👶 Childcare & Kindergarten

Varhaiskasvatus (Early childhood education and care) Income-based: €0 (low income) to approximately €295/month maximum (2026) for the first child. Second child: max ~€148/month. Third and subsequent children: free. Means-tested based on family income.

Heavily subsidised — maximum fee is set by law. Low-income families pay zero. The maximum fee is approximately €295/month for one child (2026, indexed annually). Day care is a statutory right for every child from age 9 months (after parental leave ends).

Apply through your municipality's early childhood education services (varhaiskasvatus). In Helsinki: helm.fi. You need your child's HETU and your family income information for means testing. Places in private daycare centres (yksityinen päiväkoti) are also subsidised via the private daycare supplement (yksityisen hoidon tuki).

Municipalities contact families automatically when children reach age 6. Enrollment is handled by the municipality. Often takes place in the same building as primary school or daycare.

Peruskoulu (alakoulu)

Ages: 7–12 years · Language: Finnish (in Finnish-medium schools) or Swedish (in Swedish-medium schools). Some international schools in Helsinki offer instruction in English, German, or French.

Compulsory from age 7. Your municipality allocates a school based on your home address. Contact your municipality's education services to enrol. Children with limited Finnish or Swedish may first attend preparatory education (valmistava opetus) for one year.

Finland's peruskoulu system is world-famous for achieving excellent outcomes with minimal standardised testing, high teacher quality (all teachers hold a master's degree), and minimal homework in lower grades. Ranked consistently in the top tier of PISA assessments globally.

Lower secondary school (grades 7–9) Free

Peruskoulu (yläkoulu)

Ages: 13–16 years · Language: Finnish or Swedish. English is a compulsory foreign language from grade 3.

Automatic continuation from primary school. At the end of yläkoulu (grade 9), students apply to either lukio (upper secondary / general academic high school) or ammatillinen koulutus (vocational education and training / VET) via the national joint application system (yhteishaku).

Compulsory education ends at age 17 (oppivelvollisuus extended from 16 to 17 in 2021 reform). After age 17, education at lukio or VET is free.

International Schools

Helsinki has several international schools catering to the expat community: Helsinki International School (HIS — IB curriculum, English instruction, ages 7–16), International School of Helsinki (ISH — English, IB), and sections within Finnish schools (e.g., the English-language section of Ressu Comprehensive School). Tuition fees: €8,000–18,000/year. Many large international employers in Finland (Nokia, KONE, Neste, EU offices) subsidise international school fees for relocated employees. Espoo International School offers IB at upper secondary level. Swedish schools (ruotsinkielinen koulu) are available throughout Finland for Swedish-speaking families and are free.

University

Tuition fee

Free for EU/EEA students and Finnish residents enrolled in Finnish-language or Swedish-language degree programmes. Non-EU students in English-language programmes pay tuition fees: typically €10,000–25,000/year depending on university and programme (University of Helsinki: €13,000–18,000/year; Aalto University: €15,000–20,000/year). Bachelor's programmes almost entirely in Finnish or Swedish. English-language master's programmes available at Helsinki, Aalto, Tampere, Turku, Oulu universities. Finnish universities are legally required to offer scholarships covering 50–100% of fees. Doctoral education: free for all.

Semester fee

Student union membership fee: approximately €50–100/semester. This is required to access student discounts (food, transport, culture). The FSHS contribution (~€35/semester) is separate. No tuition fees for EU students in Finnish-language programmes.

Student visa

EU/EEA students: no visa or permit required. Non-EU students: apply for a student residence permit at Migri (migri.fi) before arrival. Apply well in advance — processing can take 2–3 months.

Health insurance

FSHS (Finnish Student Health Service — YTHS, ylioppilaiden terveydenhoitosäätiö) provides comprehensive healthcare for university students: GP, mental health, dental, and health promotion services. Very affordable: approximately €35/semester contribution. One of Finland's most important student benefits.

Application process

Bachelor's programmes: apply via national system at opintopolku.fi (in Finnish/Swedish). Master's programmes (international): apply directly to universities, typically January–February for autumn intake. Aalto University, University of Helsinki, and University of Tampere are the most internationally recognised. Academic calendar: September–May.

Kotoutumiskoulutus (Integration training)

Provider: TE-palvelut / ELY-keskus / municipalities · Duration: Up to 5 years / 60 credit weeks (opintoviikoilla) · Levels: From complete beginner to approximately B1 Finnish/Swedish

Free for entitled immigrants (non-EU residents with long-term status)

The Finnish integration training programme — intensive Finnish (or Swedish) language and civic orientation for newly arrived immigrants. Includes the kotoutumissuunnitelma (integration plan) drawn up at TE services. Eligible for integration allowance (kotoutumistuki) from Kela while attending. Highly recommended — start immediately.

Finnish language courses (general)

Provider: Adult education centres (kansalaisopisto, working adult institutes), private schools · Duration: 1 term (15–30 hours) to multi-year programmes · Levels: A1 to C2

€50–300 per course module at public adult education centres. Private courses: €300–800.

Kansalaisopisto (adult education centres) in every Finnish municipality offer affordable Finnish courses for all levels. Private schools: Finnlang, Lingoda (online), and university open university programmes.

Finnish Online (MOOCs)

Provider: University of Helsinki, Duolingo, apps · Duration: Self-paced · Levels: A1–B1

Free

University of Helsinki's "Finnish for Busy People" online course is excellent for beginners. Duolingo offers Finnish. FinnishPod101 provides structured audio courses. Apps: Ling (for Finnish phonetics), Clozemaster (for grammar).

Swedish language courses (for Swedish-speaking areas)

Provider: Swedish-language adult education centres, kansalaisopisto · Duration: 1–2 terms · Levels: A1–C1

€50–200 per course

Swedish is Finland's second official language, compulsory in schools, and essential for working in Swedish-speaking municipalities (Åland, coastal areas). Even in Helsinki, Swedish skills open doors particularly in bilingual organisations and government services.
