Stamp 4 — Long-Term Residency
Eligibility
Non-EEA nationals who have been legally resident in Ireland for 5 years (60 months) on certain immigration permissions (Stamp 1, 2, 3, or 4). Must have maintained legal residence throughout. EU/EEA nationals acquire permanent residence rights after 5 years of residence without a Stamp 4.

Stamp 4 is renewed every 5 years. EU permanent residence registration is open-ended.

Adults who have been legally and continuously resident in Ireland for 5 years (specifically: 1 year of continuous residence immediately before the application, plus 4 years of reckonable residence out of the 8 years preceding that — the "5 in 9" rule). Must be of good character and intend to remain in Ireland. Special rules apply for spouses of Irish citizens (3 years). International Protection (refugee/subsidiary protection) recipients: from 8 December 2025, 5 years of reckonable residence is required (increased from 3 years; applications received before 8 December 2025 continue under the old 3-year rule).

The spousal route requires 3 years of qualifying residence (vs 5 years on the standard route). The Irish citizen spouse does not need to reside in Ireland. The 70-day absence rule still applies to the final 12-month continuous residence period.

Children born in Ireland on or after 1 January 2005 to at least one parent who is an Irish or British citizen, EU/EEA citizen, or a non-EEA parent with 3 years of legal residence in Ireland at the time of the child's birth.
