Restricted Breeds

Monaco follows French law on restricted and dangerous dog breeds.Category 1 (banned from Monaco): Mastiff/Boerboel-type, Tosa Inu, American Staffordshire Terrier (pit bull type), and mixes thereof. These dogs cannot be imported or kept in Monaco.Category 2 (subject to strict conditions): American Staffordshire Terrier (registered pedigree), Rottweiler, and registered Tosa. Must be: neutered, muzzled in public, kept on leash, owned by adults (18+) with no criminal record. Owner must hold a Permis de Détention.Check with the Sûreté Publique de Monaco before bringing any large or powerful dog breed.

Monaco does not have a national annual dog tax. Dog owners must: register their dog with the Mairie de Monaco (Service d'État Civil or Direction de la Propreté), maintain up-to-date rabies vaccination records, and ensure their dog does not cause a nuisance. A Monaco dog registration certificate (attestation d'identification) is issued upon registration. Failure to register and maintain vaccination is subject to administrative penalties. Annual cost to keep a registered dog in Monaco: vaccination/vet costs approximately €150–300/year.

Monaco has 3–5 veterinary practices. The primary Monaco-based vet: Clinique Vétérinaire de Monaco (Avenue d'Ostende area). Also accessible: multiple veterinary clinics in Nice (Côte d'Azur, 25 min) and Beausoleil (French border town, 5 min walk from Monaco). Register immediately on arrival and update your pet's vaccination records. 📋 Relocation Process

1. Microchip your pet (ISO 11784/11785 standard — 15-digit chip). The microchip MUST be inserted before the rabies vaccination. 2. Administer rabies vaccination minimum 21 days before travel. 3. EU pet owners: obtain an EU Pet Passport from your registered vet. Non-EU pet owners: obtain an official health certificate endorsed by your country's official veterinary authority. 4. Monaco entry: no border checks between Monaco and France — your pet enters Monaco via France under the same EU pet travel rules. 5. Register with a Monaco-based vet within 30 days of arrival.

Monaco is very restrictive about animals in luxury buildings. Before bringing a pet to Monaco, check your lease: many Monaco landlord agreements specifically prohibit dogs (and sometimes cats) in apartments. Buildings with concierge service often have house rules (règlement intérieur) restricting pet sizes or breeds. Small apartments and Monaco's density make large dog breeds impractical — the typical Monaco pet-owner keeps a small breed. Larvae and public beaches: dogs are NOT permitted on Monaco's Larvotto Beach during the main summer season (June–September). Parks: dogs must be on leads in all Monaco public gardens. Clean up after your dog — Sûreté Publique patrol enforces this strictly. Failure to clean up: fine of €100–500.
