Misunderstanding 183-day tax residency and withholding rates

Taiwan taxes non-residents at a flat withholding rate of 18–20% on Taiwan-source income. Residents (183+ days in a calendar year) file standard progressive income tax (5–40%). The 183-day threshold is a calendar year count — even days as a visitor before ARC status count. Gold Card holders may have partial income exemption during their first 3 years.

Missing the Gold Card 50% income tax exclusion window

Taiwan's Employment Gold Card offers a significant tax benefit: foreign professionals who did not have a household registration in Taiwan in the past 5 years can exclude 50% of their Taiwan-source employment income from taxable income for the first 3 years. This exclusion must be claimed correctly in the annual tax filing — it is NOT applied automatically.

Documents issued outside Taiwan (birth certificates, marriage certificates, university diplomas, police clearances) are typically not accepted by Taiwanese authorities without authentication by a Taiwanese Economic and Cultural Office (TECO — 駐外館處) in the country of issue. This applies to NIA applications, MOE degree recognition, Ministry of Labour work permit applications, and school enrolments.

Documents typically needed: passport-certified copy, degree certificate, marriage/birth certificate, background check. Some documents also need apostille first — check TECO requirements for your specific document type.

Inadequate typhoon preparation during typhoon season

Taiwan experiences 3–5 significant typhoons per year (June–October), with 1–2 making direct landfall. Typhoon days (颱風假) are declared by city governments — not a national holiday. Government offices, schools, and many businesses close, but the announcement often comes only 12–18 hours before the storm arrives.

⚡ Caught outdoors in dangerous conditions. Power outages lasting 1–3 days in affected areas. Flooding in low-lying apartments. Transport disruption preventing reaching work or hospital. Food shortage if unprepared.

✅ Download: Central Weather Administration app (cwb.gov.tw) for real-time typhoon alerts. Maintain a typhoon kit: 3 days of food and water, portable power bank, torch, first aid kit. Secure outdoor items (planters, furniture) before typhoon arrival. Know your building's flood risk. Check typhoon day declarations via Taipei City government app or Line official accounts. Never ride a scooter during a typhoon warning.

Signing a Chinese-only lease without translation

The vast majority of Taiwanese rental contracts are in Traditional Chinese only. Clauses covering deposit refund conditions, early termination penalties, maintenance responsibilities, and sub-letting restrictions are legally binding regardless of whether you understood them.

⚡ Unexpected deposit deductions for normal wear and tear. Early termination penalty of 1–3 months' rent. Landlord claiming unpaid repairs. Inability to challenge disputes because you cannot demonstrate the contract terms.

✅ Never sign a Chinese lease without a translation. Use a bilingual real estate agent (房仲) or pay a certified translator (NT$1,000–2,000) for a key clause summary. The JREA (landlord standardised contract template) is more tenant-friendly — ask if the landlord will use it. Photograph the apartment condition thoroughly before moving in. Ensure deposit amount, return conditions, and notice period are clearly stated.

Passport expiry before ARC renewal causes complications

If your passport expires before your ARC renewal appointment, the NIA will only issue a new ARC valid until your new passport's expiry date — potentially much shorter than the standard 1–3 years. This creates a shorter ARC and requires an additional renewal cycle with additional fees.

⚡ Truncated ARC validity requiring earlier (and more frequent) renewals. Additional renewal fees. Possible gap in valid ARC status. Banks may freeze accounts on ARC expiry before new card is issued.

✅ Renew your home-country passport at least 6 months before it expires. Do not wait until the expiry date. Some countries allow emergency passport renewal at their embassy in Taipei (check your country's AIT/BIO/BTCO/FICAC office hours).

Bank restricts account access after ARC expiry

Taiwanese banks (CTBC, Cathay, Fubon, First Bank, etc.) are required to monitor the validity of foreign customers' ARC. When your ARC expires, many banks automatically restrict online banking, ATM withdrawals, and fund transfers until an updated ARC is presented. This can occur even if your ARC renewal is in progress.

⚡ Frozen online banking access during ARC renewal period (typically 2–6 weeks). Unable to pay bills, transfer money, or access salary. Landlord payment disruption. ATM locked.

