Pakistan has a profession-specific recognition framework where each regulated sector has its own statutory council or commission. The main bodies are the Pakistan Medical and Dental Council (PMDC, pmdc.pk) for doctors and dentists, the Pakistan Nursing Council (PNC) for nurses, the Pakistan Engineering Council (PEC, pec.org.pk) for engineers, and the Institute of Chartered Accountants of Pakistan (ICAP) for accountants. The Higher Education Commission (HEC, hec.gov.pk) evaluates and attests foreign academic degrees. Pakistan acceded to the Hague Apostille Convention — it entered into force on 9 March 2023 — so apostilles are now accepted for documents from most member countries, replacing the previous full consular legalisation requirement in most cases. Pakistan issues its own apostilles through the Ministry of Foreign Affairs.
Regulated Professions
Process: Step 1: Identify the council governing your profession. Step 2: Gather — certified copies of all degree certificates and transcripts, a good-standing / verification letter from your home-country regulator, passport copies, valid Pakistani work visa or permit documentation, employer letter, and HEC equivalency letter if required. Step 3: For PMDC, check whether your medical institution is on the PMDC recognised-institution list (pmdc.pk); if recognised, apply for provisional registration with standard documents; if not recognised, you must first pass the National Registration Examination (NRE). Step 4: For PEC foreign firm pre-registration, submit Form PEC-1A, a challan for USD 1,000 fee, and company documents; then apply for a project-specific registration certificate before commencing each project. Step 5: Apply to HEC (hec.gov.pk or eservices.hec.gov.pk) for degree equivalency and attestation where required by the employer or council. Step 6: Arrange HEC attestation of your foreign degree (fee: PKR 3,000 per document via the online portal).

PMDC registration for graduates of recognised institutions: 4–8 weeks once documents are verified. PMDC NRE for non-recognised institution graduates: examination schedule dependent; check pmdc.pk for NRE session dates. PNC nurse registration: 4–8 weeks for complete files. PEC foreign firm pre-registration: 4–8 weeks after complete application submission. ICAP mutual recognition route: 3–9 months depending on examination requirements.
Cost: HEC degree attestation: PKR 3,000 per document via online portal. PMDC registration: check current schedule at pmdc.pk. PEC pre-registration for foreign firms: USD 1,000 non-refundable pre-registration fee plus project-specific registration fee for each project. ICAP mutual recognition: check current fee schedule at icap.org.pk. Apostille (for foreign documents being authenticated for use in Pakistan): competent authority fee in the country of origin varies. Certified Urdu or English translations: PKR 500–5,000 per document. Budget PKR 50,000–500,000+ for a full documentation and registration package depending on profession and number of documents.
Academic Degrees
Authority: Higher Education Commission of Pakistan (HEC, hec.gov.pk). HEC evaluates foreign degrees and issues equivalency letters (not attestation of the degree itself — HEC attests its own equivalency letter) through the online portal eservices.hec.gov.pk. Foreign degrees are assessed against recognised global databases including UNESCO's World Higher Education Database and must have been awarded by an institution accredited in its home country. Note: HEC does not attest foreign degrees directly — it issues an equivalency letter which is then attested.
Process: Apply via HEC's online portal (eservices.hec.gov.pk) — no physical submission of documents to HEC Islamabad or regional centres is required; the process is fully paperless. Submit scanned copies of your degree certificate, all academic transcripts, and proof that the degree was studied on-campus (HEC will not recognise degrees registered as conventional on-campus programmes but completed entirely online or in hybrid mode after Spring 2026 rule changes). Pay PKR 3,000 attestation fee per document. HEC processes applications on a rolling basis; typical timeline is 2–6 weeks. HEC will not process equivalency for degrees from unrecognised institutions — verify your institution's status before applying.
Equivalency service: Higher Education Commission of Pakistan (hec.gov.pk / eservices.hec.gov.pk) — online application, PKR 3,000 per document, typically 2–6 weeks. Note: HEC issues equivalency letters for foreign degrees; for medical and health-science degrees, PMDC provides the binding recognition; for engineering degrees used for PEC registration, PEC conducts its own assessment in addition to HEC equivalency.
Document Rules
Apostille: Pakistan acceded to the 1961 Hague Apostille Convention and the convention entered into force for Pakistan on 9 March 2023. Foreign documents from Hague member countries (except India and Israel, which Pakistan has declared objections to) can now be authenticated with an apostille rather than the previous full consular legalisation chain. Pakistan issues its own apostilles through the Ministry of Foreign Affairs (mofa.gov.pk). Always confirm with the specific receiving authority — some councils and government bodies may have their own additional requirements beyond apostille.
Legalisation: For documents from countries not in the Hague Apostille Convention, or for documents from India and Israel (which Pakistan has declared not to apply the convention to), full consular legalisation is still required: notarisation in the country of origin, authentication by that country's foreign affairs ministry, and legalisation by the Pakistan embassy or consulate in that country. For documents from Pakistan being used abroad: the Ministry of Foreign Affairs (mofa.gov.pk) issues Pakistani apostilles for use in Hague member countries; Pakistani embassies provide legalisation for non-member countries.
Sworn translation: Documents not in English or Urdu must be translated into English by a certified translator. For most professional council and HEC submissions, English translations are sufficient. For court filings, immigration proceedings, and some government submissions, Urdu translations may be preferred or required. PMDC and HEC specify their own acceptable translation credentials — confirm before commissioning. Retain the original foreign-language document alongside any certified translation, as authorities often request both.

Pakistan joined the Apostille Convention in 2023 — this is a significant recent change that simplifies document authentication from most countries. However, Pakistan has declared the convention does not apply to documents from India or Israel; those documents still require full consular legalisation. The restoration of PMDC in 2022 (after PMC was declared illegal by the Islamabad High Court) means PMDC is the current competent authority for doctor and dentist registration — confirm current contact details and registration portal at pmdc.pk before applying. HEC tightened its rules on foreign degree recognition after Spring 2026 for programmes completed entirely online or in hybrid mode even if registered as on-campus — if your degree has any distance-learning component, confirm HEC eligibility before applying. Name mismatches across passport, degree certificate, and marriage certificate are a very common cause of rejection — prepare affidavits or corrected documents well before your target application date. Foreign engineering professionals working in Pakistan typically need both HEC equivalency and PEC registration for their firm, and must register separately for each individual project — plan both registrations before contract signature.
