The Holy See provides generous family support reflecting the Catholic Church's pro-family values: maternity and paternity leave, family allowances for dependent spouse and children, subsidised Vatican nursery access, and access to the Vatican Pharmacy and facilities for dependents. Vatican employees living in Rome may also access Italian state family benefits through their Italian residence and SSN registration.
Congedo di Maternità della Santa Sede
Before birth: 2 months paid maternity leave before the expected due date (fully paid by Holy See).
After birth: 3 months paid maternity leave after birth (fully paid). Holy See Personnel Regulations provide full salary continuation during this period — significantly more generous than many national systems.
Job protection: Position protection during pregnancy and maternity leave under Holy See Personnel Regulations. Termination of a pregnant employee or new mother without just cause and proper Vatican Tribunal process is contrary to Holy See policy and subject to administrative challenge.
Congedo Parentale / Congedo di Paternità
Max duration: Holy See Personnel Regulations provide for paternity leave (congedo di paternità) of typically 10–15 days at full pay for fathers. Extended parental leave beyond the maternity period is negotiable at departmental level. Vatican policies in this area have been evolving under Pope Francis's governance reforms — confirm current entitlements with Vatican HR on appointment.
Split rules / Elterngeld: Vatican family leave is not structured with the same formal split-rules as EU parental leave models. Family allowances (assegni familiari) are paid monthly for dependent spouse and children regardless of who takes leave. The Holy See's approach is institutionally supportive — discuss individual family plans with Vatican HR at the time of appointment.

Eligibility: All Vatican employees with dependent spouse and/or children. Dependents must be registered on the Vatican HR system with appropriate documentation (marriage certificate, birth certificates).
How to apply: Declare dependents to Ufficio del Personale (Vatican HR) on joining or at life event. Required documents: marriage certificate (apostilled), children's birth certificates (apostilled), and proof of dependency.
Family allowances are a significant real financial benefit, partially compensating for the smaller Vatican salary relative to Italian private sector equivalents.
Vatican Pharmacy Dependent Access
Subsidised medications (20–50% below Italian retail) for employee and registered dependents

Eligibility: Children of Vatican employees. Places are limited and allocated by Vatican HR.
How to apply: Apply to Vatican HR as soon as possible after pregnancy is confirmed — places are limited and priority is by employment seniority and urgency.

Vatican Supermarket / Canteen Dependent Access

Italian Assegno Unico (Universal Child Benefit)
€57–200 per month per child under 21 (means-tested, 2026)
Duration: Monthly, until child turns 21
Eligibility: Vatican employees with Italian residence registration and Italian Codice Fiscale are eligible for Italian Assegno Unico for children resident in Italy. Holy See employees paying no Italian income tax may still qualify.
How to apply: Apply via INPS (inps.it) using SPID or CIE digital identity. ISEE income certification required (ISEE for Vatican employees with no Italian income but with family savings will need specialist ISEE calculation).
This is an Italian state benefit potentially available in addition to Vatican family allowances. Consult a commercialista to clarify eligibility given Vatican employment status.
Sick child leave
Under Holy See Personnel Regulations, Vatican employees may take paid leave to care for a sick child under appropriate documentation (medical certificate from Italian or Vatican physician). Specific entitlement days are governed by departmental policy — typically 5–10 days per year for child illness. Confirm current policy with Vatican HR. Italian SSN sick child leave rules (Permesso per malattia del figlio) may also apply if the employee has Italian SSN registration, providing additional entitlement.
Birth registration
Register the birth first at the Italian civil registry (Stato Civile at the Comune di Roma) — Vatican employees living in Rome must register Italian births in Italy within 10 days of birth. Bring: parents' passports, marriage certificate (apostilled and translated if foreign), hospital birth certificate. Obtain the atto di nascita (Italian birth certificate). Then register the birth with Vatican HR to add the child as a dependent and apply for the Vatican identity card for the child, enabling access to Vatican employee facilities.
Childcare rights
Vatican employees have priority access to the Vatican Asilo Nido (nursery) — apply to HR immediately on pregnancy confirmation as places are limited. Italian state childcare rights (diritto al posto al nido) apply from age 1 through the Italian municipal nursery system — register via Roma Capitale online portal. Italian private Catholic nurseries in Prati and Borgo also serve the Vatican community and have priority arrangements with Vatican employees in some cases.
