Set up Smart-ID (essential for all e-government services)

Smart-ID is Lithuania's dominant digital identity and authentication tool — used to log in to sodra.lt, vmi.lt, epaslaugos.lt, migris.lt, rc.lt, all major banks, and to sign documents electronically. It is free, takes 15–30 minutes to set up, and is the single most important digital tool for daily life in Lithuania. Without Smart-ID you must visit government offices in person for every transaction. Smart-ID works across the Baltic states — the same account works in Lithuania, Latvia, and Estonia.

Open a bank account (Swedbank most common for expats)

A Lithuanian bank account is essential for receiving salary, paying rent, and managing finances. Revolut (with Lithuanian IBAN) is the fastest to open (before asmens kodas) and very widely used. For full banking services, Swedbank is the largest traditional bank in Lithuania and most trusted by employers and landlords. You can open Revolut immediately upon arrival. Swedbank and SEB require your asmens kodas and can be opened online using Smart-ID.

Get your Lithuanian asmens kodas (personal code) at Registrų centras

The asmens kodas (personal identification code) is the single most important document in Lithuania — an 11-digit number used for healthcare, banking, tax, social insurance, and all government services. Foreign residents obtain their asmens kodas at the Registrų centras (Registry Centre) when registering their place of residence. You must first have your accommodation confirmed and your migration documentation in order. This is the equivalent of Denmark's CPR number — you cannot function in Lithuanian society without it.

Register at VMI (State Tax Inspectorate) as a Lithuanian tax resident

VMI (Valstybinė mokesčių inspekcija) is the Lithuanian tax authority — equivalent to SKAT in Denmark. Registration is largely automatic via your employer for employed persons, but you should verify your tax registration and check that NPD (non-taxable income amount) is being correctly applied. Without declaring your NPD entitlement to your employer, excess tax will be withheld. Self-employed must register explicitly with VMI. VMI is also where you file your annual income declaration (GPM308 form, due by 2 May each year).

Register at your savivaldybė (municipality) for local services

Registration of your residence at the municipality (savivaldybė) is required to access local services: children's school enrollment, kindergarten waiting list, municipal social services, local health centre registration, and some benefit applications. In Lithuania, residence registration is done at the Registrų centras (not directly at the municipality, unlike in some countries), but many local services require demonstrating registered address in the municipality. Register your residential address online at rc.lt or in person.

Register your baby's birth at the Civil Registry Office (Civilinės metrikacijos skyrius) within 3 months

A child born in Lithuania must be registered at the Civil Registry Office (Civilinės metrikacijos skyrius) within 3 months of birth. The hospital will issue a birth notification. The Civil Registry issues a birth certificate (gimimo liudijimas) and the child receives an asmens kodas at Registrų centras. Note: a child born in Lithuania to non-Lithuanian parents does NOT automatically receive Lithuanian citizenship (unlike birthright citizenship countries). Parents must separately apply for citizenship for the child if either parent is Lithuanian.

Register at the Migration Department within 3 months (EU) or sooner (non-EU)

EU/EEA citizens staying in Lithuania for more than 3 months must register their residence at the Migration Department (Migracijos departamentas) and obtain a residence certificate (gyvenamosios vietos registravimo pažyma). Non-EU nationals must apply for a temporary residence permit (leidimas laikinai gyventi) before their visa expires. Registration gives you legal residence status, enables access to all government services, and is the prerequisite for getting your asmens kodas.

Declare your place of residence (gyvenamosios vietos deklaravimas) at the municipality

All residents of Lithuania must declare their place of residence at the local municipality (savivaldybė) office or online at gyventojai.registrucentras.lt within 1 month of arrival or address change. Your declared address is used by healthcare providers, tax authorities (VMI), and social insurance (SoDra) for official correspondence and service access.

Purchase TPVCA (compulsory third-party vehicle insurance) if you own a car

TPVCA (Transporto priemonių valdytojų civilinės atsakomybės privalomasis draudimas) is mandatory for all vehicles in Lithuania. Must be in force before driving on public roads. Validity can be checked by police via registration plate lookup. Compare at draudimas.lt or directly with insurers (Lietuvos draudimas, Ergo, Compensa, BTA, Gjensidige).