✅ Start your ARC renewal at least 30 days before expiry. Bring your new ARC to all banks within 1 week of receiving it. Ask your bank in advance about their grace period policy after ARC expiry — some allow 30 days, others lock immediately. Maintain a foreign (home country) bank account with a small reserve for emergency access during ARC transitions.

Renting in an older building without checking earthquake safety

Taiwan is one of the world's most seismically active regions — 2024 saw the strongest earthquake (7.4 magnitude, Hualien) in 25 years. Buildings constructed before 1999 (pre-921 earthquake code revision) may not meet current seismic safety standards. Some older buildings have had illegal additions (加蓋) that further compromise structural integrity.

⚡ Property damage or building collapse in a major earthquake. Injury or death from structural failure. Inability to exit quickly from high-floor illegal additions. Insurance may not cover illegally modified structures.

✅ Check the building's construction year on the lease or at the local Land Administration Office (地政事務所). Prefer buildings constructed post-2000 that comply with Taiwan's post-921 seismic standards. Inspect for illegal rooftop additions. Ask the landlord for the building's structural safety inspection record. Know your exit routes and keep a small earthquake emergency kit (water, torch, shoes) by your bed.

Not tracking APRC-qualifying residency days carefully

Taiwan's APRC (Alien Permanent Resident Certificate) requires: 5 consecutive years of legal residence AND spending no more than 183 days per year outside Taiwan (or no more than 365 days cumulative in the 5-year period for some categories). Many expats are surprised to discover they do not qualify due to untracked absences.

⚡ APRC application rejection due to insufficient qualifying days. Must restart the 5-year residency count. Continued requirement to renew ARC annually with associated costs and documentation burden.

✅ Keep a precise travel log from your first ARC date. Use an Excel or Notion tracker: entry date, exit date, days abroad per year. The NIA can provide an official travel history (出入境紀錄) for NTD$100 per page at any NIA office — check annually. Gold Card holders: APRC eligibility at 3 years (not 5) if meeting the high-salary Gold Card criteria.

Naturalisation as Taiwanese citizen may require renouncing home citizenship

Taiwan's Nationality Act currently does NOT allow dual citizenship for naturalised foreigners in most categories. If you naturalise as a Taiwanese citizen, you are required to renounce your original nationality within 1 year. The exception: Employment Gold Card holders and "specially outstanding talents" designated by the government may retain dual nationality — but the bar is very high.

⚡ Permanent loss of home-country citizenship, passport, and associated rights (voting, property ownership in some countries, social security benefits). Loss of EU freedom of movement rights for EU citizens.

Not learning Taiwan's garbage truck system

Taiwan does not have household bin collections. Garbage is taken to a garbage truck that follows a fixed route through neighbourhoods, typically 2× per week, playing a distinctive melody (Beethoven's Für Elise or A Maiden's Prayer) as it approaches. Recyclables must be separated into specific categories and presented to the recycling truck that follows.

⚡ Fine of NT$1,200–6,000 for illegal dumping. Overflowing rubbish in apartment if truck schedule is missed. Neighbour conflict. Building management complaints.

✅ Ask your building concierge or neighbour for the garbage truck schedule for your street. Most buildings also have a centralised garbage/recycling area within the building — confirm with your building manager. Use the "Taipei Smart City" app or your local district office website for truck timetables. Buy the official blue garbage bags (垃圾袋) sold at convenience stores — only official bags are accepted.

No documentation of overtime hours leading to wage disputes

Taiwanese labour law (Labour Standards Act) requires overtime pay at 4/3 (first 2 hours) and 5/3 (hours 3–4) of the standard hourly rate. In practice, many Taiwanese companies operate a long-hours culture without formal overtime records. Disputes over unpaid overtime are among the most common foreign worker labour complaints.

⚡ Unpaid overtime totalling NT$50,000–300,000+ over a year of unrecorded overtime. Weak legal position in dispute without documentation. Cannot file a successful labour complaint without evidence.

