Which insurances you actually need in Finland, prioritised.
Finland's social insurance system (administered by Kela) covers the core: health, disability, unemployment (basic), and pension for all registered residents. However, the statutory system has significant gaps — particularly in dental care, home contents, and liability. Several supplementary insurances are strongly recommended for expats. Finland does not require most private insurances to be mandatory by law for individuals, but rental agreements and employers often require specific coverages. Insurance premiums are VAT-exempt in Finland.
Legally Mandatory
- - Liikennevakuutus (Motor Third-Party Liability — MTPL) — mandatory for all motor vehicles registered in Finland. Cannot drive or register a vehicle without it.
- - TyEL (Earnings-related pension insurance) — mandatory for employed persons (deducted from salary).
- - YEL (Self-employed pension insurance) — mandatory for self-employed persons earning above the threshold.
- - Tapaturmavakuutus (Occupational accident insurance) — mandatory for employers to provide for employees.
Kotivakuutus (Home insurance)
Covers home contents against theft, fire, water damage, and liability. Typically includes vastuuvakuutus (personal liability) in standard packages.
Who needs it: All renters and homeowners. Most rental contracts require renters to hold kotivakuutus.
Annual cost: €100–300/year for renters (1-bed apartment). Homeowners: €200–600/year depending on property size.
Finnish apartments are generally required by the rental contract to have kotivakuutus. Confirm exactly what is covered — water damage (vesivuoto) coverage is particularly important in Finnish apartments which often have in-unit washing machines or bathrooms. Compare quotes at vertaaVakuutuksia.fi.
Liikennevakuutus (Motor MTPL)
Third-party liability insurance for motor vehicles — mandatory for all registered vehicles in Finland.
Who needs it: All car, motorcycle, and moped owners.
Annual cost: €200–800/year depending on vehicle, age, and driving history
Cannot register or legally drive a vehicle in Finland without liikennevakuutus. Kaskovakuutus (comprehensive motor insurance) is optional but recommended for newer vehicles — covers own-damage, theft, and weather events.
Sairausvakuutus / Terveysvakuutus (Private health insurance)
Supplements public healthcare — covers private clinic visits, faster specialist access, dental care, and sometimes mental health above public system limits.
Who needs it: Those who want faster access to specialist care, English-speaking doctors on demand, comprehensive dental coverage, and reduced waiting times.
Annual cost: €400–1,000/year (individual). Often provided as an employer benefit (työsuhde-etu).
Ask your employer if they provide työterveysvakuutus (occupational health insurance) — many Finnish employers do as part of their employment package. If not, private health insurance is worth considering for dental and specialist access. Kela partially reimburses private clinic costs (~€0–15 per visit) but this is minimal.
Hammasvakuutus (Dental insurance)
Covers adult dental care — routine checkups, fillings, root canals, and some orthodontics.
Who needs it: Most adults in Finland — public dental care for adults is limited and waiting times are long.
Annual cost: €100–300/year standalone. Often included in private health insurance or employer occupational healthcare.
Adult dental care is a major gap in Finnish public healthcare. A single root canal costs €500–900 at private clinics. Dental insurance pays for itself quickly for anyone who needs regular dental work. Some employer packages include dental benefits through occupational healthcare.
Henkivakuutus (Life insurance)
Pays a lump sum to beneficiaries on the policyholder's death. Critical for those with financial dependants or mortgages.
Who needs it: Persons with dependants (spouse, children), mortgages, or significant financial obligations.
Annual cost: €150–600/year depending on age, health, and coverage amount.
Finnish statutory pension (TyEL) includes a death benefit (perhe-eläke) for surviving spouses and children, but this may not be sufficient. Life insurance is particularly important for those with a Finnish mortgage (asuntolaina).
Tapaturmavakuutus (Personal accident insurance)
Covers injuries from accidents (accidental death, permanent disability, temporary disability, medical costs).
Who needs it: Anyone engaged in outdoor activities (skiing, cycling, hiking), self-employed persons, and those whose employer-provided accident insurance only covers work time.
Annual cost: €50–200/year
Employers must provide mandatory occupational accident insurance (työtapaturmavakuutus) for work-related accidents. Leisure accidents may not be covered by your employer's policy — a personal accident insurance covers off-work time.
Matkavakuutus (Travel insurance)
Covers emergency healthcare, trip cancellation, lost luggage, and repatriation when travelling outside Finland.
Who needs it: Anyone travelling abroad from Finland (or arriving with international travel). Especially important before Finnish Kela coverage begins.
Annual cost: €50–150/year (annual multi-trip policy)
Finnish EHIC covers emergency healthcare within the EU/EEA but not cancellation costs or repatriation. An annual travel insurance is cost-effective for frequent travellers. Many credit cards include travel insurance — check your card benefits.
