Russia (RU)
The world's largest country, spanning Europe and Asia, with deep cultural institutions, large cities, strong public transport, complex bureaucracy, sanctions-affected banking, strict migration registration, and a demanding but sometimes affordable expat experience.
⚠️ Costly Mistakes to Avoid
The most expensive and common mistakes expats make in Russia — and exactly how to avoid them.
Overstaying your permitted period triggers an automatic re-entry ban
Russia's migration system tracks entry/exit electronically. If you stay beyond your visa/e-visa "stay until" date or migration card permitted period, you will be automatically banned from re-entering Russia for 3 years (overstay 180+ days), 5 years (overstay 1–5 years) or 10 years (5+ years) under Federal Law No. 115-FZ.
⚡ You will be denied boarding at your departure airport or turned back at the land border and immediately issued a deportation order. The ban is recorded in МВД databases and cannot be appealed except through a formal МВД review which typically takes 6–12 months with no guarantee of reversal. Re-entry while banned results in criminal prosecution under Article 322 УК РФ.
✅ Count your permitted days carefully using the entry stamp date. Set a calendar alert 2 weeks before expiry. Apply for TRP or visa extension through МВД before the permitted period expires.
Losing your migration card is a serious legal problem
The migration card (миграционная карта) is a small paper slip issued at the border and must be kept in your passport at all times. It records your entry date, migration purpose and "stay until" date. Border officers and police can request it during any document check.
⚡ A missing migration card means you cannot prove your legal entry status. You will be required to appear at an МВД office to reconstruct the entry record — a process taking several days. Until resolved, you are technically undocumented and cannot be registered at an address, open a bank account or travel domestically by plane or train, since check-in requires a valid passport with migration card.
✅ Photograph the migration card front and back immediately at the border. Store a digital copy in cloud storage. Never let it leave your passport. Report loss to the nearest МВД ГУВМ office within 24 hours of discovery.
Working without authorisation is heavily penalised for worker and employer alike
Every foreign national performing paid work in Russia must hold one of: a work permit (разрешение на работу) for visa-required nationals, a labour patent (трудовой патент) for visa-free CIS nationals, or HQS status. Informal arrangements do not provide legal protection.
⚡ For the worker: administrative fine of RUB 5,000–7,000 plus deportation with a 3–5 year re-entry ban under Article 18.10 КоАП. For the employer: fine of RUB 250,000–800,000 per illegal worker under Article 18.15 КоАП; repeated violations trigger business licence suspension. МВД has conducted major enforcement sweeps across construction, hospitality and retail since 2023.
✅ Obtain the correct authorisation before the first working day. For patent holders, keep monthly payments current — a single late payment immediately invalidates the patent.
A single late labour patent payment invalidates the patent from the payment due date
CIS nationals working in Russia on a labour patent (трудовой патент) must make fixed monthly advance PIT payments on a strict schedule. Even 1 day of late payment makes the patent legally void from the due date, regardless of how many months of validity remain on the physical document.
⚡ From the date of the missed payment the worker is legally unauthorised. The employer is required by law to terminate employment immediately on discovering the lapse. The worker faces deportation and a 3–5 year ban; the employer faces fines of RUB 250,000–800,000. Obtaining a new patent in most regions requires exiting Russia and re-entering.
✅ Set up an autopayment (автоплатёж) for the monthly patent amount through your bank at least 5 days before the due date to allow processing time. Keep all payment receipts as proof of continuous validity.
Foreign Visa and Mastercard cards are completely non-functional in Russia since March 2022
Visa and Mastercard suspended all Russia operations in March 2022. Cards issued by foreign banks on these networks cannot be used at any Russian terminal, ATM or online store. Foreign UnionPay cards may work at a declining number of ATMs but this is unreliable.
⚡ Arriving with only a foreign Visa or Mastercard means you cannot pay for food, transport, accommodation or government fees until you obtain a Russian bank account with a Mir card. Apple Pay and Google Pay wallets holding foreign cards are also suspended. The only interim option is cash in RUB, USD or EUR.
✅ Bring at least 2 weeks of living expenses in cash (USD/EUR recommended for easier exchange) before your Russian account is open. Open a Russian bank account and obtain a Mir card within the first week. Do not rely on foreign phone wallets.