✅ Record every overtime hour: keep a calendar, email confirmations, and LINE message logs requesting overtime. Check your attendance app or company HR system for electronic records. Ask HR for monthly overtime records — employers are legally required to maintain these. If disputing unpaid overtime: file a complaint with the Labour Affairs Bureau (勞工局) of your city — it is free, anonymous, and very effective in Taiwan.

Losing your Taiwanese phone number disrupts critical services

Your Taiwanese phone number is used as the primary authentication method for banking, government portals (NIA online services), NHI, e-invoice systems, LINE Pay, and delivery services. If your SIM lapses (prepaid SIMs cancel after 90–180 days of inactivity or non-top-up), you lose access to all OTP-authenticated accounts.

⚡ Locked out of bank accounts. Unable to receive government notifications. Delivery parcels undeliverable. LINE account suspended (Line links to phone number). Recovery process: 1–4 weeks of in-person visits to each institution.

✅ Switch to postpaid SIM plan as soon as possible — postpaid is never cancelled for inactivity. If using prepaid: top up at least NT$100 every 2 months. Before any trip abroad: set up roaming or use eSIM to keep your Taiwanese number active. Register a backup email for all accounts. If changing phone numbers: update ALL accounts before cancelling the old SIM.

Renting an illegal rooftop or subdivided apartment

Many Taipei apartments have illegal rooftop additions (違建) or subdivided units that were not built with official construction permits. These are common in older buildings in popular expat neighbourhoods (Da'an, Zhongzheng, Xinyi). They are cheaper but: fire escape access may be blocked, structural standards are not verified, and the landlord cannot legally register your address.

⚡ Cannot register your ARC address at an illegal unit — ARC renewal will fail. Fire safety risk — illegal additions typically lack sprinklers and proper exits. Eviction risk if the building is scheduled for illegal structure removal (違建拆除).

✅ Before signing: check the building floor plan (建物謄本) at the local Land Administration Office — compare with the actual unit layout. If the area you are renting is not on the official floor plan, it is illegal. Ask landlords directly: "Is this unit registered in the building's official records?" Avoid any unit where the landlord cannot confirm address registration support.

Hiking mountain trails without permits or preparation

Taiwan's high mountains (100+ peaks over 3,000m including Jade Mountain/Yushan at 3,952m) require mountain entry permits (入山申請). Permits are issued by the police. Many popular trails also require National Park permits. Failure to obtain permits: the rescue cost if you need emergency extraction is billed to you — NT$50,000–300,000 for helicopter rescue.

Carry full outdoor gear regardless of season — temperatures drop dramatically above 2,000m. Download offline maps (Maps.me or AllTrails). Tell your contacts your itinerary. Download the Mountain Safety network app for emergency beacon activation.

Fake parcel delivery SMS requesting additional payment

A widespread Taiwan scam: you receive an SMS appearing to be from 7-ELEVEN, Black Cat (黑貓宅急便), or a government customs office, claiming a parcel is waiting and requiring a payment for "import fees" or "address verification." The link leads to a phishing page that steals card details.

⚡ Credit/debit card fraud. Loss of NT$5,000–50,000+ if card is compromised. Identity data harvested for further fraud.

✅ NEVER click links in SMS delivery notifications. Track parcels directly via the carrier's official app or website (t-cat.com.tw for Black Cat; post.gov.tw for Chunghwa Post). 7-Eleven and FamilyMart collect via in-store code — no payment via link is ever required. Taiwan customs rarely charges import fees via SMS — go to customs.mof.gov.tw directly for any customs queries.

Leaving Taiwan without filing final year income tax

Taiwan income tax must be filed between May 1–31 for the previous calendar year. If you leave Taiwan before the May filing deadline (mid-year departure): you must still file or appoint a tax representative. Non-residents who earned Taiwan-source income and left without filing may have their funds withheld on subsequent entry or be subject to enforcement.

⚡ Outstanding tax liability. NIA red flag on re-entry. Difficulty closing Taiwan bank accounts. Missed tax refund (many 183+ day residents are entitled to a refund).

