Eligibility
Non-EU/EEA nationals who have lived continuously in Finland on a continuous (A-type) residence permit. As of 8 January 2026, the general residence requirement increased to 6 continuous years. Fast-track 4-year pathways remain available for: (1) high earners with income of €40,000 or more per year; (2) applicants with an advanced degree plus at least 2 years of work in Finland; (3) applicants with 3 or more years of continuous full-time employment plus C1 Finnish or Swedish language proficiency. EU/EEA citizens acquire permanent residence after 5 years of continuous legal residence under EU Directive 2004/38.

The 6-year general requirement came into force on 8 January 2026. The fast-track 4-year paths are still widely available for skilled workers with strong language skills or income. Non-EU permanent residence permits provide the right to live, work and study in Finland without further work permits. After obtaining permanent residence, you can apply for Finnish citizenship after meeting the separate citizenship residence requirements.

As of October 2024, the standard residence requirement for Finnish citizenship was extended to 8 continuous years. A faster 5-year path is available for applicants who demonstrate B1 or higher proficiency in Finnish, Swedish or Finnish Sign Language. Stateless persons also qualify after 5 years.

Finland has allowed dual citizenship since 2003. Non-EU/EEA nationals who naturalise as Finnish citizens are NOT required to renounce their original nationality — Finland fully permits multiple citizenship regardless of the applicant's origin country. Your home country's rules apply separately, but Finland will not make you give up your prior passport. The B1 language requirement can be demonstrated through the YKI national language exam, adult education institution certificates, Finnish school completion or university studies in Finnish/Swedish. Processing time: typically 6–18 months.

Dual citizenship is allowed — Finland fully permits dual and multiple citizenship since 2003. Foreign nationals who naturalise as Finnish citizens are not required to renounce their original nationality under Finnish law — this applies to all nationalities, including non-EU/EEA nationals. Finland does not notify other countries of a naturalisation, so the applicant is responsible for checking their home country's rules on dual citizenship. Many countries (e.g. Japan, China, South Korea, India) do not permit dual citizenship and may automatically revoke home-country citizenship when you naturalise elsewhere.