Any criminal conviction in Russia permanently affects future permit applications
Any criminal conviction under the Russian Criminal Code (УК РФ) — including misdemeanour-level offences — is grounds for TRP/VNZh refusal or cancellation under Federal Law No. 115-FZ. Serious administrative offences (repeated migration violations, drug-related matters) also trigger permit review.
⚡ Convictions must be disclosed on all future TRP, VNZh and citizenship applications. Concealing a conviction is itself grounds for permit cancellation and deportation when discovered. Many home countries also flag their nationals with Russian convictions in domestic security and immigration databases, affecting future visa applications elsewhere.
✅ Understand Russian law carefully before acting in areas where it diverges from your home country (medication possession, online content, public gatherings). If arrested or issued an administrative protocol, contact a qualified Russian lawyer (адвокат) and your embassy immediately — do not make statements without legal representation.
Social media posts critical of the Russian military or government can lead to criminal prosecution
Russia has enacted sweeping content laws since 2022. Criminal liability applies to: "discrediting" the armed forces (Article 280.3 УК РФ, up to 15 years), spreading "false information" about military operations (Article 207.3, up to 15 years), calling for sanctions against Russia (Article 280.4), and content deemed extremist. These laws apply to foreigners in Russia.
⚡ Foreign nationals have been prosecuted and imprisoned for posts made on Instagram, Facebook, Telegram and WhatsApp — including posts made before arriving in Russia. Accessing blocked platforms (Meta is banned as "extremist") via VPN to continue posting critical content creates compounding criminal exposure. Deportation is the minimum likely outcome; multi-year imprisonment is a documented outcome.
✅ Review and make private or delete any publicly viewable social media content critical of Russian military or government policy before entering Russia. Do not post political content from within Russia. Be aware that private messages have been used as evidence in prosecutions.
Russia has near-zero alcohol tolerance for drivers — even a small amount triggers licence loss and a criminal record
The legal blood-alcohol limit for drivers in Russia is 0.16 mg/L (breath) — equivalent to near-zero blood alcohol for most people. Police roadside checks are frequent, particularly on weekends, holidays and late evenings. Refusal to take a breath test is treated as a positive result.
⚡ First offence: licence suspended for 1.5–2 years plus RUB 30,000 fine. Driving after a previous alcohol-related revocation: criminal prosecution under Article 264.1 УК РФ with up to 3 years imprisonment and permanent loss of driving rights. The МВД record of the traffic offence can affect TRP/VNZh permit applications.
✅ Apply zero tolerance: if you have consumed any alcohol, do not drive. Use Яндекс Go (widely available, inexpensive). In an emergency, Яндекс also offers a driver-delivery service to bring your car home.
Russian border regions adjacent to Ukraine are active conflict zones — travel is extremely dangerous
Belgorod, Kursk, Bryansk and Rostov oblasts have experienced drone strikes, cross-border artillery fire and military incursions since 2022. Parts of Belgorod and Kursk oblasts have operated under counter-terrorism operation (КТО) status with restricted movement.
⚡ Foreigners in active KTO zones can be killed, injured, detained as persons of interest, or have travel documents confiscated. Several foreign nationals were detained in Kursk Oblast during the August 2024 incursion. KTO restrictions limit freedom of movement and communication. Consular access is severely restricted or impossible in active zones.
✅ Do not travel within 50 km of the Ukrainian border from the Russian side. Monitor your home country travel advisory (UK FCDO, US State Dept, EU foreign ministries) for current restricted-zone boundaries. Register with your embassy to receive emergency alerts.
Failure to register your address within 7 working days results in fines and risk of deportation
Every foreign national must have their address registered (уведомление о прибытии) within 7 working days of arrival at any address in Russia. Hotels handle this automatically; private landlords must submit the notification. Many landlords delay or refuse registration.
⚡ Fine of RUB 2,000–7,000 for the foreigner under Article 18.8 КоАП. The landlord (host) faces a fine of RUB 40,000–500,000 under Article 18.9 КоАП. Repeated unregistered presence is treated as a systematic violation and can lead to deportation and a re-entry ban. Without registration you cannot open a bank account, enrol children in school, apply for OMS health insurance or access Gosuslugi confirmed services.