Register your pet in the Lithuanian Animal Register (Gyvūnų registras)

All dogs and cats in Lithuania must be microchipped and registered in the national Animal Register (gyvunuregistras.lt) within 30 days of birth or arrival. Registration via an accredited veterinarian. Dogs also require annual anti-rabies vaccination. Municipal dog registration and licensing may apply in some cities (€5–20/year). EU pet passport required for animals arriving from abroad.

Register at Sodra (mandatory social insurance and health)

Sodra (Valstybinio socialinio draudimo fondo valdyba) administers Lithuania's state social insurance, pension, unemployment benefits, sickness pay, and health insurance contributions. Employed persons: your employer is legally required to register you with Sodra and pay contributions on your behalf. Self-employed persons: you must register with Sodra yourself. Without Sodra registration, you have no access to unemployment benefit, sick pay, maternity/paternity benefit, or state pension accumulation. Sodra also manages your PSDF (health insurance) contributions — without these, you lose access to the public healthcare system.

Fit winter tyres before December — mandatory from 10 November to 1 April in ice/snow conditions

Lithuanian law requires vehicles to have winter tyres (žiemos padangos) when roads are covered with ice or snow — which in practice means from November through March. While not tied to a fixed calendar date, police can issue fines for driving on summer tyres in snowy/icy conditions. Lithuania experiences significant ice and snow annually: -10°C to -25°C temperatures, black ice, and significant snowfall are normal. Book tyre fitting in late October — shops are busy by November.

Register at the Lithuanian Employment Service (Darbo birža) if unemployed

If you become unemployed in Lithuania, register immediately at the Lithuanian Employment Service (uzt.lt) as an unemployed person. Registration is the first step to: (1) accessing unemployment benefit (nedarbo draudimo išmoka) from Sodra — requires 12 months Sodra insurance in last 30 months; (2) accessing free vocational retraining courses; (3) receiving career counselling and job placement support. The outer benefit eligibility window is 12 months from job loss, but benefit is paid from registration date — register immediately to avoid losing days.

Declare your NPD (non-taxable income amount) entitlement to employer

The NPD (Neapmokestinamasis pajamų dydis — non-taxable income amount) is a monthly deduction from taxable income of approximately €747 (at minimum wage level in 2026) to €0 (at incomes above ~€2,864/month). If you do not actively declare to your employer that you are entitled to NPD, your employer will deduct 20% GPM on your full gross salary. This leads to over-withholding which you can reclaim annually but it reduces your monthly take-home pay unnecessarily. Submit form FR0003 to your employer.

Join the II pillar pension fund accumulation scheme

Lithuania's 2nd pillar pension (pensijų kaupimas) is a voluntary individual accumulation scheme where you divert 3% of your gross salary to a private pension fund. The state adds a supplement of ~1.5% of the average monthly wage (~€28/month). Over a working life, this builds a substantial private pension pot that is entirely yours. If you do not explicitly join, your pension contributions go entirely to the state's pay-as-you-go 1st pillar. Joining the 2nd pillar is almost universally recommended for all working-age adults under 50.

Claim child benefit (vaiko išmoka) and birth grant from Sodra

Families with children in Lithuania are entitled to: (1) Vienkartinė išmoka gimus vaikui (birth grant): €1,087.22 per child born in 2026; (2) Vaiko išmoka (monthly child benefit): €80/month per child (2026). Additionally, parents on parental leave receive the parental benefit (tėvystės/motinystės pašalpa) from Sodra at 70% of average insured salary for up to 12 months, or at 40% for up to 24 months. Get a Lithuanian SIM card from Tele2 LT, Telia LT, or Bite LT

Lithuania's main mobile operators are Tele2, Telia, and Bite. Purchase a SIM at stores with ID or passport. Monthly plans from €7 (Bite). Lithuania has excellent 5G coverage in cities and major roads. Register your SIM online once you have a Lithuanian personal code (asmens kodas). Mobile banking apps are widely used — download Paysera or Revolut for daily payments.

