Vatican City operates its own sovereign social security system for Holy See employees — entirely separate from Italian INPS. The system is administered by APSA (Amministrazione del Patrimonio della Sede Apostolica) and funded by employee and Holy See contributions. It covers: pension (retirement and disability), healthcare (through DAAS), family allowances, and sick pay. Vatican City has no unemployment insurance — employment security is provided through the institutional stability of the Holy See itself rather than a contributory unemployment benefit. Assigned automatically on appointment by the Holy See Secretariat of State / Ufficio del Personale. Your employee number (numero di matricola) appears on all Vatican HR documents, payslips, and identity card. Additionally obtain an Italian Codice Fiscale (Italian tax code) from the Agenzia delle Entrate — this is the number used for all Italian administrative interactions outside Vatican territory.

Holy See Retirement Pension
Pensione della Santa Sede / Fondo Pensione APSA
Defined benefit pension provided by the Holy See to employees upon retirement. The Holy See Pension Fund is administered by APSA and has been subject to major reform and strengthening since 2021–2023.
Vatican employees who have completed the qualifying service period (typically 25–30 years for full pension; partial pension available earlier). Retirement age follows Holy See Personnel Regulations.
Submit pension application to APSA (Amministrazione del Patrimonio della Sede Apostolica) through Vatican HR at least 6 months before intended retirement. APSA will calculate the benefit and initiate payments.
Disability Pension

Income support for Vatican employees who become permanently unable to continue working due to illness or accident.
Vatican employees with assessed permanent incapacity for work. Medical assessment by Vatican Health Service (DAAS) required.

Parents with Italian residence registration and an Italian Codice Fiscale, with children aged under 21. Vatican employees with no Italian income but savings/assets will have their ISEE calculated on asset basis — consult a commercialista for ISEE submission.
Apply via INPS (inps.it) using SPID digital identity. Annual ISEE certification required from CAF (tax assistance centre).
Contribution Overview
Vatican employee contributions (2026 estimates): Holy See Pension Fund: employee 8% of salary, Holy See 24% of salary. Vatican Health Service (DAAS): employee approximately 4%, Holy See approximately 8%. No income tax contribution. No Italian INPS contributions for Vatican employment. No Italian IRPEF. Total employee deduction: approximately 12% of gross salary — significantly lower than Italian or German employees who face 30–40%+ combined tax and social security deductions. The net result is that Vatican employees retain a much higher proportion of their gross salary than comparable private sector employees.
International Social Security Agreements
The Holy See has no comprehensive bilateral social security totalization agreements equivalent to the Italian INPS network. Vatican pension contributions do not transfer to Italian INPS. However, the Holy See participates in international social security cooperation for specific employee categories (diplomatic staff). For employees from countries with Italian INPS agreements: any Italian employment periods before or after Vatican service may count toward Italian pension eligibility separately from Vatican pension. US citizens: Vatican employment creates unique FICA (US Social Security) complexities — the US has no totalization agreement with the Holy See. Consult a US-qualified CPA for guidance on US Social Security filing obligations during Vatican employment.
Vatican social security is entirely institutional — there are no online portals equivalent to INPS or Deutsche Rentenversicherung. All enquiries about pension statements, family allowances, sick leave, or disability benefits go through the Vatican HR office (Ufficio del Personale) or APSA. Request a pension statement (estratto contributivo) from APSA every few years to verify your accrual. Keep copies of all Vatican HR correspondence as official records of your Vatican employment and benefits history.