✅ Confirm with your landlord before signing a lease that they will register you — get this in writing. Use MFC to submit the notification if the landlord is unresponsive.
TRP general quota for 2026 is only 3,802 places nationwide — explore quota-free routes
The annual quota for general-category Temporary Residence Permits is set at just 3,802 places for all of Russia in 2026. Applications are accepted from January and are typically exhausted within weeks. There is no waitlist — missed quota years mean starting again in January of the following year.
⚡ Applicants who miss the quota window must remain on visa or short-stay arrangements for another 12 months: continued border runs, higher banking barriers, inability to access OMS health insurance, and no pathway to VNZh during the waiting year.
✅ Identify whether you qualify for a quota-free TRP category (spouse of Russian citizen, repatriation programme participant, HQS status, certain investor categories) — these routes are far more reliable. Consult an immigration lawyer before January each year if you need a quota place.
Fewer than 183 days in Russia triggers non-resident status at 30% flat PIT
Russia determines PIT residency by counting physical presence days: fewer than 183 days in the 12-month period ending on the income payment date makes you a non-resident. Resident progressive rates (13–22%) do not apply; the non-resident flat rate is 30% on all Russian-source income with no deductions.
⚡ If an employer withholds tax at resident rates (13–22%) when you are legally a non-resident, the shortfall becomes your personal liability at year end with a 20% underpayment penalty added. Foreign executives and frequent travellers who work partly outside Russia routinely cross the 183-day threshold without realising it until ФНС sends an assessment.
✅ Count your Russia days throughout the year. If you risk falling below 183 days, discuss withholding adjustments with your payroll team before year end. Consult a tax adviser by Q3 if your travel pattern is irregular.
Russian tax residents must declare worldwide income — ФНС now receives CRS data from 80+ countries
Russian tax residents (183+ days) owe Russian PIT on worldwide income including dividends, rent, freelance fees and capital gains from foreign sources. Since 2024, ФНС participates in the Common Reporting Standard (CRS) and automatically receives foreign bank data from 80+ partner countries.
⚡ Undeclared foreign income discovered via CRS triggers a 20% penalty on the unpaid tax plus daily interest at 1/300 of the CBR key rate. Deliberate concealment above RUB 2.7M over 3 years can lead to criminal prosecution under Article 198 УК РФ with sentences up to 3 years. ФНС has increased enforcement actions using CRS data since 2024.
✅ Declare all worldwide income in your annual 3-NDFL return by 30 April. Use a qualified Russian tax accountant for complex cross-border income. Foreign accounts and controlled foreign companies above reporting thresholds have separate mandatory disclosure obligations.
Outbound international transfers are severely restricted — violations carry fines up to 100% of transfer amount
Presidential Decree No. 79 (February 2022) and subsequent CBR orders imposed capital controls that remain in force in 2026. Russian residents face limits on outbound wire transfers, cash export (maximum USD/EUR 10,000 per trip equivalent) and foreign-currency purchases.
⚡ Violating currency-control regulations carries fines of 20–100% of the transfer amount under Article 15.25 КоАП. Transfers through unlicensed informal channels (including some crypto schemes) may be classified as money laundering under Article 174 УК РФ, with imprisonment of up to 7 years.
✅ Use only licensed Russian banks and authorised money-transfer operators (Золотая Корона, Юнистрим) for international transfers. Document all transfers with a paper trail. Seek specialist legal advice before transferring more than RUB 1,000,000 equivalent internationally.
Russian banks under OFAC/EU/UK sanctions can lose services with very little notice
Major Russian banks (Sber, VTB, Gazprombank, Alfa-Bank, Rosselkhozbank and others) are under various US OFAC, EU and UK sanctions. Sanctioned banks regularly lose correspondent banking relationships and card-processing partnerships without advance warning to customers.
⚡ Account holders at a suddenly-restricted bank may face frozen international transfers, inability to pay foreign subscriptions, card refusals abroad and, in acute cases, temporary domestic access issues. VTB experienced a days-long domestic card processing interruption in March 2022. There is no deposit compensation scheme for sanctions-related service disruption.
