Benefits, contributions, and how the system works for expats.
Taiwan’s social protection for foreign residents is strongest for employees enrolled in NHI, Labour Insurance and Labour Pension. Coverage depends on job, ARC category and employer compliance.

National Health Insurance
全民健康保險 (NHI)
Universal public healthcare covering outpatient, inpatient, dental, Chinese medicine, and prescription drugs
All ARC holders employed by a Taiwan employer, enrolled automatically within 3 days of hire. New arrivals not yet employed: enroll at local NHI branch after 6 months of ARC residency (or immediately for some categories).
Employer files with NHI Administration (NHIA) within 3 days of hire. Self-enrollment: bring ARC to nearest NHI district office. NHIA hotline: 0800-030-598 (free, English line available).
Labour Insurance
勞工保險 (BLI)
Work injury, ordinary sickness, maternity, disability, old-age and death benefits
Employees aged 15–65 working for employers with 5+ employees; smaller employers may voluntarily enroll. Foreign workers with valid ARC and work permit must be enrolled by employer from day 1.
Employer files with Bureau of Labor Insurance (BLI) within 3 days of hire. Check coverage at: www.bli.gov.tw. If employer fails to enroll, report to city Labour Bureau (勞動局) or call 1955.
Employment Insurance
就業保險
Unemployment benefit (60% of insured salary × up to 6 months), parental leave allowance, vocational training living allowance
Employees insured under Labour Insurance. Foreign workers with a valid work permit are eligible for parental leave allowance; unemployment benefit for foreigners requires re-employment qualification check.
Enrolled by employer automatically alongside Labour Insurance. Unemployment claim: register at local Employment Service Station (就業服務站) within 14 days of job loss. Parental leave allowance claim: apply to BLI within 10 days of leave start.
Labour Pension
勞工退休金 (Labour Pension Act 2005)
Defined-contribution individual retirement account — portable across employers, held at BLI
All employees subject to the Labour Standards Act. Foreign workers holding ARC with valid work permit are covered. Workers on ARC longer than 5 years must be enrolled; some short-term or project-based foreign workers may be excluded — confirm with MOL.
Employer must open individual account at BLI within 15 days of hire. Check account balance at: www.bli.gov.tw (requires NHI card reader or online ID). Voluntary contributions: file election form with employer at any time.
Parental leave allowance
育嬰留職停薪津貼
Income support while taking eligible unpaid parental leave under the Gender Equality in Employment Act
Parent insured under Employment Insurance for 1+ year; on approved unpaid parental leave; child under age 3. Foreign workers with Employment Insurance enrollment are eligible.
Apply to BLI within 10 days of leave start. Documents: ARC, birth certificate/household registration, employer leave approval letter, bank account.

Contribution Overview
At 2026 minimum wage (NT$29,500/month), a standard employee pays approximately: NHI ~NT$458/month (employee 30% of 5.17%); Labour Insurance ~NT$560/month (employee 20% of ordinary risk); Employment Insurance ~NT$59/month (employee 20% of 1%); Labour Pension NT$0 from salary (employer pays 6% = NT$1,770/month separately). Total monthly employee deductions for social insurance: approximately NT$1,077/month at minimum wage. Employer costs are additional: NHI ~NT$916/month, Labour Insurance ~NT$1,960/month (70%), Labour Pension NT$1,770/month (mandatory). Payslips must itemise all deductions — request breakdown from employer if not shown.
International Social Security Agreements
Taiwan has limited social security totalization agreements compared with EU countries. Home-country pension coordination may be limited; plan privately.
If your employer avoids enrollment, your visa, healthcare and pension rights can be harmed. Keep payslips and check coverage.
