Colombian government digital services. Most DIAN services require a valid RUT and digital signature certificate (firma electrónica). For foreigners: the NIT (tax number) derived from your CE number is your identifier across all government platforms. Transactions often require a TRM (representación digital) — the digital representation number. Government portals work best on Chrome; many have known compatibility issues with Firefox/Safari.

Ride-hailing apps. Uber operates in Colombia (legal since 2023 regulatory change). Cabify is popular for premium rides. InDriver allows price negotiation with drivers. All are safer alternatives to hailing street taxis. Always use app-based rides — street taxis carry risk of express kidnapping.

Colombia is one of Latin America's most digitally advanced countries. QR payments (PSE via QR, Nequi QR, Bancolombia QR) are ubiquitous in supermarkets and restaurants. Many government services have been digitalised — DIAN e-invoicing (facturación electrónica) is mandatory for all Colombian businesses since 2021. Tip: download Clever — a Colombian app for utilities payment. Always have internet credit or a data plan — mobile data is affordable (~COP $10,000–40,000/month for unlimited data). Major carriers: Claro (best coverage nationwide), Movistar (good urban), Tigo (value). For expat remittances home: Wise and Remitly have the best rates for COP→foreign currency.