Register on E.Paslaugos.lt for digital government services

E.Paslaugos.lt (epaslaugos.lt) is Lithuania's national e-government portal providing access to over 500 digital services including address registration, business registration, property searches, and civil registry services. Authenticate via Lithuanian e-ID card, Smart-ID app, or mobile signature (m. parašas). Set up Smart-ID (free) through your Lithuanian bank or at any Tele2/Telia store.

Get a Vilnius public transport card (m.biletas app) and learn waste sorting

In Vilnius, use the m.biletas app or purchase a Vilniečio kortelė card for buses and trolleybuses (~€0.65/ride, monthly pass €22). Other cities have similar systems. Main supermarkets: Maxima, IKI, Lidl, Rimi. Register for Maxima yellow card for discounts. Lithuanian waste sorting: yellow (packaging/plastic/metals), blue (paper), green (glass), brown (organic), grey/black (residual waste). Fines up to €150 for improper disposal.

Get eID card or Mobile Signature (m. parašas) for electronic signing

The Lithuanian eID card (elektroninis asmens tapatybės kortelė) or Mobile Signature (mobilusis parašas) enables you to sign legal documents electronically with full legal effect — contracts, declarations, government submissions. Smart-ID handles authentication; the eID card or m. parašas handles electronic signatures for formal documents. The eID card is issued as part of your Lithuanian ID card or residence card (request the eID chip when applying). Mobile Signature is activated through your mobile operator.

Apply to a Lithuanian university via LAMA BPO (lama.lt)

Students wishing to enrol in undergraduate programmes at Lithuanian public universities apply through the centralised admissions system LAMA BPO (lama.lt). Applications open in June for autumn intake (September). Key universities: Vilnius University (vu.lt), Kaunas University of Technology (ktu.lt), Vytautas Magnus University (vdu.lt), and others. State-funded (valstybės finansuojamos) places are awarded free of charge based on competitive entrance results. Non-funded (komercinės) places typically cost €1,500–4,000/year depending on programme. EU citizens pay the same rates as Lithuanian students. Some programmes are available in English.

Apply for child benefit (išmoka vaikui) and family allowances

Lithuania provides several family benefits for residents with children. The universal child benefit (išmoka vaikui) is paid monthly: approximately €100/month for children under 18 (income-tested above a threshold). Larger families may receive additional supplements. Maternity benefit (motinystės pašalpa) replaces 77.58% of your average insured income for 70 days before and after birth (140 days total if single parent). Paternity leave (tėvystės pašalpa) covers 30 calendar days. Parental benefit (vaiko priežiūros pašalpa) for one year: 77.58% of average insured income; second year at 40%. All benefits require SODRA contributions — check eligibility via SODRA self-service portal.

Register children in Lithuanian darželis (preschool/kindergarten)

Lithuanian darželis (kindergarten/preschool) provides childcare and early education for children aged 1–6. State-funded darželis is heavily subsidised (parents pay only a monthly food contribution, approximately €50–80/month). Places are allocated via the municipality's waiting list system — register as early as possible, especially in Vilnius and Kaunas where demand exceeds capacity. Priešmokyklinis ugdymas (pre-primary education) for 5–6 year olds is compulsory. The Elektroninė darželių eilė (electronic queue) system is used in major cities.

Register with a šeimos gydytojas (family doctor/GP) for public healthcare

Once your Sodra PSD (health insurance) contributions are active, register with a šeimos gydytojas (family doctor, also called šeimos medikas or bendrosios praktikos gydytojas) at a primary care centre (PASP — pirminės asmens sveikatos priežiūros centras). Your GP is the gatekeeper to the public healthcare system and provides referrals for specialist care. Without a registered GP, you cannot access the PSDF-funded specialist system and must pay privately for all non-emergency care.

