Professional qualification recognition in the UAE is sector-specific and handled by the relevant regulatory authority for each profession. There is no single national qualifications framework equivalent to NARIC/ENIC in Europe. UAE residency does not automatically validate your foreign qualifications — licensing must be obtained from the relevant authority for regulated professions. The UAE Ministry of Education can evaluate foreign academic qualifications for comparison purposes. Most qualifications from UK, US, EU, Australia, and Commonwealth countries are readily accepted by UAE employers without formal recognition, but regulated professions (healthcare, law, engineering, education) require specific licensing.
Regulated Professions
Process: Each profession has its own licensing authority. Healthcare professionals: DHA/DOH licensing exam or dataflow verification process. Engineers: UAE Society of Engineers (UAESOE). Architects: Engineers UAE. Lawyers: licensed by the relevant emirate's Judicial Department. Teachers: MOE ADEK/KHDA school licensing. Process typically: submit application → document verification → exam (if required) → licence issued.
Authority: Dubai Health Authority (DHA) for healthcare in Dubai — dha.gov.ae. Department of Health Abu Dhabi (DOH) — doh.gov.ae. UAE Society of Engineers (UAESOE) — uaesoe.ae. Ministry of Justice for lawyers. KHDA/ADEK for teachers.
Timeline: 1–6 months depending on profession and documentation completeness. Healthcare licensing (DHA/DOH): 2–4 months with full documentation.
Cost: DHA Professional Licence: AED 500–2,500/year depending on category. Engineering licence: AED 500–1,000. Teaching licence: AED 300–500. Dataflow document verification (healthcare): USD 150–250 per document.
Academic Degrees
Authority: UAE Ministry of Education — Academic Credential Evaluation Division (moec.gov.ae)
Process: If you need formal academic equivalency (for employment in government sector, further study applications, or visa purposes), apply to the Ministry of Education Credential Evaluation Service. Submit: attested degree certificates, official transcripts, institution verification letter, and application form. Online portal available.
Equivalency service: Ministry of Education UAE Credential Evaluation — moec.gov.ae/education/credential-evaluation. Processing time: 2–8 weeks. Cost: AED 300–800 per certificate.
Document Rules
Apostille: For documents from countries that are members of the Hague Apostille Convention, an apostille stamp is sufficient. The UK, US, Australia, most EU countries, and many others are members. UAE is not currently a member of the Apostille Convention (as of 2026), which means that even apostilled documents from Convention countries still require additional attestation by the UAE Embassy/Consulate in the issuing country.
Legalisation: Documents for use in the UAE require the following chain of attestation: (1) Notarisation in the home country, (2) Attestation by the home country's Ministry of Foreign Affairs (or equivalent), (3) Attestation by the UAE Embassy or Consulate in the home country. For UK documents: UK Foreign, Commonwealth and Development Office (FCDO) apostille → UAE Embassy London stamp. For US documents: Secretary of State apostille → UAE Embassy Washington. After attestation: submit to UAE Ministry of Foreign Affairs and International Cooperation (MOFAIC) for final UAE attestation.
Sworn translation: All documents submitted to UAE government authorities must be in Arabic or accompanied by a certified Arabic translation. Translations must be done by a Ministry of Justice-certified legal translator. Cost: AED 100–300 per page. Available at typing centres and certified translation offices across Dubai and Abu Dhabi.

Typical Timelines
Document attestation chain (home country to UAE): 4–12 weeks depending on country. Healthcare DHA/DOH licensing: 2–4 months. Engineering UAESOE membership: 4–8 weeks. Teaching licence: 6–12 weeks. Academic credential evaluation: 2–8 weeks. Allow at least 3–6 months for full professional registration from the point of arrival in UAE.
Dataflow is the primary background verification company used by DHA and DOH for healthcare professional credential verification. Healthcare professionals should begin the Dataflow process before arriving in the UAE — it can take 2–3 months. Some professions (particularly healthcare) cannot legally practice in the UAE until fully licensed — ensure you do not start practising before your licence is issued.
