Register as job-seeker at TE-palvelut (Employment and Economic Development Office)

If you are unemployed or looking for work, register at TE-palvelut immediately. Registration is required to access Kela's basic unemployment allowance (peruspäiväraha) or your a-kassen's earnings-related allowance. Registration also unlocks free job-search coaching, retraining programmes, and subsidised employment services. Register on the first day you are unemployed or seeking work.

Register change of address with DVV (Digital and Population Data Services)

Report any address change to DVV (Digital and Population Data Services Agency) within 7 days. This updates your national data (väestötietojärjestelmä) and sends notifications to banks, Kela, Tax Administration, and other authorities automatically. Register online at dvv.fi or in person at a service point.

Get your verokortti (tax card) BEFORE your first salary

Your verokortti (tax card) shows your personal withholding rate (pidätysprosentti). Your employer MUST have your tax card before paying your salary. If you do not provide a tax card, the employer is LEGALLY REQUIRED to withhold 60% of your salary — this is not discretionary. Get your verokortti at OmaVero (vero.fi) as soon as you have your HETU and bank account. The tax card is updated automatically each January for the new year.

Open a Finnish bank account (OP or Nordea recommended for expats)

A Finnish bank account is essential — to receive your salary, pay rent, access government digital services, and use Finnish online banking credentials (pankkitunnukset) for OmaVero, Kela, and Suomi.fi. OP (Osuuspankki) is Finland's largest and most feature-rich bank. Nordea offers good English support. All require a HETU. Register at DVV and get your Finnish personal ID (HETU)

Register at DVV (the Finnish Population Register) to receive your HETU (henkilötunnus) — the Finnish personal identity code in the format DDMMYY-XXXC. The HETU is THE most critical document in Finland: without it you cannot open a bank account, receive a salary, access healthcare, obtain Kela benefits, pay taxes correctly, rent an apartment, or use any government digital service. Register with Kela and get your Kela card

Kela (Kansaneläkelaitos) is Finland's social insurance institution — it administers healthcare reimbursements, sickness benefits, parental benefits, housing benefits, unemployment basic security, student grants, and much more. Register with Kela as soon as you have your HETU and meet residency requirements. You will receive a Kela card (Kelakortti) which is required at pharmacies for medicine reimbursements and at the terveyskeskus for subsidised healthcare. Kela registration is separate from DVV registration.

Register your home municipality (kotikunta) at DVV

Register your Finnish home municipality (kotikunta) at DVV — this determines which municipality's services you access (terveyskeskus, schools, social services) and which municipal income tax rate applies to you. Kotikunta is established when DVV registers your address in Finland. Update your DVV address whenever you move — within 1 month of moving to a new address.

EU/EEA citizens: register your right of residence at DVV

EU/EEA citizens staying in Finland for more than 3 months must register their right of residence (rekisteröidä oleskeluoikeutensa) at DVV. This provides your HETU and confirms your legal right to live and work in Finland. Registration is free and straightforward. Required documentation depends on your basis of residence: employed (work contract), student (proof of enrollment), self-sufficient (resources + health insurance).

With a-kassa membership of at least 6 months + meeting the work condition (26 weeks work in 28 months), you receive the earnings-related allowance (ansiosidonnainen päiväraha) which can be €1,500–2,800+/month. Activate Suomi.fi identification and digital services

Suomi.fi is Finland's national government digital portal. Use it to activate Suomi.fi Messages (official digital post from Finnish authorities) and manage powers of attorney. Authenticate with your Finnish bank credentials (pankkitunnukset), mobile certificate (mobiilivarmenne), or government ID card. Activating Suomi.fi Messages means official Finnish government communications come to your Suomi.fi inbox rather than postal mail.

Notify your home pension provider of your move to Finland

If you receive a pension from your home country, notify your pension provider of your new Finnish address immediately. Ensure your pension payments can be redirected to your Finnish bank account (IBAN). Many EU pension authorities require an annual proof-of-life certificate — register for this service early.
