Steps to register:
- 1 1. Confirm your visa or residence status permits self-employment or business activity in Russia. Eligible statuses include: residence permit (ВНЖ) and temporary residence permit (РВП). Tourist or visitor status does not authorise commercial activity.
- 2 2. Obtain an INN (Индивидуальный Номер Налогоплательщика — individual tax number) from the Federal Tax Service (FNS) at nalog.ru or any FNS office. Required for all tax registrations.
- 3 3. Choose your structure: NPD (самозанятый) if income < RUB 2,400,000/year and no employees — register free via Мой налог app; IP for broader operations with employees or higher turnover; OOO for company structures.
- 4 4. Register electronically via Gosuslugi (gosuslugi.ru) or the FNS portal (nalog.ru) — electronic registration is faster and state-duty-free for IP and OOO. Paper applications require RUB 800 duty.
- 5 5. Open a Russian bank account. Tinkoff, Sberbank, and Alfa-Bank are major options. Mir card functionality has replaced Visa and Mastercard for domestic transactions since 2022.
- 6 6. Set up accounting software (for IP and OOO) and if required, a qualified electronic signature (УКЭП) for legally significant document exchange.
- 7 7. Track quarterly PIT advance payments (for IP on general taxation), VAT obligations if applicable, and currency control documentation requirements for any foreign-source income.
Tax registration
Register with the Federal Tax Service (FNS — nalog.ru). IP on general taxation: pay PIT at progressive rates (13% on income below RUB 2,400,000/year; 15%, 18%, 20%, 22% in higher brackets from 2026). Simplified taxation (УСН): 6% of revenue or 15% of profit. OOO: corporate income tax 20%. NPD: 4% (individuals) or 6% (legal entities) paid monthly via Мой налог app — no separate PIT declaration required.
VAT threshold
Standard VAT rate: 20% (confirm 2026 rate — Russia has discussed adjustments; verify with FNS before filing). NPD самозанятый are VAT-exempt. IP and OOO on УСН (simplified taxation) with income up to RUB 60,000,000 may qualify for VAT exemption; those above the threshold or on general taxation must register for VAT from first taxable supply.
Invoicing
VAT-paying businesses issue счёт-фактуры (tax invoices) and акты выполненных работ (acts of acceptance/completion). Electronic document exchange (ЭДО) via certified operators (Контур, СБИС, others) is increasingly mandatory for B2B transactions above certain thresholds. NPD самозанятый issue чеки (receipts) directly through the Мой налог app. Cash register (онлайн-касса) rules apply to most consumer payments. Cross-border payments require Central Bank currency control documentation.
Social security
IP owners pay fixed annual insurance contributions (страховые взносы) regardless of income: approximately RUB 49,500/year total in 2026 (pension + medical). OOO employees: employer pays approximately 30% social contributions on gross wages (reduced to 15% above the annual insurable threshold of approximately RUB 1,917,000). NPD (самозанятый): no mandatory social insurance contributions — no sick pay, parental leave entitlement, or compulsory pension accrual from NPD activity; voluntary pension contributions are possible.
💡 Since 2022 international sanctions, many foreign payment systems, SWIFT transfers, and cross-border financial routes are restricted or unavailable. Non-residents and recently departed Russian founders may face banking, compliance, and profit repatriation restrictions. The sanctions and regulatory environment is subject to ongoing change. Foreign nationals should seek current specialist legal advice before establishing any Russian business structure, receiving income from Russian sources, or attempting cross-border transactions.