✅ Maintain accounts at two different banks to ensure redundancy. Keep a 30-day living-expense reserve in cash. Monitor Kommersant and RBC for banking news. Raiffeisen Russia (Austrian-owned) has maintained more international functionality but its status can change.
SIMs without biometric registration are deactivated — this breaks all bank 2FA
Since January 2025, all new SIM registrations for foreign nationals require biometric identity verification at an operator salon. SIMs purchased before 2025 under the old passport-only process may be deactivated if not retroactively confirmed by the operator.
⚡ SIM deactivation instantly blocks: bank OTP codes, Gosuslugi login verification, and any app tied to the Russian phone number. Most Russian banks require phone-based 2FA — without it you cannot access mobile banking or approve transfers. Restoring a deactivated number requires an in-person re-registration and may result in permanent loss of the number if the operator reassigns it.
✅ Visit your operator salon with your passport and complete the biometric registration proactively — do not wait for a deactivation notice. When changing phone numbers, repeat the full biometric registration process.
Property title fraud is a documented risk in Russian real estate — verify ownership before every purchase
Russia has a documented history of fraudulent property sales involving forged powers of attorney, concealed third-party claims, undisclosed inheritance rights and properties sold by non-owners. The EGRN registry records current ownership but does not surface all historical claims.
⚡ In serious cases, a buyer loses both the property and the purchase price when a concealed claim emerges and courts void the sale. Russian courts have cancelled property sales years after completion in favour of a previously unknown claimant, leaving the bona-fide buyer with a civil suit against an insolvent fraudster. Legal defence and recovery costs often exceed RUB 500,000.
✅ Commission a full EGRN extract (rosreestr.gov.ru) before signing any purchase agreement to confirm the current registered owner and check for liens. Hire an independent conveyancer, not the seller's agent. Be cautious of properties with multiple recent ownership changes. Purchase title insurance (страхование титула) from a reputable insurer.
Renting without a written contract leaves foreigners with no legal protection and blocks migration registration
A significant share of Moscow and St Petersburg rentals are arranged informally — with verbal agreements, cash payments and no written contract — so landlords can avoid reporting rental income. Many landlords also refuse to register tenants at the address.
⚡ Without a written lease you cannot prove your residence for mandatory migration registration, which makes you technically undocumented under migration law. You have no legal recourse if evicted without notice, no mechanism to recover a deposit and no protection against arbitrary rent increases. Foreigners in informal rentals have been deported after police checks found no valid registered address.
✅ Insist on a written lease contract (договор найма жилого помещения) before any payment. Include a clause requiring the landlord to register you at the address. If the landlord refuses, find another landlord — the migration registration risk is not acceptable.
Foreigners without OMS insurance pay commercial rates upfront before receiving non-emergency treatment
Russian hospitals and polyclinics provide free emergency treatment to everyone but charge commercial rates for routine and elective care for uninsured foreigners. Payment (or insurance guarantee confirmation) is often required before non-emergency procedures.
⚡ Hospital admission for a serious condition can cost RUB 30,000–500,000+ per day. Surgical procedures are charged per intervention. Language barriers combined with upfront payment demands have led to foreigners delaying or forgoing necessary non-emergency care, sometimes with serious health consequences.
✅ Enrol in OMS within 30 days of receiving TRP/VNZh. Purchase VHI (from ~RUB 40,000/year) for private clinic access and faster service. Carry a printed OMS polisa at all times — it should be as accessible as your passport.
Many common Western medications are restricted or banned for import into Russia
Russia restricts the import of narcotics and psychotropics (including ADHD medications, some anxiety medications and strong painkillers), antibiotics in large quantities, and any medication not registered in the Russian Pharmacological Register. Post-2022 supply disruptions mean some Western branded medications are no longer commercially available.
⚡ Attempting to bring restricted medications across the Russian border without proper documentation risks customs seizure, a fine of RUB 4,000–5,000, and in serious cases (opioids, amphetamines) criminal prosecution under Article 229.1 УК РФ with sentences up to 20 years. Some over-the-counter medications from other countries (cough medicines containing codeine, certain antihistamines) are also controlled in Russia.
✅ Check your medications against the Russian Ministry of Health approved list before travel. For controlled substances, carry an official certificate from your home country Ministry of Health and a translated Russian doctor's prescription. Do not bring more than 3 months of personal supply without advance import approval from Roszdravnadzor.
