Recognition in Russia depends on profession, employer, and whether the foreign diploma comes from a country covered by a bilateral recognition agreement. Regulated professions (medicine, law, education, aviation, maritime) require formal review by the relevant Russian ministry or professional body. Academic degree recognition is centralised through the National Information Centre / Glavexpertcenter (nic.gov.ru), a body under Rosobrnadzor (Federal Service for the Supervision of Education and Science). Non-regulated roles (IT, business, finance) typically rely on employer assessment. Russia is a Hague Apostille Convention member (joined 1 January 1992), but due to the 2022-onwards geopolitical situation, apostille processing between Russia and many Western countries has been significantly disrupted — verify current bilateral arrangements before relying on the Hague channel.
Regulated Professions
Process: Step 1: Obtain apostille (for Hague-member countries where apostille channel is operative) or full consular legalisation. Step 2: Obtain notarised Russian translation of all documents. Step 3: Submit to Glavexpertcenter/NIC (nic.gov.ru) for a formal recognition certificate. Step 4: Submit the NIC recognition certificate and other documents to the relevant professional regulator or employer. For healthcare: apply to the Russian Ministry of Health (Minzdrav) for a medical licence, which may include a Russian-language proficiency assessment and a qualifying examination. For law: practising law in Russian courts requires Russian legal education or a qualifying procedure via the Federal Bar Association.

Timeline: 1–12 months depending on profession and documents. NIC recognition certificate: up to 45 working days from complete application.
Cost: NIC state fee: RUB 6,500 per recognition certificate. Notarised Russian translation: RUB 500–2,000 per page. Apostille/legalisation fees vary by country. Legal support and professional exam preparation: RUB 50,000–200,000+.
Academic Degrees
Authority: National Information Centre (NIC) / Glavexpertcenter — nic.gov.ru — under Rosobrnadzor. This is Russia's ENIC-NARIC equivalent. Rosobrnadzor issues the final recognition decision; Glavexpertcenter provides technical assessment.
Process: Apply online or in person at nic.gov.ru/en/proc/nic. Submit: original foreign diploma and transcript, apostille (or legalisation chain), notarised Russian translation of all documents, and identity documents. Pay state fee of RUB 6,500. Processing: up to 45 working days. NIC issues a recognition certificate (свидетельство о признании) specifying the Russian equivalent of the foreign qualification.

Document Rules
Apostille: Russia is a Hague Apostille Convention member (joined 1 January 1992). Apostilles from Hague-member countries are in principle accepted. However, since 2022 many Western countries have suspended or severely restricted apostille services for Russian-bound documents. Verify current availability with the relevant competent authority in your home country before relying on the apostille channel.
Legalisation: For non-Hague countries or where the apostille channel is disrupted: full consular legalisation required — authentication by home country Ministry of Foreign Affairs → Russia's Embassy or Consulate in that country. Documents must then also receive notarised Russian translation before submission to Russian authorities.
Sworn translation: Russia requires notarised translation into Russian (нотариально заверенный перевод), not a "sworn translator" in the common-law sense. Any qualified Russian translator produces the translation, and a Russian notary affixes a certification. Major translation offices and notary bureaus in Russian cities can provide this service. Cost: RUB 500–2,000 per page for translation + RUB 300–1,000 for notary certification.

Regulated profession licensing (healthcare, law): 3–12 months total including NIC certificate + professional body registration. Engineering in regulated state projects: 2–6 months.
Immigration permission to work and professional permission to practise are entirely separate processes — obtain both. The geopolitical situation from 2022 onwards has significantly complicated document flows between Russia and Western countries: apostille chains may be disrupted, some consulates suspended, and some bilateral agreements de facto inoperative. Always verify the current operational status of your country's consular services with Russia before starting the recognition process.
