Retirement & Pension in Colombia
State pension, contribution refunds, private pension vehicles, and international agreements.
Colombia has a two-pillar pension system: the RPM (Régimen de Prima Media — public, defined benefit, administered by Colpensiones) and the RAIS (Régimen de Ahorro Individual con Solidaridad — private, individual account, administered by private AFPs: Porvenir, Protección, Old Mutual/Skandia, Colfondos). All employees and independent workers earning above the minimum wage must contribute to one of these systems. Pension reform status (2026): Ley 2381 de 2024 (the Petro government pension reform) introduced a four-pillar system including mandatory Colpensiones contributions for all workers. However, key implementation measures have faced significant legal challenges — the Constitutional Court suspended general application of the law while constitutional review proceeds, and the Council of State in April 2026 suspended a presidential decree ordering a COP $25 trillion transfer from private AFP funds to Colpensiones. The reform remains in constitutional limbo as of June 2026; the current RPM/RAIS two-regime structure continues to operate. A special regime-switching window under Ley 2381 remains active until July 16, 2026 for workers within 10 years of retirement. The Colombian retirement age is 62 for men and 57 for women — among the youngest in Latin America. The minimum pension equals 1 SMMLV (COP $1,423,500/month in 2026).
State Pension
Colpensiones (public RPM): a defined benefit system where your pension is calculated based on your income history and the number of qualifying weeks contributed. Formula: pension = IBL (Ingreso Base de Liquidación — average of last 10 years, or best 10 years if longer) × replacement rate (65.5%–80% depending on weeks worked). The more weeks you contribute beyond the minimum 1,300, the higher your replacement rate. Maximum pension: 25 SMMLV (COP $35,587,500/month in 2026). Contributions: 16% of gross salary (employee 4% + employer 12%).
62 years for men, 57 years for women. Early retirement (retiro anticipado) possible with 1,800+ weeks contributed.
1,300 qualifying weeks (~25 years of contributions) for Colpensiones pension. Private AFP (RAIS): 1,150 weeks minimum for the Pensión Mínima Garantizada (government-guaranteed minimum pension). If minimum weeks not reached: entitled to Devolución de Saldos (AFP — full balance returned) or Indemnización Sustitutiva (Colpensiones — lump sum calculated on weeks contributed).
Colpensiones: request a Extracto de Semanas Cotizadas at colpensiones.gov.co → Mi Colpensiones portal. View your accumulated weeks and projected pension. AFP: log in to your AFP's portal (Porvenir.com.co, Proteccion.com, etc.) to view your individual account balance, projected pension, and switch options. For expats contributing for a limited time: realistic expectation is a devolución de saldos (return of contributions) rather than a lifetime pension.
Colombian pensions can be paid to beneficiaries abroad via international bank transfer. Pensioners abroad must renew a Certificado de Vida (proof of life certificate) annually — typically at a Colombian consulate or via a notarised document from the destination country. Tax: Colombian pensions are taxed at source if they exceed the exempt threshold. Non-resident pensioners may be subject to double taxation depending on their country of residence — check if a tax treaty with Colombia exists (España, Chile, Canadá, México, India, Korea, Switzerland, Czech Republic have active tax treaties as of 2026).
Pension Contribution Refund on Leaving Colombia
Foreign residents leaving Colombia permanently who have contributed to an AFP (private pension fund) but do NOT meet the minimum weeks requirement for a pension (1,150 weeks for RAIS minimum guarantee or will not stay until retirement age). Most expats who contribute for 1–10 years fall into this category.
Those who have already received a pension (any AFP or Colpensiones pension is already active). Those with fewer than 26 weeks contributed may face AFP administrative delays. Colombian nationals who plan to return and continue contributing. Those under a bilateral social security agreement country who can aggregate weeks internationally.
No minimum waiting period — you can request devolución de saldos as soon as your employment ends or you terminate voluntary contributions. The AFP has 30 business days to process the refund.
AFP (RAIS): your entire individual account balance — employee contributions + employer contributions + investment returns + solidarity fund portion (if applicable). This is a lump sum and represents your full pension savings. Cesantías (mandatory severance fund) are separate from pension and also refundable — these are held at your AFP as well. Colpensiones (RPM): if you have insufficient weeks for a pension, you receive an Indemnización Sustitutiva — calculated as: number of weeks contributed × IBC (weekly salary base) × applicable factor. Typically significantly less than total contributions — Colpensiones does not return investment returns.
AFP (Porvenir, Protección, Old Mutual, Colfondos): log in to your AFP portal or visit a branch. Submit: CE/passport, proof of cessation of contributions (desvinculación laboral), and international bank account details for transfer. Processing: 30 business days. Colpensiones: apply at Mi Colpensiones (colpensiones.gov.co) or at a branch with CE, work history documentation. Cesantías: contact your AFP directly (separate section). Tax: AFP devolución de saldos is subject to Retención en la Fuente at 15% for non-residents — this is withheld before payment. File Colombian tax return for the year of withdrawal.
Strong recommendation: choose an AFP (private system) over Colpensiones if you are an expat not planning to stay until retirement age. AFP returns the full individual account balance; Colpensiones pays only a formula-based indemnización sustitutiva that is typically much less. Check your AFP choice within your first 6 months of employment — switching later is possible but has procedural requirements.
