Kazakhstan has a formal qualification recognition system administered by the National Centre for Educational Quality Assessment (НКОКО). Foreign academic qualifications must be "nostrified" to use them in government employment, to continue studies, or in regulated professions. Professional licences in healthcare, law, and engineering require separate recognition by the relevant ministry. Qualifications from Bologna Process and top Western universities are generally straightforward. AIFC-registered professionals operate under English common law with separate rules.
Regulated Professions
Process: Step 1: Have your foreign degree apostilled in the country of issue. Step 2: Obtain a notarised Russian translation of all documents. Step 3: Submit to the relevant ministry (for professions) or to НКОКО (for academic recognition). Step 4: Pass any required qualification exam (required for medicine, law advocacy, and some engineering roles). Step 5: Obtain the Kazakhstani professional licence or the nostrification certificate.
Authority: National Centre for Educational Quality Assessment and Information Technologies (НКОКО) for academic degrees. Relevant ministry (Health, Education, Industry) for professional licences. AIFC courts and AFSA for AIFC-registered practitioners.
Timeline: 30–45 working days for standard academic nostrification. Professional licence recognition: 1–3 months depending on profession. Medicine is the most stringent — qualification exams can add several months.
Cost: ₸43,250 state duty for higher and postgraduate education nostrification (bachelor's, master's, and doctoral — 10 MCI at the 2026 MCI rate of ₸4,325). Notarised translations: ₸2,000–8,000 per page. Professional licence application fees vary by ministry (₸5,000–20,000).
Academic Degrees
Authority: National Centre for Educational Quality Assessment (НКОКО — Национальный центр оценки качества образования). Operates under the Ministry of Education and Science (МОН РК). Website: nkaoko.kz.
Process: Nostrification (нострификация): Submit original degree certificate (apostilled), official transcripts (apostilled), and notarised Russian translations to НКОКО. The centre determines the Kazakhstani equivalent level (bachelor, master, PhD) and issues a nostrification certificate (справка о признании документа об образовании). Processing: 30–45 working days. Submit in person or by post to НКОКО offices in Almaty or Astana.
Equivalency service: Nazarbayev University degrees are recognised without nostrification. Post-Soviet country qualifications are often recognised automatically (check bilateral agreements). Bologna Process European university degrees (post-1999) are generally straightforward. US, UK, Canadian, and Australian degrees from regionally accredited universities are recognised after standard nostrification.
Document Rules
Apostille: Foreign documents used in Kazakhstan must bear the Hague Convention Apostille from the issuing country's competent authority. Kazakhstan is a signatory to the Hague Apostille Convention. Academic documents (degree, transcript), civil documents (birth certificate, marriage certificate), and official correspondence require apostille. Apostille is obtained in the country of issue before arrival.
Legalisation: For countries not party to the Hague Convention, full consular legalisation is required: documents must be legalised by the Ministry of Foreign Affairs of the issuing country, then by the Kazakhstani consulate/embassy in that country. Sworn translation: All foreign documents submitted to Kazakhstani authorities must be accompanied by a notarised Russian translation (нотариально заверенный перевод) prepared by a certified translator (присяжный переводчик). Translation must be signed by the translator and notarised by a Kazakhstani notary. Cost: ₸2,000–8,000 per page depending on language pair and document complexity.

International schools and private companies often hire directly based on foreign qualifications without requiring formal nostrification — the requirement is primarily enforced for state employment and regulated professional practice. Oil and gas industry international certifications (OPITO, IOGP, SPE) are widely accepted at major projects (Tengizchevroil, Kashagan) without formal Kazakhstani recognition. AIFC practitioners operate under English common law and AFSA regulation — standard Kazakhstani professional licensing does not apply within the AIFC jurisdiction.
