Permanent Residency (Residencia Permanente)
Eligibility
Foreigners who have held Uruguayan temporary residency for at least 2 years with continuous legal presence. Some categories (parents of Uruguayan children, spouses of Uruguayan citizens, long-term investors) can apply directly for permanent residency without the 2-year temporary residency requirement. Independent Means Visa (2026, Law 20.446): the previous $590k real estate + 60-day route was replaced from January 1, 2026 — new qualification requires 183+ days physical presence, OR approximately USD 2M in real estate, OR USD 100k/year invested in the national venture capital fund.

Permanent residency holders receive a long-validity Cédula de Identidad, access to all public services (BPS, FONASA, ASSE, UDELAR), and the right to work in any sector. Dual citizenship is allowed — Uruguay fully allows dual (and multiple) nationality. There is no requirement to renounce your existing citizenship when naturalising as Uruguayan. Similarly, Uruguayan citizens who naturalise in another country do not automatically lose their Uruguayan citizenship. This makes Uruguay particularly attractive for expats from countries that also allow dual nationality (UK, Australia, Canada, France, most EU countries). US citizens should be aware of US worldwide income tax obligations which continue regardless of other nationalities held.
