Visa-Free Access

Citizens of EU member states, UK, USA, Canada, Australia, New Zealand, Japan, South Korea, and all MERCOSUR/South American countries can enter Uruguay visa-free for up to 90 days as tourists. Many nationalities get 30 days extendable to 90 days. Full list at cancilleria.gub.uy. Overstaying tourist entry is a serious issue — fines and complications for future residency applications.

All residency applications are processed by DNM (Dirección Nacional de Migración). Book appointments (turnos) online at migracion.gub.uy — waiting times for first appointment can be 4–8 weeks in Montevideo. Apostilles must be from the origin country — Uruguay is a Hague Convention member. All non-Spanish documents require certified translation by a translator registered with the MEC or a Uruguayan escribano. After receiving residency, register at BPS for social security, at FONASA for health coverage, and at DGI for tax purposes within 30 days.

Mercosur Temporary Residency

Eligibility

Nationals of Argentina, Brazil, Paraguay, Bolivia, Chile, Colombia, Ecuador, Peru, and Venezuela. The Mercosur Residency Agreement is the fastest route for South Americans.

2–4 months at DNM Montevideo. Turno (appointment) required — book online at migracion.gub.uy.

💡 Mercosur nationality nationals can receive a Cédula de Identidad provisoria while waiting for full residency approval. This allows work, banking, and services. Annual BPS contributions create the basis for eventual pension rights.

Temporary Residency (General)

Duration: 2 years, renewable

Eligibility

All nationalities — requires demonstrating a legal basis such as employment, family ties, investment, retirement income, or self-sufficiency.

Processing time

3–6 months typical. DNM appointment required. Some categories (employment-based) can obtain a work permit (habilitación laboral) within 30 days of filing.

Requirements

✓Apostilled birth certificate with certified Spanish translation
✓Criminal record certificate from each country of residence for last 5 years (apostilled + translated)
✓Proof of income or means: employment contract (with BPS registration), pension statements, or investment income evidence

Permanent Residency

Duration: Indefinite — permanent residency status

Eligibility

Applicants who have held temporary residency for at least 2 years (some categories can apply directly for permanent residency including those with Uruguayan family members).

✓Proof of established ties to Uruguay (continued residence, employment, or family)

💡 Permanent residency is the gateway to Uruguayan citizenship (after 3 years of permanent residency with good standing). Permanent residents receive a long-validity Cédula de Identidad and are entitled to all public services including BPS/FONASA social security.

Retirement / Pension Residency

💡 Uruguay does not have a specific "retirement visa" law but processes retirees under the standard temporary residency framework with pension income as the legal basis. The 7-year foreign income IRPF exemption makes this very favourable for foreign retirees.
