Register at enbek.kz or visit your local Employment Centre (ЦЗН) with your IIN, passport/residence permit, employment record book (трудовая книжка), and termination order. Registration is completed same-day. Foreign nationals can register if they have a valid residence permit.

💼 Work Permits
EU citizens do not have preferential access to the Kazakhstan labour market compared to other nationalities. All non-CIS foreign nationals require a standard work permit. However, Category I (highly qualified specialist) status is available for those earning 150+ MCI/month (₸648,750/month in 2026; MCI = ₸4,325 for 2026), which greatly simplifies the process.
Non-CIS nationals need: 1) Employer confirms available quota allocation. 2) Employer submits work permit application to the Regional Department of Labour (Управление труда) with justification that the role cannot be filled by a Kazakhstani national. 3) Work permit issued (valid 1 year, renewable) — attached to the employer. 4) Employee applies for business visa / work residence permit (ВНЖ). Process takes 1–3 months. CIS nationals (Russia, Belarus, Kyrgyzstan, Armenia, Tajikistan under EAEU) do not require a work permit.
No EU Blue Card equivalent exists. Kazakhstan has a Category I "Highly Qualified Specialist" (ВКС) status for those earning 150+ MCI/month (₸583,950+), which exempts from the quota system and has a simplified permit process. AIFC employees (working within the AIFC jurisdiction) also benefit from a separate simplified employment regime.
No dedicated digital nomad or freelancer visa. Freelancers can register as Individual Entrepreneurs (ИП) and work legally — ИП registration takes 1 day and costs ~₸3,893 (1 MCI). Freelance income tax: flat 3% (патент/patent tax) or 3% + 0.5% on simplified declaration. Many digital nomads enter on a 30-day visa-free arrangement and renew by border run.