"Grey salary" arrangements undermine all employment protections and social benefit entitlements
Some Russian employers pay part of the salary officially (белая зарплата through payroll) and part in cash off the books (серая зарплата) to reduce employer social insurance contributions. This is illegal but widespread, particularly in small and medium businesses.
⚡ Only the official payroll portion counts for sick pay calculations, maternity benefit, pension accumulation and mortgage affordability. Severance on termination is calculated on the official salary only — a major financial loss if most pay was informal. ФНС may question large unexplained cash deposits and treat them as undeclared income.
✅ Insist that 100% of the agreed compensation is declared in the employment contract and processed through payroll. If an employer proposes partial grey payment, calculate the full value of lost benefits before accepting. Report grey-salary practices anonymously at nalog.gov.ru if desired.
Police document checks require original documents — copies and phone photos are not sufficient
Russian police have the right to check identity documents of any person at any time under Article 13 of Federal Law No. 3-FZ. For foreigners this means: original passport, migration card (or TRP/VNZh document) and registration notification. Copies — including photographs on a phone — are not legally accepted as substitutes.
⚡ Without original documents, police can detain you for up to 3 hours for identity verification under Article 27.5 КоАП. Any migration violation (late registration, expired status) discovered during that check is immediately actionable, and detention can extend to 48 hours if a violation is confirmed.
✅ Carry all original migration documents at all times in your physical passport. A document wallet worn under clothing reduces theft risk while keeping documents accessible for checks. Never leave your flat without your passport, migration card and registration notification.
Driving without OSAGO results in unlimited personal liability for any accident you cause
OSAGO (mandatory third-party motor liability insurance) is required for all vehicles on Russian roads. Police roadside checks verify OSAGO status by plate number in real time. There is no grace period — an expired OSAGO makes every journey illegal from the first minute.
⚡ The fixed fine for no OSAGO is only RUB 800 — but the real risk is accident liability. Without OSAGO, you bear full unlimited personal liability for all third-party bodily injury and property damage in an accident. Third-party injury claims can reach millions of rubles and are legally enforceable against your Russian bank accounts, property and salary.
✅ Purchase OSAGO online at e-osago.ru or sravni.ru before driving. Renew at least 5 days before expiry. Electronic OSAGO is verifiable by police via plate number lookup — keep a printed copy as backup.
Russia has mobilisation rules that can affect men holding dual Russian citizenship at borders
The September 2022 partial mobilisation decree (No. 647) restricted Russian citizens of military age from leaving the country. Dual nationals who hold Russian citizenship (sometimes acquired automatically or without intention) are subject to Russian conscription obligations.
⚡ Male foreigners who also hold Russian citizenship (including unintentional dual nationality) face mandatory military service obligations if mobilisation is expanded. Even non-citizens have been detained at borders during high-tension periods for document checks. Exit from Russia has been denied to some individuals at land borders during mobilisation surges.
✅ If you have any Russian citizenship connection, consult a lawyer before travelling to Russia. Monitor your home country travel advisory for mobilisation-related alerts. Keep all exit documentation (passport, permit, departure record) current and accessible to facilitate rapid departure if needed.
Most Western embassies in Russia operate with severely reduced staff and services
Following 2022, the US, UK, most EU member states and many other Western countries reduced their embassy and consular presence in Russia to minimal levels. Some consulates have been closed entirely. Visa processing, emergency travel document services and notarial services have greatly reduced capacity.
⚡ Losing a passport or needing emergency consular assistance while in Russia now takes 4–12 weeks instead of days. Emergency travel document processing may require travelling to a third country. During a crisis requiring citizen evacuation, reduced staffing means less organised, slower support for nationals.
✅ Register with your home embassy online immediately on arrival. Keep certified copies of all identity documents in secure cloud storage and with a trusted contact in your home country. Check your embassy website for current service availability before you need it — do not discover a 12-week wait during an emergency.
Telephone and Gosuslugi impersonation fraud targeting foreigners is widespread
Telephone fraud (телефонное мошенничество) targeting Russian residents is among the highest-volume financial crime in the country. Common schemes include: fake Gosuslugi "security alert" calls, fake ФНС/МВД calls demanding immediate fine payment, and fake bank security calls requesting card details. Callers often know partial personal data obtained from leaked databases.
