Almaty is in a high seismic activity zone

Almaty is located at the foot of the Tian Shan mountains in a zone of active tectonic activity. The city was largely destroyed by earthquakes in 1887 and 1910. While modern buildings have improved earthquake standards, the risk of a significant earthquake remains real.

⚡ Building damage, injuries, infrastructure disruption. Older Soviet-era buildings are more vulnerable.

✅ Prepare a 72-hour emergency kit. Know your building's emergency exits. Follow Kazakhstani earthquake safety guidance: DROP, COVER, HOLD ON. Do not run outside during shaking. Register with your embassy for emergency alerts.

Photography near government buildings and military facilities is restricted

Taking photographs of military installations, government buildings (presidential palace, parliament, intelligence services headquarters), and certain infrastructure (bridges, power plants) is prohibited in Kazakhstan.

⚡ Detention by police or security services, confiscation of equipment, fines, potential deportation for foreigners.

✅ Avoid photographing anything that looks like a military or government installation. If unsure, ask permission before photographing. Tourist areas, markets, streets, and nature are generally fine.

KZT (tenge) can be volatile — maintain foreign currency savings

The Kazakhstani tenge has experienced significant devaluations (2015: -52%, 2020: -20%). While the currency has stabilised, Kazakhstan's dependence on oil exports means the KZT is vulnerable to oil price shocks.

⚡ Savings held entirely in KZT can lose significant value during a devaluation. Higher cost of imported goods during weak tenge periods.

✅ Maintain savings in USD or EUR as well as KZT. Do not hold all assets in local currency. Expat-standard benchmark: keep living expenses + 6 months buffer in KZT; longer-term savings in USD/EUR.

Almaty has serious air pollution in winter months

Almaty sits in a mountain basin with limited air circulation. In winter, coal heating, vehicle emissions, and geographic factors create severe air pollution episodes (smog). Air Quality Index (AQI) regularly exceeds 200 (Very Unhealthy) in December–February.

⚡ Respiratory health effects for sensitive individuals. Long-term exposure is a health concern. Children and those with pre-existing respiratory conditions most at risk.

✅ Install an AQI monitoring app (IQAir, Windy). On high-pollution days: stay indoors, use an air purifier (HEPA filter), wear an N95/FFP2 mask outdoors. Request upper-floor apartments where air quality is marginally better.

Bring sufficient prescription medications and carry documentation

Some medications common in Western countries may not be available or be controlled substances in Kazakhstan. Customs may confiscate undeclared medications. Carry enough for your stay plus a buffer.

✅ Bring 3–6 months supply of any critical medications. Carry a doctor's prescription letter in English and Russian. Declare controlled substances at customs. Check Kazakhstani customs regulations for your specific medication before travel.

Landlord must provide migration registration (propiska)

Your landlord is legally required to register you with migration authorities. Some landlords try to avoid this to hide rental income from tax authorities. Without official registration, you are technically illegally residing at that address.

⚡ Fines for both you (₸34,150) and the landlord. Complications with IIN address updates, OSMS registration, and other services requiring proof of residence.

✅ Include migration registration as an explicit requirement in your lease contract before signing. Confirm registration within 3 days of moving in. If landlord refuses, look for another property or seek advice from the ЦОМ on alternative options.

Kazakhstan has a high road accident rate

Kazakhstan consistently ranks among countries with higher road accident fatality rates. Aggressive driving, poor road conditions in some areas, inadequate lighting on rural roads, and occasional drunk driving are contributing factors.

⚡ High risk of accident if defensive driving is not practiced. Pedestrians are particularly at risk in urban areas.

✅ Drive defensively. Always wear a seatbelt. Install a dashcam (essential for insurance disputes). Avoid driving at night outside cities when possible. As a pedestrian, look both ways even on one-way streets and use pedestrian crossings but do not assume drivers will stop.

Certain dog breeds are prohibited or restricted in Kazakhstan

The 2022 "Dangerous Dogs" regulations prohibit or heavily restrict ownership of certain breeds including pit bull-type dogs, American Staffordshire Terriers, Dogue de Bordeaux, Cane Corsos, and others. Check the full current list before relocating with a dog.

