Employment Centre

Центр занятости населения (ЦЗН)

Register at enbek.kz or visit your local Employment Centre (ЦЗН) with your IIN, passport/residence permit, employment record book (трудовая книжка), and termination order. Registration is completed same-day. Foreign nationals can register if they have a valid residence permit.

Expat eligibility: Foreign nationals with a valid residence permit (ВНЖ) and who have contributed to МТСБ social insurance fund can register for unemployment benefits. Work permit holders whose permit has expired are not eligible — they must depart Kazakhstan within 10 days of permit expiry.

EU Citizens

EU citizens do not have preferential access to the Kazakhstan labour market compared to other nationalities. All non-CIS foreign nationals require a standard work permit. However, Category I (highly qualified specialist) status is available for those earning 150+ MCI/month (₸648,750/month in 2026; MCI = ₸4,325 for 2026), which greatly simplifies the process.

Non-EU Citizens

Non-CIS nationals need: 1) Employer confirms available quota allocation. 2) Employer submits work permit application to the Regional Department of Labour (Управление труда) with justification that the role cannot be filled by a Kazakhstani national. 3) Work permit issued (valid 1 year, renewable) — attached to the employer. 4) Employee applies for business visa / work residence permit (ВНЖ). Process takes 1–3 months. CIS nationals (Russia, Belarus, Kyrgyzstan, Armenia, Tajikistan under EAEU) do not require a work permit.

EU Blue Card

No EU Blue Card equivalent exists. Kazakhstan has a Category I "Highly Qualified Specialist" (ВКС) status for those earning 150+ MCI/month (₸583,950+), which exempts from the quota system and has a simplified permit process. AIFC employees (working within the AIFC jurisdiction) also benefit from a separate simplified employment regime.

Freelancer Visa

No dedicated digital nomad or freelancer visa. Freelancers can register as Individual Entrepreneurs (ИП) and work legally — ИП registration takes 1 day and costs ~₸3,893 (1 MCI). Freelance income tax: flat 3% (патент/patent tax) or 3% + 0.5% on simplified declaration. Many digital nomads enter on a 30-day visa-free arrangement and renew by border run.

⏱️ Work Culture

Typical hours 40 hours/week (5 × 8-hour days) standard under Labour Code. Oil & gas, banking, and consulting sectors commonly work 45–55+ hours. IT and startup sectors trend toward flexible 40-hour weeks. Summer Fridays (короткая пятница) common in some companies.

Annual leave 24 calendar days minimum annual leave (Labour Code Art. 89). Additional days for hazardous occupations. Most corporate employers offer 24–28 days. AIFC-registered companies often offer international standard (25–30 days).

Sick leave Employer pays full salary for first 3 calendar days. МТСБ social insurance pays from day 4 for up to 6 months per calendar year. Official sick note (листок нетрудоспособности) required from a licensed healthcare provider from day 1.

Trial period Up to 3 months (6 months for heads of department/senior management). Must be specified in the employment contract. Either party may terminate with 3 calendar days notice during the trial period.

Notice period 1 month standard for employee resignation. Employer gives 1 month notice for redundancy or pays 1-month salary in lieu. Mutual agreement termination (по соглашению сторон) is common and may include negotiated severance payment.

Salary range Oil & gas engineers: ₸1,200,000–4,000,000/month. IT developers: ₸700,000–2,000,000/month. Finance/banking: ₸600,000–2,500,000/month. English teachers: ₸200,000–600,000/month (international schools ₸800,000–2,000,000+). Project managers: ₸800,000–3,000,000/month.

Pay frequency Monthly payroll. Labour Code requires wages paid at least twice per month (advance + main payment). Most employers pay once monthly on a fixed date (typically 5th, 10th, or 25th of the month).

Contract types

·Indefinite (бессрочный) — standard for permanent employment, most common in corporate sector
·Fixed-term (срочный) — up to 1 year (renewable); most common for work permit holders
·Project-based — tied to completion of a specific project; common in oil & gas and construction
·Part-time (неполное рабочее время) — less common; used in retail and service sectors

📝 Application Tips

CV format: A 1–2 page CV in Russian or English is standard (Russian preferred for most local companies, English for multinationals and AIFC). Include a professional photo (expected in Kazakhstan). List achievements with quantifiable metrics. Avoid the Western "no photo" rule — it does not apply here.

Cover letter: Usually not required

Language: Russian is essential for most corporate roles. Kazakh language skills are increasingly valued in government-adjacent sectors and give a strong advantage. English is required in AIFC, oil & gas multinationals, and international organisations.

Interviews: Formal and hierarchical. Dress professionally (suit/formal attire expected). Address interviewers by name and patronymic (Иван Иванович / Айгүл Бекова) unless invited to use first names. Relationship-building (small talk about family, the city) is common before getting to business. Multiple interview rounds are common for senior roles. Punctuality is important for the interviewee.