⚡ Average reported losses are RUB 50,000–500,000 per successful scam. Authorised push-payment transfers (even under duress or deception) are difficult to reverse — Russian banks have a 30-day dispute window but recovery rates are low. Gosuslugi phishing leads to identity fraud that can affect property registration, loan applications and tax accounts.
✅ ФНС, МВД and Gosuslugi never call asking for payments or credentials by phone. If you receive such a call, hang up and call the official number from the official website directly. Never read an SMS OTP code to anyone — no legitimate institution needs this from you.
VPN access is increasingly blocked — use of VPN to post on banned Meta platforms carries criminal risk
Russia has blocked most Western social media and news platforms (Instagram, Facebook, Twitter/X, BBC, Reuters, independent Russian news) and maintains an expanding blocked-sites list. VPN services must register with Roskomnadzor and comply with blocking orders — commercial VPNs (ExpressVPN, NordVPN, ProtonVPN) that refuse are themselves blocked. Since late 2024, Roskomnadzor has accelerated enforcement via deep packet inspection, making many VPNs unreliable or non-functional. Using a VPN to access and post on Meta platforms (Instagram, Facebook) — classified as "extremist organisations" in Russia — can constitute participation in extremist activity under Article 280 УК РФ with sentences up to 15 years. Discovery of VPN use during a police device check can generate additional criminal scrutiny.
⚡ VPN access interrupted without notice, isolating you from normal work tools. Criminal exposure under extremist-content provisions for posting on Meta platforms via VPN. Evidence of VPN use or blocked-platform activity found during phone/device inspection can compound other legal proceedings.
✅ Restructure your communication requirements before arriving: Telegram, VK, and WeChat remain broadly accessible without VPNs. For professional access to blocked platforms, use only corporate VPN solutions with formal Russian legal clearance. Review and make private any social media content critical of Russian policy before entering Russia. Back up all phone data to a foreign cloud service before travel in case of device confiscation during a border or police check.
Foreigners can face unexpected departure bans — check your legal clearance before booking flights
Since 2022, a documented number of foreign nationals have encountered complications when attempting to leave Russia: travel bans (запрет на выезд) linked to open civil proceedings, unpaid fines, or МВД reviews; confiscated passports pending resolution of administrative matters; and border denials from migration status discrepancies. Court-ordered travel bans are registered in ФСБ border database systems and are not proactively notified — you may discover the ban only at the departure terminal. Foreign nationals involved in any commercial dispute, tax investigation, pending administrative case, or open migration matter face elevated risk. Exit complications increased significantly after 2022 and can affect holders of any nationality.
⚡ Denied boarding or denied crossing at the border. Passport potentially confiscated pending case resolution. Inability to leave Russia until the case is resolved — which can take months. Missed flights, cancelled plans, and significant financial and professional disruption.
✅ Before purchasing non-refundable departure tickets, check gosuslugi.ru for any open court proceedings or enforcement actions in your name. Settle all outstanding tax liabilities, administrative fines, and rental disputes before planning departure. Ensure all migration documents are fully in order and no МВД record is unresolved. If involved in any commercial dispute or court proceeding — including as a defendant in a civil case — seek Russian legal clearance before booking travel. Keep your migration status impeccably current at all times.
Self-employed NPD regime is automatically terminated when income exceeds RUB 2.4M/year
The self-employed (самозанятый) NPD (налог на профессиональный доход) regime has a hard annual income ceiling of RUB 2.4M. Once this amount is exceeded in a calendar year, NPD status is automatically cancelled by ФНС from the date the threshold was crossed.
⚡ Income earned above the RUB 2.4M threshold while still registered as NPD is taxed normally at 4%/6%; but income earned after the cancellation date, before re-registration as an individual entrepreneur (ИП) or under a different regime, faces 13–22% PIT plus social contribution arrears. The transition gap can create a tax liability of 8–18% on affected income.
✅ Monitor cumulative annual income in the "Мой налог" app. Plan to register as an ИП before approaching the threshold if your income is growing. The registration can be prepared in advance and activated when needed.
