Apply for Italian Permesso di Soggiorno (non-EU nationals)

Non-EU nationals who establish Italian residence in Rome must apply for an Italian Permesso di Soggiorno (residence permit) within 8 days of arrival. Vatican employment is the basis for the application. Apply at the Questura di Roma or through the Sportello Amico network at major post offices.

The Lettera di Nomina (letter of appointment) is your Holy See employment contract. Read it carefully before signing — it governs your entire Vatican employment including salary, role, notice period, housing, and benefits. Vatican employment is NOT governed by Italian labour law — the Holy See Personnel Regulations apply instead.

Confirm Vatican housing allocation or secure Rome rental

Vatican-allocated housing (rare, for senior or institutional roles): confirm allocation with the Vatican Governorate Technical Services before your start date. Rome rental (most employees): begin searching 6–8 weeks before start date. Target the Prati, Borgo, or Trionfale neighbourhoods for Vatican proximity. Vatican employment contract is highly valued by Roman landlords.

Get RC Auto insurance (mandatory for vehicle owners)

RC Auto (Responsabilità Civile Autoveicoli) is legally mandatory for any vehicle driven in Italy. Must be purchased before driving. A QR code (digital proof) is required under 2023 Italian law — no paper certificate. Rome is Italy's most expensive city for car insurance: expect €400–900/year for a standard city car.

Obtain ISEE certification at a CAF for Italian benefits
