Driving in Russia is governed by the Traffic Regulations of the Russian Federation (Правила дорожного движения — PDD). Russia drives on the right. Road quality varies enormously — major cities and federal highways are generally good; regional and rural roads can be poor, potholed and unsignposted. Camera enforcement (speed cameras, red-light cameras) is ubiquitous in cities. Winter conditions require winter tyres (mandatory from November to March in many regions). Fines can be paid via the Gosuslugi (public services) portal or bank branches. Note: Russia has been subject to international sanctions since 2022 — Western expats have largely left; this guide is for those remaining or planning authorised travel. Currency: Russian Ruble (RUB).
Driving Licence Exchange
Russia is a member of the EAEU (Eurasian Economic Union). EAEU and CIS licence holders have simplified exchange routes. EU and non-CIS foreign nationals must pass through the Russian Traffic Police (ГИБДД/GIBDD) licensing process for long-term residence. An International Driving Permit (IDP) with notarised Russian translation is required for most short-term foreign drivers.
Kazakhstan, Armenia, Kyrgyzstan, Belarus, Uzbekistan, Tajikistan, Moldova, Azerbaijan
EAEU and CIS member state licence holders can exchange their valid foreign licence at МРЭО ГИБДД (MREO GIBDD — Motor Vehicle Registration and Examination Department) without sitting a full theory or practical test. Required: foreign licence, Russian residence registration (пропись), passport, medical certificate and fee. Processing typically 1–5 working days.
EAEU agreement covers simplified exchange. Confirm current procedures with your local MREO GIBDD as administrative rules can change.
EU licence holders are treated as non-CIS foreign nationals. Long-term residents must apply through MREO GIBDD: (1) Notarised Russian translation of your EU licence. (2) Medical certificate from an approved Russian clinic. (3) Theory test at MREO GIBDD (computer-based, available in several languages). (4) Practical driving test. (5) Russian smart-card licence issued. Short-term visitors: carry your EU licence + notarised Russian translation + passport.
EU free movement rules do not apply in Russia. Theory test is computer-based; practice materials are available online in Russian. Western sanctions may affect some administrative payment methods.
Non-CIS, non-EU licence holders follow the same full process: notarised Russian translation, medical certificate, theory test, practical test, and MREO GIBDD application. Short-term visitors (tourist/business): carry your valid foreign licence plus a notarised Russian translation or valid IDP.
Some nationalities may require additional documentation depending on current bilateral relations. Confirm with MREO GIBDD in your registration city.
Road Rules
Urban areas: 60 km/h. Outside built-up areas (rural): 90 km/h. Dual carriageway roads (outside urban): 110 km/h. Motorways (автомагистраль): 110 km/h (some sections 130 km/h on marked expressways). Cameras are ubiquitous on federal highways and ring roads; most navigation apps (Yandex Navigator, 2GIS) show camera locations, but you remain responsible for compliance.
0.35‰ BAC (35mg per 100mL blood) — Russia's legal limit under the Traffic Rules. In practice this is very low: equivalent to approximately one standard drink for most adults. Zero tolerance applies to commercial drivers (lorry, bus, taxi). Administrative penalty above 0.35‰: fine of RUB 30,000 + 1.5–2 year licence deprivation. Criminal DUI (repeat offence or causing injury): fine up to RUB 300,000 or imprisonment.
Using a handheld mobile phone while driving is prohibited. Fine: RUB 1,500. Hands-free is permitted. Camera-based phone-use detection is deployed in some cities. Police enforce at checkpoints.
Mandatory for driver and all passengers. Fine: RUB 1,000 per unbuckled occupant. Children under 7 years must use an appropriate child restraint; 7–11 years: child restraint or booster in rear.
Children under 7: mandatory child restraint (child seat). Children 7–11 in rear: child restraint or booster seat. Fine for non-compliance: RUB 3,000. Bring ECE R44 or i-Size certified seats — quality is available in Russian cities.
Traffic Fines (Bußgeldkatalog)
Traffic fines in Russia are set by the Code of Administrative Offences (КоАП РФ). Fines are in Russian Rubles (RUB). Speed camera fines are automatically issued and posted to the vehicle owner — check via Gosuslugi (gosuslugi.ru) or the МРЭО ГИБДД portal. Unpaid fines block vehicle registration renewal and can result in enforcement action. A 50% discount applies if fines are paid within 20 days of issue.

