Eligibility
Sri Lanka does not have a straightforward "Permanent Residency" path analogous to Western systems. The closest equivalent is Resident Guest Status, primarily granted to: (1) persons of Sri Lankan descent who renounced citizenship, (2) foreign spouses of Sri Lankan citizens after 5+ years of marriage, (3) retirees meeting the Resident Guest Visa financial threshold (USD 18,000/year or USD 1,500/month remittances). A very limited category of "permanent residence" may be granted at the discretion of the Minister of the Interior.

Sri Lanka does not offer a traditional permanent residency pathway comparable to most countries. Long-term expats typically remain on renewing employment visas or Resident Guest Visas. Sri Lankan Citizenship (Naturalisation / Registration)
Eligibility
Two routes exist: (1) Citizenship by Registration — available to persons who have held Resident Guest Status for at least 5 continuous years. This is the most practical route for qualifying long-term residents under the Resident Guest Scheme. (2) Citizenship by Naturalisation — general route requiring 10 years of continuous lawful residence for other categories, subject to ministerial discretion and very rarely granted.

The 5-year Registration route is far more accessible than the 10-year general Naturalisation route — Resident Guest Scheme participants should plan to this pathway. Naturalisation is extremely rare for non-Resident Guest scheme individuals. Marriage to a Sri Lankan national can facilitate the process but does not provide an automatic right. Children born in Sri Lanka to foreign parents do NOT automatically acquire citizenship.
Other Routes to Residency & Citizenship
Citizenship by Descent (for former Sri Lankans)
Eligibility
Persons of Sri Lankan origin who lost citizenship by acquiring another nationality can apply to renounce their foreign citizenship and regain Sri Lankan citizenship, or apply for Resident Guest Status while retaining foreign nationality.

The Citizenship Act Amendment of 2003 created a pathway for Sri Lankan diaspora. The Resident Guest Visa category allows people of Sri Lankan descent to live in Sri Lanka without renouncing their acquired foreign nationality. This is the most practically useful category for Sri Lankan diaspora returning from Australia, UK, Canada, and elsewhere.
Marriage to a Sri Lankan Citizen
Eligibility
Foreign spouse of a Sri Lankan citizen. Does not automatically confer citizenship but facilitates long-stay visa processes and is considered in residency applications.

Marriage does not give citizenship rights in the way that many Western countries allow. The process is administratively complex — an immigration lawyer is recommended.
Resident Guest Visa (Retirement Category)
Eligibility
Foreign nationals aged 55 or older who can demonstrate minimum USD 1,500/month in inward remittances (approximately USD 18,000/year) to a Sri Lankan bank account.

The Resident Guest Visa (retirement) is one of the most practical long-stay options for foreign retirees. Processing through the Department of Immigration and Emigration, Colombo. Holders cannot work in Sri Lanka. A straightforward pathway for those who can meet the remittance threshold and do not need to earn local income.

Dual citizenship is not allowed — Sri Lanka generally does not recognise dual citizenship for foreign-born nationals who naturalise as Sri Lankan citizens. Sri Lankan-born citizens who have acquired foreign nationality are technically supposed to have renounced Sri Lankan citizenship, though enforcement has been inconsistent. The 2003 Citizenship Act amendments created Resident Guest Status as an alternative to naturalisation for persons of Sri Lankan descent. Practical reality: many in the Sri Lankan diaspora hold both a Sri Lankan and foreign passport and travel freely — but this is technically irregular under current law. Consult an immigration lawyer before relying on this status. Sri Lanka has been considering dual citizenship legislation for the diaspora for years but no comprehensive reform has passed as of 2026.