⚡ Prohibited breed dogs can be confiscated and euthanised. Owners face fines and potential criminal liability if the dog causes injury.

✅ Check the current restricted breeds list at Kazakhstan's Committee for Veterinary Control before planning pet relocation. If your dog is on the restricted list, consult a Kazakhstani lawyer before proceeding.

Internet and social media may be blocked during civil unrest

Kazakhstan blocked social media platforms (Facebook, Instagram, WhatsApp, Telegram) and significantly throttled internet speeds during the January 2022 civil unrest. Government has legal authority to restrict internet access during declared states of emergency.

⚡ Loss of communication with family and colleagues abroad. Remote workers may be unable to work for the duration of restrictions.

✅ Install a reliable VPN (ExpressVPN, NordVPN, Mullvad) before any restrictions are imposed — VPN installation becomes very difficult once restrictions are in effect. Keep contact numbers stored offline. Register with your embassy for emergency communications.

Keep records of all UAPF pension contributions

Your mandatory pension contributions (10% of salary) accumulate in your UAPF account and can be withdrawn when you permanently leave Kazakhstan. Discrepancies between actual contributions and your UAPF balance do occur — particularly if employers pay late or underreport salaries.

⚡ Lower pension balance than expected. Difficulty proving employer underpayment without records.

✅ Check your UAPF balance at enpf.kz quarterly. Keep copies of your payslips showing ОПВ (pension) deductions. Discrepancies should be reported to the employer and if not resolved, to the Labour Inspectorate.

Foreign nationals cannot own agricultural land in Kazakhstan

Foreign individuals and foreign-controlled companies are prohibited from owning agricultural land in Kazakhstan. This includes much of Kazakhstan's vast rural territory. Foreign nationals can own urban residential property (apartments) but not land outside urban zones.

⚡ Any agricultural land purchase by a foreign national is void and the registration will be refused. Attempting to circumvent this through Kazakhstani nominees carries significant legal risk.

✅ Only purchase residential apartments in urban areas. Consult a Kazakhstani property lawyer before any land purchase to confirm the land category and permissibility for foreign ownership.

Tick-borne Encephalitis (TBE) risk in forested and mountain areas

Tick-borne Encephalitis is present in forested and mountainous areas of Kazakhstan, particularly in the Tian Shan mountains near Almaty and in northern Kazakhstan forests, primarily in spring and early summer (April–July).

⚡ TBE causes severe brain inflammation. No specific treatment — prevention is critical. Fatality rate 1–20% depending on sub-type.

✅ Vaccinate against TBE before hiking season. Use tick repellent (DEET, Permethrin). Wear long sleeves and trousers when hiking. Check for ticks after outdoor activities. Remove attached ticks promptly. If bitten: seek medical attention immediately.

Aral Sea region has significant environmental contamination

The former Aral Sea region in southern Kazakhstan (Kyzylorda region) has severe environmental contamination from Soviet-era pesticide use and the drying of the sea. Dust from the dry seabed contains salt, heavy metals, and pesticide residues.

⚡ Increased respiratory, cardiovascular, and cancer risk for long-term residents of the region. Short-term visitors face dust inhalation risks.

✅ If working or living in the Kyzylorda/Aralsk region: use N95 masks during dust storms, do not consume local tap water without filtration, consult a doctor about regional health risks.

Stray dogs and rabies risk in some areas

Kazakhstan has a significant stray dog population, particularly in smaller cities, industrial areas, and outskirts. Rabies has been reported in wild and stray animals. Dog bites require immediate medical attention.

⚡ Rabies is fatal if untreated. Dog bites from any animal (stray dog, fox, bat) must be treated as potential rabies exposure until proven otherwise.

✅ Do not approach stray dogs. If bitten: wash the wound immediately and thoroughly with soap and water for 15 minutes, then seek medical attention immediately for post-exposure prophylaxis (PEP). Pre-exposure rabies vaccination strongly recommended for outdoor workers.

Annual income tax declaration required for self-employed and foreign income earners

Kazakhstan tax residents with foreign income, self-employment income (ИП), property income, or investment income must file an annual income declaration (Form 240.00) by March 31 and pay any tax due by April 10. Employed individuals whose only income is salary from a Kazakhstani employer generally do not need to file.