Buying a Car
Russia's used-car market has changed significantly since 2022 sanctions — Western brands (BMW, Mercedes, Volkswagen) are harder to source for parts; Chinese brands (Haval, Chery, Geely) and Korean brands now dominate new car sales. Used-car platforms: Avito.ru (main classifieds), AutoRu (autoru.ru). Vehicle purchase requires OSAGO insurance before registration at MREO GIBDD.
- 1.Search listings on AutoRu (autoru.ru) or Avito.ru (main Russian classifieds with large auto section).
- 2.Verify the seller's identity and PTS (паспорт транспортного средства — vehicle passport): confirm VIN/chassis matches.
- 3.Check for pledge/finance encumbrance (залог) via the Federal Notary Chamber pledge register.
- 4.Check for unpaid fines via Gosuslugi (gosuslugi.ru).
- 5.Commission an independent mechanic inspection (available in all major cities).
- 6.Sign a sale/purchase agreement (договор купли-продажи) — standard forms are widely available.
- 7.Register the vehicle at MREO GIBDD within 10 days of purchase: bring PTS, STS (свидетельство о регистрации ТС), OSAGO insurance policy, both parties' passports, registration address document and state duty.

Budget for: purchase price (used compact car: RUB 800,000–2,500,000; mid-range: RUB 2,500,000–6,000,000+), MREO GIBDD registration fee (~RUB 1,500–3,000 state duty + number plates RUB 2,000–3,000), OSAGO insurance (~RUB 5,000–20,000/year), transport tax (based on horsepower), winter tyre set (~RUB 15,000–50,000), and ongoing fuel and maintenance.
Registration, Insurance & Tax
Vehicle registration is administered by МРЭО ГИБДД (MREO GIBDD). Required on ownership transfer: PTS (vehicle passport), sales agreement, both parties' passports and Russian registration addresses, OSAGO insurance policy, state duty payment. Re-register within 10 days of purchase. Number plates can be retained (transferred between vehicles for additional fee) or new plates issued.
OSAGO (Обязательное страхование автогражданской ответственности — mandatory civil liability insurance) is required before vehicle registration. Must be renewed annually. For vehicles over 4 years old, a valid ТО (Технический осмотр — technical inspection) certificate is required before OSAGO renewal. Available from Rosgosstrakch, SOGAZ, Alfa Insurance and other licenced Russian insurers. Annual premium: approximately RUB 5,000–20,000.
Transport tax (транспортный налог) is a regional annual tax based on engine horsepower. Rates vary by region. Example: a 140 hp car in Moscow: approximately RUB 4,200/year. Electric vehicles: exempt in most regions. Tax is assessed by the Federal Tax Service.
State Technical Inspection (Государственный технический осмотр — ТО/GETO) is required as a condition of OSAGO insurance for vehicles over 4 years old. Schedule: vehicles 4–10 years old: every 2 years; vehicles over 10 years old: annually. Conducted at accredited technical inspection operators. Fee: approximately RUB 700–1,000 for private cars. A ТО diagnostic card is issued and required for OSAGO renewal.
Cycling
Cycling infrastructure has expanded significantly in Moscow (over 800 km of cycle lanes), St Petersburg and major cities. River embankment paths and park routes are popular. Winter cycling is practised by enthusiasts in major cities with studded tyres. Due to the political situation, expat cycling communities have contracted — local cycling clubs remain active.
- •Cyclists must use cycle lanes where they exist; on roads without a lane, ride on the right.
- •Lights (front white, rear red) are required at night.
- •Helmet is strongly recommended — not legally mandatory for adults but increasingly common.
- •Cyclists aged 14+ must use cycle lanes; those 14+ are prohibited on footpaths.
- •Cycling under the influence of alcohol: 0.35‰ BAC limit applies.
- •Maximum speed on shared pedestrian/cycle paths: 20 km/h.
- •Moscow: the Sadovoe Koltso cycle lane network, Gorky Park embankment and Fili Park paths are excellent routes.
- •St Petersburg: Nevsky Prospekt area and Krestovsky Island are popular cycling zones.
- •Moscow Velosharing (велошеринг) scheme is useful for short urban trips.