International Totalization Agreements
Colombia has bilateral social security / pension agreements (Convenios de Seguridad Social) that allow contribution periods to be combined for pension entitlement. Active agreements as of 2026: Spain (most comprehensive — includes pension, healthcare, unemployment), Chile, Ecuador, Uruguay, Paraguay, Bolivia, Peru, Argentina, Brazil, Canada, and Colombia is in negotiations with Portugal, France, and Italy. Under these agreements: weeks contributed in Colombia + weeks in the partner country can be combined to reach the minimum weeks threshold in either system. Important: even under an agreement, the pension is paid by each country in proportion to its own contributions — Colombia pays its share in COP from Colpensiones/AFP.
Private Pension Vehicles
AFP (Administradora de Fondo de Pensiones)
AFP — RAISAll employees and independent workers — the mandatory private pension pillar. Required by law for anyone choosing the RAIS regime.
Garantía de Pensión Mínima: the state guarantees a minimum pension of 1 SMMLV for those with 1,150+ weeks contributed in RAIS, even if their account balance is insufficient.
Employee contributions (4% of salary) are income-tax deductible up to 30% of total income (Estatuto Tributario Art. 126-1).
16% of IBC (Base Salary) total (4% employee + 12% employer). Voluntary additional contributions (APV — Aportes Pensionales Voluntarios) up to the tax-deductible limit.
Full balance portable — withdraw on departure (devolución de saldos). Can also transfer between AFPs once per year.
Choose your AFP wisely at first employment. Porvenir (Bancolombia group — largest) and Protección (Bancolombia/SURA — best returns historically) are most recommended for expats. Performance comparison: Superintendencia Financiera publishes quarterly AFP returns at superfinanciera.gov.co.
Aportes Pensionales Voluntarios (APV)
Ahorro Pensional VoluntarioAnyone wanting to save more than the mandatory 4% for retirement or to supplement their pension. Excellent tax-efficient savings vehicle.
None directly, but tax deduction makes this very attractive.
Voluntary pension contributions are income-tax deductible up to 30% of total annual income (combined mandatory + voluntary). On withdrawal at retirement: first 3,500 UVT (~COP $166,000,000) tax-free if held 10+ years.
No legal maximum; tax deduction capped at 30% of income (combined with mandatory contributions)
Portable — can be withdrawn before retirement but subject to income tax and withholding if withdrawn before 10 years.
Very tax-efficient for higher earners. Managed by AFPs and some banks/investment houses. Funds are invested in various portafolios (conservative, moderate, aggressive). Recommended for expats with 5+ years planned stay and high income.
Cesantías (Mandatory Severance Fund)
Fondo de CesantíasAll formal sector employees — mandatory for employers to make annual cesantías deposit equal to 1 month's salary.

Cesantías interest (intereses de cesantías — 12% annual) is taxable income when paid. The principal withdrawal is tax-free.
1 month salary per year (paid by employer, not employee)
Fully withdrawable on departure, on housing purchase, on education, or on unemployment. Contact your AFP/Fondo for withdrawal.
Held at AFP or Fondo Nacional del Ahorro. Annual interest (12% nominal) paid by employer every January 31. This is a separate account from your pension contributions — withdraw it independently when leaving.
BEPS (Beneficios Económicos Periódicos)
BEPS — ColpensionesInformal workers, independent contractors earning below minimum wage, or those who will not reach the minimum pension weeks requirement.
20% subsidy on each contribution from the Colombian government (Subsidio al Ahorro).
Not income-tax deductible
Up to COP $1,067,625/year (below minimum wage level)
BEPS balance is converted to a monthly benefit payment at 65 (M) or 60 (F) — not a full pension but a supplementary payment. Not withdrawable as a lump sum.
Designed for Colombia's large informal sector. Expats earning above minimum wage use AFP instead. Useful context for understanding your Colombian domestic worker's (empleada doméstica) benefits rights.
Early Retirement Options
Colombia allows early retirement (pensión anticipada) for those who: (1) Have contributed 1,800+ weeks (RAIS) or have 1,000+ weeks and meet specific age+weeks formula (Colpensiones). (2) Disability pension (pensión de invalidez): if assessed at 50%+ disability, eligible regardless of age or weeks. (3) High-risk occupations (pensión de riesgo): miners, firefighters, certain construction workers can retire earlier. In general, the Colombian pension system requires waiting until the standard ages of 57F/62M unless the high-weeks thresholds are met — there is no flexible phased early retirement option for most workers.
Pension Gap Warning
Critical warning for expats: most foreign nationals working in Colombia for 1–10 years will not accumulate the 1,150–1,300 weeks required for a Colombian pension. This means your contributions will be returned as a lump sum (devolución de saldos) when you leave — which is actually a benefit compared to many countries. However: if you return home to a country where pension contributions are mandatory (EU, UK, Canada, Australia), you need to restart contributions there. The years spent in Colombia do not automatically count toward your home country pension (unless a bilateral agreement exists). Plan your global retirement savings carefully — maintain voluntary pension contributions in your home country even while working in Colombia.