Get TBE (tick-borne encephalitis / erkių encefalitas) vaccination before exploring Lithuanian forests

Lithuania has a significant tick-borne encephalitis (erkių encefalitas) risk in its forests, which cover about 35% of the country. Ticks (erkės) are active from March to November. TBE can cause fatal brain inflammation — vaccination is the only prevention. Full vaccination schedule: 3 doses over 12 months (accelerated 21-day schedule available). Lyme disease (Laimo boreliozė) is also very common but treatable with antibiotics. Mushroom picking (grybavimas), berrying, and forest walking are beloved Lithuanian activities — embrace them safely.

Understand Lithuanian rental rights — 2-month deposit cap, written contract required

Lithuania's Residential Tenancy Law (Gyvenamosios patalpos nuomos įstatymas) protects tenants' rights. Key rules: (1) Deposit (depozitas) maximum 2 months' rent; (2) Written contract is essential for legal protection; (3) 1 month's notice required by landlord to terminate (3 months if tenant has minor children); (4) Tenant can terminate with 1 month's notice unless fixed term; (5) Landlord cannot enter without notice. Energy Performance Certificates (EPC, energetinio naudingumo sertifikatas) are mandatory for all residential property sales and rentals in Lithuania since 2017. The certificate rates buildings A++ to G — Soviet-era panel buildings (chrushchovkai) are typically E–G with very high heating bills. Newer or renovated buildings with insulation panels and modern heating are B–C. Always check the EPC rating before signing. Many Lithuanian apartment buildings underwent EU-funded deep renovation (giluminis renovavimas) programmes in 2012–2025, significantly improving their ratings.

Apply for permanent residence permit when eligible (5 years)

Non-EU nationals who have legally resided in Lithuania for 5 continuous years can apply for a permanent residence permit (leidimas nuolat gyventi). EU citizens can obtain the EU Permanent Residence Card after 5 years. Permanent residence provides security of tenure, full labour market access, and is the gateway to citizenship (application after 10 years total). Requirements include income sufficiency, health insurance, A2 Lithuanian language demonstration, and a clean criminal record.

Take out home contents insurance (turto draudimas)

Home contents and/or property insurance (turto draudimas) is not legally mandatory in Lithuania but is strongly recommended. Lithuanian winters bring frozen pipe risks; summer thunderstorms and flash flooding cause water damage; and apartment break-ins, while relatively rare, occur in city centres. Renters should take out contents insurance (krovinio draudimas); property owners also need building insurance. Annual cost for contents-only in a typical Vilnius apartment: €50–100/year.

Join Lithuanian language integration courses through the Migration Department

Lithuania offers subsidized Lithuanian language courses for residents with temporary or permanent residence permits. The integration program (integracijos programa) includes 40–120 hours of Lithuanian language and civic orientation. Register through the Migration Department (migracija.lt) or local adult education centre (suaugusiųjų mokymosi centras). Intermediate Lithuanian is required for permanent residence permit renewal.

Lithuanian income tax declaration (GPM308) must be filed by 2 May each year for the previous calendar year. Most employed persons with a single employer and no additional income may not need to file if their employer correctly handled all withholding. However, you must file if: you have foreign income, rental income, investment income, capital gains, additional employment income, want to claim deductions (pension contributions, life insurance, education, renovation), or if your employer incorrectly applied NPD. Get a Vilnius MCard (M Kortelė) for discounted public transport

Vilnius has a modern tram and trolleybus network plus extensive bus routes. The M Kortelė (M-Card) is the rechargeable travel card that provides discounted fares — a single trip is €1.00 with the card vs €1.50 on-board (cash). Monthly passes are available for frequent travellers. All payments on public transport in Vilnius are contactless — M-Card, bank cards, and Apple/Google Pay all work on validators. The Trafi app shows real-time routes.

Know your Sodra benefit entitlements — maternity, sickness, and unemployment have eligibility periods

Lithuanian Sodra benefits have insurance period requirements. Maternity/paternity (motinystės/tėvystės išmoka): requires 12 months Sodra insurance before the birth. Sickness benefit (ligos išmoka): requires minimum 3 months of insurance in the 12 months before illness. Unemployment benefit: requires 12 months of Sodra insurance in the 30 months before unemployment. The amounts are based on average insured earnings. New arrivals must accumulate the required insurance periods before they are eligible — plan healthcare and family decisions with this in mind.
