🏛️ Social Contributions
Total 16% of IBC. Under Reforma Pensional (2026): workers earning ≤ 2.3 SMMLV (≤ COP $3,274,050) contribute 100% to Colpensiones. Workers above 2.3 SMMLV: portion up to 2.3 SMMLV to Colpensiones, remainder to chosen AFP. Maximum IBC: 25 SMMLV = COP $35,587,500.
Total 12.5%. Employee minimum: 4% × SMMLV = COP $56,940/month. Maximum: 4% × 25 SMMLV. Employer contribution goes to the Fondo de Solidaridad y Garantía (FOSYGA) via EPS.
Employer pays entirely. Risk Level I (office work): 0.348%. Level V (highest risk — mining, construction): 8.696%. Provides coverage for occupational accidents and diseases.
Paid entirely by employer with ≥ 1 employee. Funds the Caja de Compensación Familiar providing workers housing subsidies (VIS), recreational facilities, educational benefits, and health clinics. Worker registers with their employer's CCF (e.g., Cafam, Compensar, Colsubsidio in Bogotá). Workers earning ≤ 10 SMMLV exempt employers from ICBF and SENA parafiscal (since 2013 reform).
Servicio Nacional de Aprendizaje — vocational training institute. Employers with workers earning over 10 SMMLV pay this levy.
Instituto Colombiano de Bienestar Familiar — child welfare institute. Employers with workers earning over 10 SMMLV pay this levy.
Employer deposits 1 month's salary per year into the employee's cesantías account at a chosen AFP/FCL (Fondo de Cesantías). Employee can only access these funds on termination, or for approved purposes (housing purchase, education). Annual interest: minimum 12% on the balance — employer pays this interest to the fund each February.
Employer pays 15 days salary by June 30 and 15 days by December 20 each year. Proportional if employed less than 6 months. This is a legal requirement, not a discretionary bonus.
🛒 VAT Rates
The canasta básica (basic food basket) is entirely VAT-exempt to protect low-income households. Restaurants: 19% IVA + 10% consumo (consumption tax) — this consumption tax goes directly to the restaurant and is sometimes included in the bill or added separately. IVA is called "IVA incluido" when included in the displayed price.

🌍 Special Expat Tax Rules
Colombia taxes on worldwide income for tax residents. Tax residency: spending more than 183 days in any 12-month period in Colombia makes you a Colombian tax resident. New residents (first year): may benefit from the "special 5-year regime" where only Colombian-source income is taxed if they were not Colombian residents in the prior 5 years — declare this intention to DIAN when filing. Digital Nomad visa holders: income from foreign clients/employers is NOT subject to Colombian income tax, as this activity is considered foreign-source income. After becoming a full tax resident, foreign-source income is taxed at graduated rates. The Colombia-USA double tax treaty was ratified in 2023 and provides relief for US citizens/residents. 4×1000 (GMF): 0.4% financial transactions tax applied on bank debits — a real cost factor for frequent transactions.
📋 Double Tax Treaties
Colombia has double taxation agreements (CDI — Convenios para Evitar la Doble Imposición) with: USA (ratified 2023), Spain, Switzerland, Chile, Canada, México, South Korea, India, Portugal, Czech Republic, France, UK (in force), and several others. The network is expanding. Check DIAN's website for the current list. The Spain and Chile CDIs are the most commonly used by expats.