VAT rose to 22% on 1 January 2026 — contracts and accounting systems must reflect the new rate
Russia's standard VAT rate increased from 20% to 22% effective 1 January 2026. The 10% reduced rate for food staples, children's goods, medical products and printed media remains unchanged.
⚡ Businesses that continue invoicing at 20% VAT after 1 January 2026 have a VAT shortfall that ФНС will assess as underpayment with a 20% penalty. Buyers who claim input VAT deductions at 20% on invoices that should show 22% will have deductions partially disallowed in audit, generating unexpected liabilities.
✅ Update all contract templates, accounting software (1C/МоёДело), and e-invoicing (ЭДО) systems to 22% immediately. Review existing multi-year contracts to determine whether they contain a tax-rate adjustment clause.
Water flooding from upper-floor neighbours is one of Russia's most common apartment hazards
Ageing apartment infrastructure combined with prevalent DIY plumbing makes flooding from upper-floor neighbours (залив сверху) extremely common in Russian apartment buildings. Many residents are uninsured and disputes over liability are frequent and protracted.
⚡ A serious flood can destroy furniture, electronics, flooring and ceilings with total replacement costs of RUB 50,000–500,000+. If the upper-floor neighbour is uninsured and disputes liability, the civil claim process takes 6–18 months, during which you fund repairs yourself. The building management company (УК) is liable only if the flood originated from shared infrastructure like roof or common pipes.
✅ Purchase contents insurance on move-in day (from ~RUB 5,000/year). Save the УК emergency number immediately. Photograph the flat condition on move-in. If a flood occurs, call the УК immediately to document an official damage report (акт о заливе) — this is required for both insurance claims and any legal action.
Russian emergency services operate entirely in Russian — prepare a bilingual medical summary card
Calling 112 (emergency) or presenting at a Russian hospital, all communication is in Russian. ER staff in major cities may have basic English but this cannot be assumed, especially outside Moscow and St Petersburg or at night.
⚡ Language misunderstandings during triage and treatment can lead to incorrect diagnoses, wrong medication dosages and delayed care. Allergy information not properly communicated is a direct life-safety risk. Patients without Russian have been discharged without proper follow-up treatment or admitted without their true condition being correctly assessed.
✅ Prepare a laminated Russian-language medical summary card listing: blood type, chronic conditions, current medications and dosages, allergies and emergency contact. Have a draft translated by a native Russian speaker or doctor. Attach it to your phone case or keep it in your wallet alongside your passport.
Labour dispute claims must be filed within 3 months — courts dismiss late claims regardless of merit
The Russian Labour Code Article 392 sets strict limitation periods for individual labour disputes: 3 months for most claims from the date the violation became known; 1 month from the date of dismissal for wrongful termination; 1 year from payment due date for wage arrears.
⚡ A claim filed even 1 day after the limitation period is dismissed on procedural grounds, regardless of the underlying merit. Foreign workers who wait for informal resolution or delay consulting a lawyer often find their claims barred. Wage theft exceeding 3 months of partial or 2 months of complete non-payment is also a criminal offence under Article 145.1 УК РФ.
✅ File a complaint with Государственная инспекция труда (GIT) or engage a labour lawyer immediately on any employment dispute. Do not wait for internal HR processes to run their course before filing a formal claim in parallel.
CIS country documents use the 1993 Minsk Convention — a Hague apostille is unnecessary and wastes money
Documents from CIS countries (Kazakhstan, Belarus, Moldova, Armenia, Azerbaijan, Kyrgyzstan, Tajikistan, Uzbekistan) benefit from the 1993 Minsk Convention on Legal Assistance, which provides mutual recognition in Russia without any apostille. Obtaining a Hague apostille on these documents is a waste of time and money.
⚡ CIS applicants who incorrectly obtain Hague apostilles spend money (€10–100 per document) and time (days to weeks) on an authentication that Russian authorities do not require and may find confusing. Conversely, documents from non-Hague, non-Minsk countries require full consular legalisation — not just an apostille — and applicants who use the wrong process have applications rejected.
✅ Before obtaining any authentication on a foreign document, identify which treaty governs its recognition in Russia. Consult the МИД Russia or a Russian immigration lawyer. Always add a notarised Russian translation regardless of authentication method — this is always required.
