Monaco's social security system is managed through two primary institutions: the CCSS (Caisse de Compensation des Services Sociaux), which covers healthcare, maternity, family benefits, and work accidents, and the CAR (Caisse Autonome des Retraites), which manages supplementary occupational pensions. All Monaco-employed workers — residents and frontaliers (cross-border workers) — are enrolled in both. The system is modelled on the French system and provides comparable coverage. Unlike France, Monaco has no personal income tax, making the overall employee cost of living significantly lower despite social contributions being at similar rates.

Your employer registers you with the CCSS within the first week of employment. The CCSS sends your identification number and health coverage card by post to your Monaco address. If self-employed, register directly at CCSS headquarters (Quai Antoine 1er, Monaco). EU nationals and non-EU nationals with a valid Monaco residence card are eligible. Frontaliers (commuters from France/Italy) register with their Monaco employer who handles CCSS enrolment.

Healthcare Coverage (CCSS Medical)
Assurance Maladie — CCSS
Covers medical expenses including GP visits, specialist consultations, hospital care at Centre Hospitalier Princesse Grace (CHPG), and pharmacy costs. Reimbursement rates comparable to French Sécurité Sociale.
All Monaco-employed workers and their declared dependants. Self-employed workers registered with CCSS. Non-working Monaco residents must register directly with CCSS and pay voluntary contributions.
Your employer enrols you in CCSS on your first day of work. Receive your CCSS carte de soins (health card). Present it at any Monaco-approved doctor or the CHPG for covered care.
Maternity/Paternity Benefit
Indemnités Journalières de Maternité/Paternité — CCSS
Wage replacement during maternity or paternity leave. Monaco law provides generous maternity protection aligned with French standards.
Must be enrolled in CCSS for at least 10 months before the expected date of birth. Employee must stop working during the protected period.
Notify your employer and the CCSS at least 8 weeks before the expected birth date. Submit medical certificate from Monaco-approved OB/GYN. CCSS pays indemnities directly or via employer.
Family Benefits (Allocations Familiales)
Allocations Familiales — CCSS
Monthly cash benefit for Monaco-employed parents with dependent children under 16 (or 21 if in education).
Monaco-employed workers with dependent children. Child must be resident in Monaco or in school in Monaco or France. Income test applies — benefits reduce above certain household income thresholds.
Apply at CCSS (Service des Prestations Familiales) with proof of employment, Monaco residency, and children's birth certificates and school enrolment.
Work Accident Compensation
Accidents du Travail / Maladies Professionnelles — CCSS
Covers workplace injuries and occupational diseases — medical costs fully covered, daily wage replacement during incapacity, permanent disability compensation.
All Monaco-employed workers covered from day one of employment. No waiting period.
Report accident to employer and CCSS within 24 hours. Employer files the déclaration d'accident du travail with CCSS. Medical care at CHPG is automatically covered.
CAR Supplementary Pension
Caisse Autonome des Retraites (CAR)
Monaco's mandatory occupational pension scheme — a points-based system accumulating pension rights over your working career in Monaco. Complementary to any pension rights in your home country.
All Monaco-employed workers and self-employed workers registered with CCSS/CAR. Benefits vest after minimum contribution periods — early withdrawal not available.
CAR contributions are deducted automatically through payroll. Contact CAR (Caisse Autonome des Retraites, Route de la Moyenne Corniche, Monaco) for pension projections and claims at retirement.
Unemployment Support (Aid Exceptionnelle)
Aide Exceptionnelle de Chômage
Monaco does not have a formal unemployment insurance scheme equivalent to France's France Travail. Instead, Monaco provides exceptional aid through the Direction du Travail for workers who have lost their job involuntarily. The amounts are discretionary and limited.
Monaco residents who lose employment through no fault of their own and cannot immediately find new employment. Frontaliers (cross-border workers) typically fall back on French unemployment insurance (France Travail) rather than Monaco's scheme.
Register as unemployed with the Direction du Travail de Monaco immediately upon job loss. Apply for exceptional assistance through the Service de l'Emploi.
