Finland is a Nordic parliamentary republic in Northern Europe, bordering Sweden, Norway, and Russia, with a southern coastline on the Gulf of Finland.

Finland has a structured system for recognising foreign qualifications, overseen primarily by OPH (Opetushallitus / Finnish National Agency for Education — oph.fi) for academic degrees and by sector-specific authorities for regulated professions. EU/EEA qualifications are generally recognised under EU mutual recognition directives. Non-EU qualifications require individual assessment. Finland distinguishes between "regulated professions" (ammattinimikkeen suojaus) — where recognition is mandatory before practice — and unregulated professions where recognition is informally assessed by employers. As of 1 January 2026, Valvira was replaced by the new Finnish Supervisory Agency (Lupaviranomainen — lvv.fi), which now handles all healthcare and social welfare professional licensing.
Regulated Professions
Process: For regulated professions in healthcare and social welfare: apply to the Finnish Supervisory Agency (lvv.fi) from 1 January 2026. For EU/EEA qualifications: recognition under the EU Professional Qualifications Directive (2005/36/EC). For non-EU qualifications: may require additional Finnish studies, language tests, or aptitude tests. For academic qualifications: apply to OPH (oph.fi/recognition). Teachers apply to OPH. Contact the relevant authority early — some professions require Finnish or Swedish language certification.
Authority: Finnish Supervisory Agency (lvv.fi) — healthcare and social welfare professions (replaced Valvira from 1 Jan 2026). OPH — Opetushallitus (oph.fi) — academic degrees and teacher qualifications. Finnish Patent and Registration Office (PRH) — auditors. Architecture: OPH + SAFA (Suomen Arkkitehtiliitto).
Timeline: 3–12 months for most applications. Healthcare profession recognition (EU/EEA): 3–6 months at Finnish Supervisory Agency. Healthcare professions (non-EU, requiring aptitude test): 6–18 months. EU automatic recognition: faster (up to 3 months). Teachers (non-EU): 6–12 months, may require Finnish language studies.
Cost: Finnish Supervisory Agency (healthcare): €470 recognition (EU/EEA) + €240 licensing = €710; or €180 (post-aptitude test/adaptation period) + €710 = €890 total. OPH (academic degrees): from 1 Jan 2026 — €100 processing fee + €395 decision fee = €495 total; +€138 per additional eligibility (max +€276). Additional costs: certified translations, apostille fees, language tests.
Academic Degrees
Authority: OPH — Opetushallitus / Finnish National Agency for Education (EDUFI) at oph.fi — is the ENIC/NARIC Finland body for academic degree recognition.
Process: Apply online at oph.fi/recognition. Provide: original degree certificates, transcripts, official translations into Finnish, Swedish, or English, and apostille/legalisation as required. From 1 January 2026, OPH charges €100 processing + €395 decision = €495 total. OPH issues a binding decision (for regulated professions) or a non-binding statement of comparability. For employment, the OPH statement is typically sufficient — Finnish employers accept it as proof of foreign degree equivalency.
Equivalency service: OPH Recognition of Qualifications service (oph.fi/en/services/recognition-qualifications). Processing time: typically 2–4 months. The ENIC/NARIC Finland network provides European comparability information. 2026 fee change: flat rate €495 (was €280–€640 under old system) per Ministry of Education and Culture Regulation 1508/2025.
Document Rules
Apostille: Finland is a member of the Hague Apostille Convention. Documents from Hague Convention countries should bear an apostille from the issuing country's competent authority. Apostille replaces consular legalisation for documents from other Hague member states.
Legalisation: Documents from non-Hague Convention countries require consular legalisation: authentication by the issuing country's foreign ministry, then by the Finnish Embassy or High Commission in that country. Process can take several weeks — plan well in advance.
Sworn translation: Documents in languages other than Finnish, Swedish, or English must typically be translated by a certified sworn translator (auktorisoitu kääntäjä). OPH and the Finnish Supervisory Agency accept translations by authorised translators. SKTOL (Finnish Association of Translators and Interpreters — sktol.fi) maintains a directory of qualified translators.

Healthcare professions (non-EU, aptitude test required): 6–18 months. Teachers (non-EU): 6–12 months, may require Finnish language studies and additional coursework.
CRITICAL 2026 UPDATE: Valvira was abolished on 31 December 2025 — all healthcare and social welfare professional licensing is now handled by the Finnish Supervisory Agency (Lupaviranomainen) at lvv.fi. OPH fees were harmonised from 1 January 2026 to a flat €495 (processing + decision). Finnish language (or Swedish) skills are increasingly important — even if your technical qualification is recognised, language requirements may still be a barrier to practice. Helsinki universities offer pätevöitymiskoulutus (professional qualification bridging programmes) for internationally trained doctors, nurses, and engineers who need to supplement their qualifications for Finnish practice.
