Lithuania (LT)
Lithuania is the largest and most southerly of the three Baltic states, a semi-presidential EU republic celebrated for its remarkably preserved Baroque capital Vilnius (UNESCO World Heritage), dramatic coastal dunes at Neringa (also UNESCO), vibrant startup and fintech ecosystem (home of Revolut HQ, Vinted, Nord Security, and Hostinger), rapidly rising living standards, and a resilient population with deep cultural roots stretching back to one of the last pagan civilisations in Europe to adopt Christianity.
Digital Services
Digital ID, e-government and essential apps in Lithuania.
eID / Smart-ID / Mobile Signature (m. parašas)
Lithuania's digital identity ecosystem includes several components: the eID chip in the national ID card, Smart-ID (a free mobile app for authentication), and the Mobile Signature (m. parašas) which uses your SIM card for digital signing. Together, these allow citizens and residents to authenticate to all e-government services, sign documents electronically with legal effect, access banking, and manage official affairs without paper. Smart-ID is free, takes 10 minutes to set up, and is the most widely used authentication tool for daily e-services.
How to get it: Smart-ID: download the Smart-ID app (iOS/Android), follow identity verification (video call or in-person verification at a bank or partner office). Registration typically takes 15–30 minutes online. For eID: apply for a Lithuanian ID card or residence card with eID chip at a Migration Department or municipality service centre. Mobile Signature: register with your Lithuanian mobile operator (Telia, Bitė, or Tele2) at their service centre.
E-Government Portal
https://www.epaslaugos.ltLithuania is a European leader in e-government. Most official interactions can be completed online with Smart-ID or eID authentication — long queues at government offices are becoming rare for routine services. The epaslaugos.lt portal aggregates services from multiple agencies. Importantly, most services are available in Lithuanian only — Google Translate helps for navigation but official submissions must typically be in Lithuanian. For assistance, Go Vilnius (govilnius.lt) provides guidance for international residents.

Lithuania is consistently ranked among the top EU countries for digital public services (DESI index). The government has invested heavily in digital infrastructure since EU accession. The "government in your pocket" concept (e-valdžia) means most official tasks can be completed from your phone. Key tip: Set up Smart-ID as your first priority upon getting your asmens kodas — it unlocks access to all digital services. If you experience difficulties with Lithuanian-only government portals, Go Vilnius (govilnius.lt) offers in-person assistance for international residents in Vilnius.
