Social Security in Ireland
Benefits, contributions, and how the system works for expats.
Ireland's social security system is primarily funded through PRSI (Pay Related Social Insurance) contributions. The Department of Social Protection (DSP) administers all social welfare benefits. Access to most PRSI-based benefits (Jobseeker's Benefit, Illness Benefit, Maternity Benefit, State Pension) requires a minimum number of PRSI contributions — typically Class A for employees. Benefits are claimed through MyWelfare.ie (online) or at Intreo centres. Ireland's social welfare system is generous by international standards, particularly for pension, maternity, and unemployment support.
PPS Number (Personal Public Service Number)

Apply in person at a DEASP Intreo centre with: (1) Proof of identity: passport, national identity card, or driving licence; (2) Proof of address: utility bill, bank statement, or official letter dated within last 3 months; (3) Reason for requiring a PPS number (employment, welfare, healthcare, etc.). Processing time: 1–10 working days. For employed persons, the employer cannot pay you properly until your PPS number is on their payroll system. Online applications available in limited circumstances.

Jobseeker's Benefit

Weekly payment for unemployed persons who have lost their job and have sufficient PRSI contributions.
Must be unemployed, capable of work, available for work, and genuinely seeking work. Minimum PRSI contributions: 104 weeks paid Class A, of which 39 must be in the relevant tax year or the year before.
Apply at MyWelfare.ie or in person at your local Intreo centre. Apply immediately on becoming unemployed — payments are not backdated.
Jobseeker's Allowance

Means-tested weekly payment for those who do not qualify for or have exhausted Jobseeker's Benefit.
Must be unemployed, able and available for work, genuinely seeking employment, and satisfy a means test. Habitual residence condition applies.
Apply at MyWelfare.ie or Intreo centre.
Illness Benefit

Weekly payment for employees unable to work due to illness (after waiting days). Not payable for self-employed (Class S).
Paid from day 4 of incapacity (3 waiting days). Requires: GP certificate of incapacity, minimum 104 weeks Class A PRSI paid, 39 in last relevant tax year.
Get a certificate of incapacity from your GP. Apply at MyWelfare.ie or at Intreo. Employer must be notified.
State Pension (Contributory)

Weekly pension for persons who have reached pension age and have sufficient PRSI contributions. The primary retirement pension in Ireland.
Pension age: 66. Minimum 520 paid PRSI contributions (10 years). Full pension requires contributions over 40+ years or qualifying under Total Contributions Approach (TCA). All EU/EEA contributions can be combined under EU social security coordination.
Apply to DSP via MyWelfare.ie or in person at Intreo — at least 3 months before pension age.
State Pension (Non-Contributory)

Means-tested pension for persons of pension age who do not qualify for the contributory pension.
Pension age 66, means test applies, must satisfy habitual residence condition.
Apply via MyWelfare.ie or Intreo centre.
Maternity Benefit

Weekly benefit for employed and self-employed women on maternity leave.
26 weeks paid leave. Requires minimum PRSI contributions (39 weeks paid in last 12 months or preceding tax year). Applies to all eligible women regardless of nationality.
Apply via MyWelfare.ie at least 6 weeks before leave. Employer notified.
Carer's Allowance

Means-tested payment for people providing full-time care to a person with a serious disability or illness.
Must be providing full-time care, meet means test, satisfy habitual residence condition. Care recipient must be medically assessed.
Apply via MyWelfare.ie or directly to DSP with medical evidence.
Back to Education Allowance (BTEA)

Allows people on social welfare to take up a full-time second or third level course while retaining their social welfare payment.
Must have been on a qualifying social welfare payment for at least 9 months (6 months if under 24). Full-time course at approved institution.
Apply to Intreo or online through MyWelfare.ie before course starts.
Contribution Overview
PRSI (Pay Related Social Insurance) contributions are the basis of the Irish social insurance system. Class A (employees earning over €38/week) is the main contribution class — 4.1% employee, 11.05% employer in 2026. Contributions are recorded annually (typically 52 contributions per year for full-time employees). Your contribution history is visible on MyWelfare.ie. At least 520 paid contributions (10 years) are required for State Pension eligibility. Keep your PRSI record — it counts toward Irish pension even if you leave Ireland.
International Social Security Agreements
Ireland has bilateral social security totalisation agreements with many countries allowing PRSI contributions to be combined with contributions from: USA, Canada, Australia, New Zealand, Japan, South Korea, Israel, and others. EU/EEA social security coordination automatically allows combining contributions across all EU/EEA states. Check DSP for the current list of agreements at gov.ie/dsp.
The Habitual Residence Condition (HRC) applies to most DSP payments — you must demonstrate that Ireland is your habitual place of residence (not just physical presence). Five factors assessed: length of residence, reason for being in Ireland, nature and pattern of employment, future intentions, and centre of interest. EU citizens may satisfy HRC more easily if economically active. HRC is assessed at time of application, not continuously.