⚡ Late filing: fine of 2 MCI (₸7,786 in 2026) per month. Undeclared income may result in tax audits, back taxes, and penalties of 100–150% of underpaid tax.

Annual vehicle technical inspection (техосмотр) is mandatory

Vehicles over 3 years old require annual technical inspection (техосмотр) from an authorised inspection station. Vehicles 0–3 years are exempt. A valid technical inspection coupon (талон техосмотра) must be visibly displayed on the windscreen.

⚡ Driving without a valid техосмотр: fine of ₸19,465. Failure to display the coupon: additional fine.

✅ Track your vehicle's inspection due date. Book via the Kөlik portal (gov.kz). Costs ₸3,000–8,000. Most authorised centres complete the inspection in 1–2 hours.

Some medications and vaccines require cold chain — plan travel carefully

Extreme temperatures in Kazakhstan (both summer heat and extreme winter) can affect medications requiring cold chain storage. In winter, liquid medications can freeze in outdoor bags or in vehicle gloveboxes. In summer, insulin and other biologics can degrade in high heat.

⚡ Degraded medications may be ineffective or harmful.

✅ Use insulated medication pouches. During winter: keep temperature-sensitive medications in an inner pocket against your body when outdoors. During summer: store in a cool bag or refrigerator. Plan international travel with sufficient buffer supply in case of delays.

Some landlords overcharge for migration registration (propiska)

Some landlords exploit the fact that new arrivals need their help for migration registration (propiska) and charge ₸50,000–100,000 or more for what is a simple administrative formality. Providing registration is a legal obligation for landlords who rent to foreigners — it is not an optional service to be sold.

⚡ Financial exploitation. ₸5,000–10,000 for a landlord's time is reasonable; ₸50,000+ is extortion.

✅ Clarify migration registration terms in writing before signing the lease. The landlord must accompany you to the ЦОМ — this is part of the rental arrangement. A fee of ₸5,000–15,000 for the landlord's time is reasonable. If a landlord demands ₸50,000+ or refuses outright, look for a different property.

Carbon monoxide risk from gas heating in older buildings

Older gas heating systems in Soviet-era apartment buildings can produce carbon monoxide. Poor ventilation and inadequate maintenance increase the risk. Carbon monoxide is odourless and lethal at high concentrations.

⚡ Headaches, nausea, loss of consciousness, death in severe cases.

✅ Install a carbon monoxide detector in your apartment (₸3,000–8,000 at hardware stores). Ensure gas appliance ventilation is unobstructed. Report any smell of gas immediately: call 104 (gas emergency) and evacuate. Annual gas appliance checks should be conducted by the building management company.

Pet import requires government veterinary import certificate — apply 3–4 weeks in advance

Importing dogs or cats into Kazakhstan requires a veterinary import certificate issued by the state veterinary authority of the origin country within 5 days of travel, a current rabies vaccination (not less than 30 days and not more than 12 months old), an ISO-compliant microchip (11784/11785), and an import permit from Kazakhstan's Committee for Veterinary Control and Supervision (QVKS). Kazakhstan is part of the EAEU customs union, so Eurasian Economic Union veterinary import rules apply to all incoming animals. Animals from some countries classified as high rabies-risk may face 30-day quarantine at a designated facility on arrival. The primary veterinary inspection point for air arrivals is Almaty International Airport customs veterinary post.

⚡ Animals without the origin-country government veterinary certificate are refused entry. Quarantine costs at the Almaty state quarantine facility can reach ₸15,000–30,000 per day. Errors in documentation restart the permit process and cannot be rectified at the airport; animals must return to the country of origin at the owner's expense.

✅ Contact the nearest Kazakhstani embassy or QVKS 6–8 weeks before travel to confirm current EAEU import requirements for your origin country, as rules change periodically. Arrange the official government veterinary certificate (not a private clinic certificate) from your country's state veterinary authority within 5 days of your flight. Ensure the microchip was implanted before the rabies vaccination. Obtain the QVKS import permit before travel. For complex origin countries, use a specialist international pet relocation agent to coordinate the paperwork and avoid errors.
