Consumer Rights

Right of withdrawal, contracts and debt collection in Finland.

Finnish consumer protection is governed by the Kuluttajansuojalaki (Consumer Protection Act), which implements EU consumer directives and provides additional Finnish protections. The key authority is KKV (Kilpailu- ja kuluttajavirasto — Finnish Competition and Consumer Authority). Finnish consumer courts (kuluttajariitalautakunta) provide free dispute resolution. Finland's consumer protection ranks among the strongest in the EU — Finns have a reputation for asserting their rights firmly but through proper channels. Finnish law follows EU standards for online purchases (14-day withdrawal right, 2-year conformity guarantee) and provides some additional protections.

Right of withdrawal (Widerrufsrecht)

For distance sales (online, phone, mail order) and off-premises sales: 14 days right of withdrawal (peruuttamisoikeus) from delivery (goods) or contract conclusion (services). This is the EU statutory minimum. No reason required. Return postage is at the consumer's cost unless the seller bears this cost. Exceptions: custom-made goods, digital content fully downloaded/used, perishable goods, sealed items opened after delivery (e.g., hygiene products, software). Notify the seller in writing (email sufficient) before the deadline. Finnish law allows merchants to extend this period voluntarily — some Finnish retailers offer 30–60 day returns as a competitive practice.

Contract cancellation

Jatkuvat palvelusopimukset (ongoing service contracts — subscriptions, mobile plans, gym memberships) can be cancelled with reasonable notice. The EU consumer rights reform (effective 2022 in Finland) requires clear cancellation mechanisms — cancellation must be as easy as signing up. Subscription cancellation by the same electronic means as registration is a legal right. Minimum notice periods vary by contract — check your agreement. Finnish law prohibits unconscionable contract terms under Kuluttajansuojalaki chapter 3.

Auto-renewal (automaattinen uusiminen) of contracts is permitted but must be clearly disclosed before initial signup. The consumer must receive advance notice of the upcoming renewal and the means to cancel. Finland follows EU rules: cancellation within 14 days of a renewed contract is possible if the renewal terms changed significantly. Gym and fitness club contracts: maximum binding period of 12 months by law.

Debt collection — response deadlines

Informal reminders: Finnish debt collection follows a structured process. First notice (muistutus / maksumuistutus) from the creditor — typically 14 days after missed payment. A reasonable reminder fee (muistutusmaksu): maximum €5 for consumers.

Court order: Haastehakemus (court claim) filed at käräjäoikeus (district court) if payment is refused after collector demand. Payment order (maksamismääräys) — simplified court process for undisputed debts. Ulosotto (enforcement) by bailiff if court order ignored.

Response deadline: Respond to court claims (haaste) within the specified period (typically 14–30 days). Failing to respond leads to a default judgment (yksipuolinen tuomio) immediately.

A merkintä luottotiedoissa (credit default note) — recorded in the Asiakastieto credit register — is one of the most damaging things that can happen financially in Finland. It prevents renting apartments, getting phone contracts, and accessing credit. Credit notes from unpaid debts last 3 years. Pay all Finnish bills on time.