✅ If leaving before May: file your return early at the local National Taxation Bureau (財政部) as a non-resident if below 183 days, or file the standard return. Appoint a tax representative (授權書) who can file after you leave. Keep copies of payslips, bank statements, and withholding certificates from all employers. Many Taipei CPAs offer expat tax return services for NT$3,000–10,000.

International school waiting lists in Taipei are 6–18 months

Taipei's top international schools (TAS — Taipei American School, TES — Taipei European School, Taipei British School, Redeemer International School) have significant waiting lists — particularly at elementary and secondary levels. Many families arrive in Taipei and discover they cannot enrol their children immediately.

⚡ Children with no school placement for months. Significant additional costs for home tutoring or private bridging education. Disruption to children's academic continuity. Families sometimes forced to choose a school that is not their first preference.

✅ Apply to international schools 12–18 months before your planned arrival date. Contact the admissions office immediately when you know your Taiwan start date — even before visa confirmation. Budget: TAS tuition NT$700,000–900,000/year (USD 21,000–27,000). Application fees are non-refundable. Bilingual schools (National Experimental High School, Kang Chiao International School) offer a Mandarin-English alternative at lower cost with shorter waiting lists.

Landlord refuses to allow address registration

Some Taiwanese landlords refuse to allow tenants to register their residential address (戶籍登記) at the property — often because the landlord wants to avoid tax visibility on rental income or to maintain official family registration at the address. Foreign ARC holders MUST be able to register their address. Inability to register means ARC renewal failure.

⚡ ARC renewal rejected — address registration is a requirement. Unable to register children at the local school district. Bank and government mail delivery issues. Forced to move to a cooperative landlord mid-tenancy.

✅ Ask directly before signing any lease: "Can I register my address here for ARC purposes?" Confirm in writing within the lease: "Landlord agrees to support tenant's ARC address registration at this property." If a landlord refuses after you have moved in: report to the NIA — they can intervene. Consider building the address cooperation clause into the standard lease as a non-negotiable condition.

Ignoring cryptocurrency and foreign investment income in Taiwan tax return

Taiwan taxes Taiwan-source income (Taiwan-based employment, Taiwanese company dividends, Taiwan real estate gains). However: cryptocurrency trading gains may be classified as "financial transaction income" and taxable. Foreign-source income exceeding NT$1,000,000/year AND total net income exceeding NT$6,670,000 triggers the Alternative Minimum Tax (AMT — 基本稅額), computed as 20% of AMT base.

⚡ AMT liability unexpectedly due at NT$100,000–1,000,000+ for high earners with significant foreign income. Undeclared crypto gains flagged by financial intelligence. Penalty for understating income: 0.5–3× the understated tax.

✅ Keep detailed records of all cryptocurrency transactions with timestamps and values in NTD equivalent. Report foreign-source income on the basic income declaration supplement (Form 1P) if it exceeds NT$1,000,000. Work with a CPA experienced in international taxation to determine whether AMT applies to your situation. The Gold Card 50% income exclusion reduces AMT exposure for eligible holders.

Foreign car driving licences must be converted at a Motor Vehicles Office — rules vary by nationality

Foreign nationals may drive in Taiwan on a valid foreign licence for up to 30 days from arrival (visitors) or 1 year from becoming an Alien Resident Certificate (ARC) holder (residents). After these periods, you must apply for a Taiwan driving licence at a Motor Vehicles Office (監理所). Conversion rules vary: nationals of countries with reciprocal agreements (including most EU countries, US, UK, Canada, Australia, Japan, and South Korea) can exchange their licence by document submission and a simple road rules test. Nationals from countries without reciprocal agreements must take a full road test. Scooter and car licences are separate in Taiwan — holding a foreign car licence does not automatically confer scooter riding rights without separate testing.

⚡ Driving after the allowable period on an unconverted foreign licence is a road traffic offence. Insurers may deny claims for accidents where the driver lacked a valid Taiwan licence. Fines and licence suspension can follow traffic stops.

Book your appointment online via the Motor Vehicles e-service platform. Note: converting your car licence does not transfer scooter riding rights — those require a separate practical test at the 監理所.
