Permanent Residency

Eligibility
Foreign nationals who have held a valid temporary residence permit (ВНЖ временное) for at least 5 continuous years in Kazakhstan. Also available to: ethnic Kazakhs (Qandas) on an expedited basis; spouses of Kazakhstani citizens after 3 years of marriage and continuous residence; foreign nationals who have made significant economic contributions.

Issued for 10 years, renewable.

Processing time: 3–6 months. Application submitted at the Migration Service Centre (ЦОМ) with supporting documents. Permanent residents have the same rights as citizens for most purposes except: cannot vote in elections, cannot hold certain government positions, cannot own agricultural land (same restriction as temporary residents).

Spouses of Kazakhstani citizens may apply after 3 years of marriage with residence (reduced from 5 years).

Processing time: 6–12 months. Citizenship is formally granted by Presidential decree. The requirement to renounce your original citizenship is a significant barrier for most Western expats — most choose to maintain their home-country passport instead. Qandas (ethnic Kazakhs repatriated from abroad) receive fast-tracked citizenship with a transition period that temporarily permits dual status.

Eligibility
Persons of Kazakh ethnic origin (documented by ancestry, Kazakh language proficiency or ethnic identity records) who are citizens or permanent residents of other countries and wish to relocate permanently to Kazakhstan.

Requirements

Provides housing assistance, free language courses, priority employment support, and fast-tracked citizenship. The Qandas programme primarily targets ethnic Kazakhs from China, Mongolia, Russia, Uzbekistan and other post-Soviet states. The brief transitional period of dual-permit holding during renunciation is the only recognised exception to Kazakhstan's strict no-dual-citizenship rule.
Naturalisation via Marriage to a Kazakhstani Citizen
Eligibility
Foreign nationals married to a Kazakhstani citizen may apply for citizenship after 3 years of continuous lawful residence in Kazakhstan — reduced from the standard 5-year permanent-residence requirement. The marriage must be genuine and subsisting at the time of application.

The marriage route reduces the standard 5-year permanent-residence clock to 3 years. Renunciation of prior citizenship remains mandatory regardless of the route used. Most Western expats who marry Kazakhstani citizens choose to keep their home-country passport and remain on a long-term residence permit rather than naturalise.
Golden Visa — 10-Year Investor Residency (from May 2025)
Eligibility
Foreign nationals who invest at least USD 300,000 in the charter capital of a Kazakhstani company or in locally traded publicly listed securities receive a 10-year renewable residence permit. Effective May 10, 2025.

The Golden Visa grants long-term residency, not citizenship. After 5 years of continuous residence (or 3 years if married to a Kazakhstani citizen), the holder may apply for naturalisation through the standard route — which requires renouncing prior citizenship. Apply via Kazakhstan e-government portal (egov.kz).

Dual citizenship is not allowed — Kazakhstan strictly prohibits dual citizenship. Upon naturalisation as a Kazakhstani citizen, you must renounce your previous citizenship and surrender your foreign passport to Kazakhstani authorities. This is a significant and irreversible commitment. The only exception is a limited transitional period for Qandas (ethnic Kazakh returnees) who temporarily hold both citizenships while the renunciation process is completed. Most expats from Western countries prefer to maintain their home-country citizenship and simply hold a long-term residence permit.
